Binciken da CDD ta gudanar ya gano cewa da gaske ne Hukumar Hisbah ta jahar Kano ta kama mutane 8 bisa laifin cin abinci da rana acikin watan Ramadan ba tare da wani dalili ba.

Kwamandan hukumar, Sheikh Muhammad Harun Ibsina ya tabbatar wa CDD kama mutanen su 8 maza da mata wadan da ya ce basu da wani karbabben dalili na rashin lafiya ko wani wani uzurin da Shari’a za ta amince dashi da zai basu damar cin abinci da rana.

FACT-CHECK: Were 8 People Arrested By Kano Hisbah For Eating During Ramadan?

Claim:

On Tuesday, April 20, 2021, fact-checkers at the Centre for Democracy and Development (CDD) spotted a story published by several online newspapers. The story indicated that Kano Hisbah Board had arrested eight people for not fasting during the 2021 Ramadan. The online platforms that reported the story included Vanguard, Sahara Reporters, Daily Post, Nairaland, Naijaloaded, Stelladimokokorkus among others.

FACT:

An investigation conducted by CDD shows that the report that eight people were arrested by the Kano State Hisbah Board is true.

Commander General of Kano Hisbah, Sheikh Muhammad Harun Ibnsina also confirmed the arrest. He said that those arrested found eating during the Ramadan period without any form of medical excuse.

He said: “The people arrested were all adult, sane and had no medical excuse to be eating during the day in Ramadan”

“They wouldn’t have been arrested if they are insane, or not well, or had any genuine concerns acceptable in Islam.”

“What many people don’t understand is that those we arrested are Muslims, we will not arrest Christians for not fasting or Muslims who have not attained the age of puberty, but adult Muslims without any excuse”

CONCLUSION:

The report that Kano Hisbah arrested eight Muslims for eating during this year’s Ramadan is true. Commander General of Hisbah confirmed that operatives of the board arrested eight adult Muslims for eating without medical reason during the fasting period.

Tsokacin ya ce Kansilan ya nada mai taimaka masa a bangaren al’amuran addini da siyasa da kungiyoyin sakai da bada dauki, dama sakatare na musamman ga Kansilan.

Binciken da CDD ta gudanar game da maganar cewa wani Kansila a jahar Kano ya nada mutane 18 a matsayin masu taimaka masa ya gano cewa gaskiya Kansila ya nada mutanen 18 a matsayin mataimaka a gare shi.

Kansilan, Hon. Muslihu Yusuf Ali wanda ke wakiltar mazabar Guringawa a karamar hukumar Kumbutso da ke kewayen birnin Kano , a jahar Kano ya tabbatar wa CDD nadin mutane 18 din a matsayin mataimaka a gare shi.

FACT-CHECK: Sheikh Saleh Never Reacted to Abduljabbar Kabara’s Suspension From Preaching

CLAIM:

On Thursday, March 4, 2021, fact-checkers at the Centre for Democracy and Development (CDD) spotted a WhatsApp audio recording claiming that Sheikh Sharif Saleh made comments on the recent Sheikh Abduljabbar’s preaching suspension saga.

In the recording – done in Hausa – a commentator (claiming to be the voice of Sheikh Saleh) expressed disappointment on the decision to suspend the cleric from conducting preaching activities in Kano State.

He said information available to him indicates that Sheikh Kabara’s worship centre has been sealed off by the Kano State Government.

He said the sealing of the worship centre is a gang up against Sunni clerics, Darika and other sects.

The commentator continued: “The method used by the clerics sounds funny and embarrassing and any responsible person that knows about the matter will understand that he was treated unfairly because his statements were shortened and edited”

FACT:

An investigation conducted by CDD on the viral audio clip established showed that as of March 11, 2021, Sheikh Shariff Saleh, has not reacted to the suspension of Sheikh Kabara as claimed in the WhatsApp audio.

Checks by the CDD also revealed that the voice in the audio circulated on WhatsApp is not Sheikh Saleh’s.

The Kano State Government had on February 3, 2021, announced the suspension of the Sheikh Kabara following tension from within and outside the state on the cleric’s controversial stance, especially, on certain hadiths.

When contacted on the matter, Sheikh Saleh’s so, Engr. Almuntasir Ibrahim Saleh Al-Hussain told the CDD fact-checker that the claim in the audio is false.

Al-Husain said his father never said anything on the suspension of Sheikh Kabara.

“Well, I listened to the said audio clip that was trending on WhatsApp, and I can categorically confirm to you that neither the voice nor the content is Sheikh’s and even the message does not reflect Maulana’s opinion on this matter in any way,” Al-Hussain said.

CONCLUSION:

The trending WhatsApp audio claiming that Sheikh Saleh has reacted to the suspension of Sheikh Kabara’s preaching by the Kano State Government is false.

The evidence available to CDD shows that the cleric never commented on the suspension of Sheikh Kabara’s preaching by the State Government.

CDD urges the public to disregard the claim and avoid sharing the clip.

FACT-CHECK: Did Kano Residents Ask Fulanis To Leave The North?

CLAIM:

On Wednesday, February 24, 2021, fact-checkers at the Centre for Democracy and Development (CDD) spotted a WhatsApp broadcast claiming that all Fulani residents in Kano have been asked to leave the State.

The claim read in parts Hausas in Kano have asked the Fulanis to leave northern Nigeria while breaking the exclusive Fulani mosque.  Behold the Ottoman Dan Fodio prophecy of about 220 years is happening before our very eyes. DAN.

Also attached to the claim was a video of people seen vandalizing a mosque.

FACT:

Investigations carried out by CDD revealed that the claim that Fulanis have been asked to vacate Kano State is false.

More checks showed that the video attached to the broadcast was from a clash in Billiri Local Government Area of Gombe State and not from Kano as claimed.

Also, the vandalization seen in the video was from the destruction of property in Billiri, Gombe State which took place during a clash between some religious groups in the community. The crisis in Billiri erupted after the installation of the traditional ruler (the stool of Mai Tangale) following the death of late Mai Tangale Dr Abdu Buba Maisharu in January 2021.

Following the attacks in Billiri, the Gombe State Governor, Muhammadu Inuwa Yahaya, on Saturday, February 20, 2021, vowed to prosecute those fueling crisis.

According to the Governor, the violence in Billiri had led to the loss of lives and destruction of property worth millions of naira.

CONCLUSION:

The claim that Fulanis resident in Kano State has all been asked to vacate the state is false. The video circulating on WhatsApp alongside the broadcast is a clip from a crisis in Billiri Local Government Area of Gombe State.

FACT-CHECK: Kano Hisbah Has Not Banned Night Party

VERDICT: False

CLAIM:

On Monday, December 21, 2020, fact-checkers at the Centre for Democracy and Development CDD (CDD) spotted a story published by Kano Focus claiming that the Kano Hisbah Board has banned night parties in the State.

The report also claimed that the ban was announced by the Hisbah Commander General, Sheikh Muhammad Ibn Sina, at a press conference in Kano following reports that most wedding parties clashed with prayer times.

It also claimed that wedding attendants, the bride inclusive, do not join the Magrib and Isha prayers once there are such parties.

In addition, Kano focus reported that all weddings scheduled to hold in Kano State will now be taking place between morning and 4 pm.

FACT:

The claim that Kano HISBAH has banned night parties across Kano State is false.

An investigation by the CDD shows that the Kano State Hisbah Board did not make such pronouncement as claimed by the blog.

In a reaction to the claim, Ibn Sina told CDD fact-checker that the story is fake.

Ibn Sina said: “This story is fake, what happened was that we paid visit to Kano Tourism Board, and in his remarks, the head of the board said they were considering initiating a law that will stop any party or wedding reception (Walimah) lasting beyond 12 midnight and in my remarks I said this is good, but the journalists completely quoted me as saying it”

The Hisbah Commander General said the board has no law or mandate to influence such activities in the State.

“Tourism board is the one overseeing hotels, relaxations centers, etc, I also saw this story the way you also came across it.” Ibn Sina said.

CONCLUSION:

The story published by Kano Focus that the Kano Hisbah Board has banned night party is false.

The board did not declare that all wedding parties must take place between morning and 4 pm as reported in the story.

CDD urges the media on accurate reporting and the public to always verify the authenticity of stories before sharing them.

A ranar Asabat, 17 ga watan Oktoban shekara ta 2020, masu tantance sahihancin labarai na Cibiyar Bunkasa Demokaradiyya (CDD) suka gano wani labarai da jaridu da wassu majiyoyi suka wallafa dake cewa hukumar tsaron farin kaya ta State Security Service (SSS) sun kama mutane da sukayi zanga-zangar neman kawo karshen halin rashin tsaro da yankin arewacin Najeriya, acewar labarin ankama masu zanga-zangar ne a birnin Kano.

Labarin wanda jaridun Punch da the Cable da Inside Arewa News suka rawaitowo ya bayyana cewa jami’a tsaron farin kaya na SSS sun garkame jagororin zanga-zangar neman kawo karshen sata da garkuwa da mutane dan neman kudin fansa da tashe-tashen hankula a yankunan karkara da sauran tashe-tashen hankula dake da nasaba da rashin tsaro a yankin arewacin Najeriya.

Labarin ya kara da cewa SSS ta kama su ne a Kano.

Binciken da CDD ta gudanar ya gano cewa hukumar tsaron farin kaya ta SSS bata kama kowa ba acikin wadan da sukayi zanga-zanga a jahar Kano.

Binciken ya gano cewa SSS ta gayyaci jagororin gamayyar kungiyoyin arewa karkashin shugabancin Nastura Ashir Sharif. Gayyatar jagororin ya biyo bayan zanga-zangar da suka shirya gudanarwa ne dan nuna rashin jin dadin su game da halin rashin tsaro da yankin arewa yake ciki tare da neman gwamnati kalli lamarin dan samar da tsaro.

Shugabannin zanga-zangar sun isa ofishin SSS ranar Juma’a, 16 ga watan Oktoban shekara ta 2020 da misalin karfe 9:30 na dare kuma ganawar su da jami’an tsaron farin kayan ta dauki sama da awa shida (6).

FACT-CHECK: Are CCTV Footages Showing Knife-wielding Man Attacking Woman from Kano?

CLAIM:

On Monday, September 14, 2020, fact-checkers at the Centre for Democracy and Development (CDD) spotted several Facebook posts and tweets claiming that CCTV footage showing two men attacking a woman holding a handbag is from Kano.

The posts written in Hausa claimed the men who alighted from a motorcycle and threatened a woman with a knife were arrested after CCTV cameras installed by the Kano State Government captured footage of the incident.

Among those who shared the claim on Twitter is the Special Adviser on Media to the Kano State Governor, Tanko Yakasai.

Yakasai in his tweet said: “The 1st arrest has been made using the CCTV installed all over Kano metropolis by the admin of H.E @GovUmarGanduje, even before the project is fully commissioned. Thugs using a knife attacked a lady and the police picked them up through the CCTV. #AikiTill2023.”

The same tweet was shared and amplified by another aide of the Kano State Governor, Faizu Alfindiki.

Yakasai has since deleted the tweet.

Another post was made by Sani Saye Yusuf (screenshot attached below) in Hausa said: “In his bid to address street theft and robbery in Kano state, Gov. Abdullahi Umar Ganduje has provided CCTV cameras. Now now the cameras have captured a scene showing youth that carries arms and rob people of the valuables. The youth have snatched a lady’s bag not knowing they were being captured. Kudos to Gov. Abdullahi Umar Ganduje and Nigerian Police”

FACT:

An investigation by CDD fact-checkers shows that the footage widely shared on Facebook and Twitter were not captured by CCTV cameras installed the Kano State government as claimed.

Our investigation showed that the clips emanated from Niamey in the Niger Republic. Damagaram Post had earlier reported an incident of handbag snatching by a young man who threatening a woman with a sharp knife.

The news blog in its post published on Monday, September 14, 2020, urged the people in Niamey to share the clips widely in order to help security operatives arrest the attacker.

The report also indicated that the incident happened at Hama Mell Residence on Koira Kano street in the Nigerien capital Niamey.

To corroborate their still footage, Damagaram Post also uploaded a video of the incident 48 minutes after their earlier update.

CONCLUSION

The footages of a man attacking a woman with a knife were not captured by CCTV cameras installed by the Kano State government as widely claimed.

CDD’s investigation has shown that the incident took place in Niamey and not Kano state, Nigeria as widely reported on social media.

Escalating Violence in Northern Nigeria

FACT-CHECK: Kano Governor Ganduje Did Not Sack Commissioner for Local Government and Chieftaincy Affairs

CLAIM:

On August 18, 2020, fact-checkers at the Centre for Democracy and Development (CDD) spotted a letter circulating widely on Facebook, Twitter and WhatsApp, particularly on groups largely dominated by Kano citizens.

The letter, supposedly from the Office of the Executive Governor of Kano state, dated August 18, 2020 and signed by Salihu Tanko Yakasai, the Senior Special Assistant on Media to Governor, claimed the Commissioner for Local Government and Chieftaincy Affairs in the state, Murtala Sule Garo, has been sacked. 

Part of the letter read: “His Excellency the Governor of Kano State Dr Abdullahi Umar Ganduje OFR has approved the relieve of appointment of the appointment of Hon. Murtala Sule Garo as the Commissioner for Local Government and Community Development of Kano State with effect from today, Tuesday 18th of August, 2020.”

“Accordingly, he is required to hand over all government property in his possession to the Permanent Secretary and Cabinet Affairs in the Office immediately,” the letter added.

FACT

Fact checks by CDD shows that no press release or letter was issued by the Kano State Government or the SSA on Media to Governor Ganduje on the sack of Garo. 

When reached,  Yakasai confirmed that the letter announcing the sack of Garo is fake.

“I didn’t sign any letter sacking the Commissioner; therefore, the letter in circulation saying the Commissioner is sacked is fake,” Yakassai said.

He debunked the claim that Garo had been sacked by the Governor nor that he (Yakasai) signed the letter announcing purported sack.

Continuing Yakassi said: “The letter even is full of errors, first, the letterhead paper is not from office of the Governor, secondly, the address is that of the office of SSG not the office of the Governor, third, the designation of the Commissioner is incorrect, the third, my designation is wrongly written.” 

“I am a Special Adviser on Media not Senior Special Assistant on Media as indicated in the letter, fourth, the signature on the letter is not mine, fifth, I didn’t publish in any of my social media accounts which are verified, I normally post information there,” he said.

Yakassai confirmed that Garo is still Kano State Commissioner for Local Government Affairs and Chieftaincy Affairs.

CONCLUSION:

The letter widely circulating on the sack of Sule Garo, the Kano State Commissioner for Local Government Affairs and Chieftaincy Affairs is false and must be disregarded

The Centre for Democracy and Development’s (CDD) Election Analysis Centre (EAC) deployed trained observers to five states (Bauchi, Benue, Kano, Plateau and Sokoto States) where supplementary governorship elections held on March 23, 2019. The observers were tasked with observing and reporting on the polling process, including opening times, accreditation and voting, the collation processes, and the level of compliance of INEC ad-hoc staff, voters, security operatives, politicians and their supporters, and other stakeholders with the 2019 INEC electoral guidelines and regulations, extant electoral laws and international standard for conduct of credible elections. CDD-EAC comprises of leading experts on elections and democracy. The experts reconvened to provide a rigorous analysis of the supplementary elections process.
