Binciken da CDD ta gudanar ya gano cewa da gaske ne Hukumar Hisbah ta jahar Kano ta kama mutane 8 bisa laifin cin abinci da rana acikin watan Ramadan ba tare da wani dalili ba.

Kwamandan hukumar, Sheikh Muhammad Harun Ibsina ya tabbatar wa CDD kama mutanen su 8 maza da mata wadan da ya ce basu da wani karbabben dalili na rashin lafiya ko wani wani uzurin da Shari’a za ta amince dashi da zai basu damar cin abinci da rana.

Rahotannin wadan da majiyoyi da suka hada da Rahma TV suka rawaito sun bayyana cewa an hana tashen ne saboda magance laifuffuka da ake aikatawa lokacin gabatar da tashen.

Labarin da ake yadawa cewa rundunar yan sandan jahar Kano ta hana gudanar da tashe acikin watan azumi gaskiya ne. Binciken CDD ya gano cewa hanin ya fito daga rundunar yan sandan Kanon.  Mai magana da yawun rundunar, DSP Abdullahi Haruna Kiyawa ya tabbatarwa CDD matsalolin da suka sa yan sandan suka aiyana hanin. FACT-CHECK: Were 8 People Arrested By Kano Hisbah For Eating During Ramadan?

Claim:

On Tuesday, April 20, 2021, fact-checkers at the Centre for Democracy and Development (CDD) spotted a story published by several online newspapers. The story indicated that Kano Hisbah Board had arrested eight people for not fasting during the 2021 Ramadan. The online platforms that reported the story included Vanguard, Sahara Reporters, Daily Post, Nairaland, Naijaloaded, Stelladimokokorkus among others.

FACT:

An investigation conducted by CDD shows that the report that eight people were arrested by the Kano State Hisbah Board is true.

Commander General of Kano Hisbah, Sheikh Muhammad Harun Ibnsina also confirmed the arrest. He said that those arrested found eating during the Ramadan period without any form of medical excuse.

He said: “The people arrested were all adult, sane and had no medical excuse to be eating during the day in Ramadan”

“They wouldn’t have been arrested if they are insane, or not well, or had any genuine concerns acceptable in Islam.”

“What many people don’t understand is that those we arrested are Muslims, we will not arrest Christians for not fasting or Muslims who have not attained the age of puberty, but adult Muslims without any excuse”

CONCLUSION:

The report that Kano Hisbah arrested eight Muslims for eating during this year’s Ramadan is true. Commander General of Hisbah confirmed that operatives of the board arrested eight adult Muslims for eating without medical reason during the fasting period.

FACT-CHECK: Has Kano Police Banned Ramadan Traditional Street Drama (Tashe)?

Claim:

On Wednesday, April 21, 2021, reports that the Kano State Police has banned the annual traditional street drama popularly known as Tashe swamped the internet.

The report published by several organisations including Rahma TV said some bad eggs with the state are using the opportunity to commit heinous crimes.  

FACT:

The news that Kano State Police Command has banned this year’s traditional street drama popularly known as “Tashe” in Hausa is true. The command’s public relations officer, DSP Abdullahi Haruna Kiyawa said the ban has not affected the traditional street drama performed by children.

The yearly traditional street drama popularly called “Tashe” in Hausa is performed when by children and other individuals to entertain the public.

He said: “The traditional street drama ban in Kano is restricted for adult individuals. The performance usually results in crimes such as phone snatching, theft of properties, fights between thugs among others.”

“That is the reason we decided to ban it this time around as a measure to prevent the occurrence of the crimes resulting from the traditional Ramadan street drama,” Kiyawa said.

CONCLUSION:

The news that the Kano State Police Command has banned this year’s Ramadan traditional street drama is true.

The Kano State Police spokesperson, DSP Abdullahi Haruna Kiyawa, said the ban only restricts adult performance but not children.

FACT-CHECK: Kano Hisbah Never Slammed N20,000 Fine on Male, Female Students For Sharing Rooms

CLAIM:

On Tuesday, April 6, 2021, several online platforms;  Sahara Reporters, Tori.ng, KanyiDaily, NigerDeltaConnect, NaijaNews, AllSchoolsForum reported that the Kano State Hisbah Corps had slammed a fine of N20,000 on male and female students of Bayero University Kano found sharing a room.

The report with the headline: “Kano Hisbah Demands N20,000 Each To Release Male, Female University Students Found In Same Room, claimed operatives of the Islamic Police invaded some off-campus hostels of the University in Danbare area.

It also said students of opposite sex found in the same room.

FACT:

An investigation carried out by the Centre for Democracy and Development (CDD) shows that the claim that students of the opposite sex have been asked to pay N20,00 for sharing a room is false.

Contrary to the claim, the Kano State Hisbah Corps did not slam a fine of N20,000 on any student for sharing a room with the opposite sex.

Also, the Public Relations Officer of the Kano State Hisbah Corps, Lawan Ibrahim Fagge, who spoke to CDD a fact-checker the report on the N20,000 fine on students for sharing rooms is fake news.

Fagge said the Hisbah Police is not a court and as such lacks the power to carry out sure punitive measures.

Fagge said: “This is nothing but fake news, Hisbah has not fined any student.”

He said the Corps was contacted by some students in the area over incidents of unmarried Muslim students of opposite sex sharing rooms.

“Therefore as Islamic values promoting agency we met with them and counselled them on why they shouldn’t do that and ends the matter, it is therefore surprising that some news organizations are reporting that we arrested and fined them, this has not happened, it is false,” Fagge said.

CONCLUSION:

The report that Kano Hisbah has slammed a fine of N20,000 on male and female Bayero University Kano students for sharing rooms is false.

CDD is urging the general public to always verify the authenticity of stories before sharing them.

FACT-CHECK: Did Kano Councilor Appoint 18 Aides?

CLAIM:

On Friday, March 12, 2021, fact-checkers at the Centre for Democracy and Development (CDD) spotted a trending tweet that a Kano State Councillor had appointed 18 aides to work with him.

The tweet shared by a Twitter user, @UncleAnass said the aides appointed by the councilor include Personal Assistant, Principal Private Secretary, Special Assistant on Religious Affairs, Political, Non-Governmental Organisations, Humanitarian and Social Media.

The tweet which ended with a laughing emoji read: “Hilarious: meet Kano councilor who appoints 18 aides including Personal Assistant, Principal Private Secretary, SA Religious Affairs, SA Political, SA NGOs, SA Humanitarian, and SA Social Media.”

FACT:

An investigation by the CDD shows that the claim that a Kano State Councillor appointed 18 aides is true.

The Councillor who represents Guringawa Ward in Kumbotso Local Government Area of Kano State, Honourable Yusuf MuslihuYusuf Ali, has confirmed his appointment of 18 aides.

In a press statement released on Thursday, March 11, 2021, and seen by CDD, Ali listed the names of 18 new members of his cabinet.

Also speaking to a CDD fact-checker, Ali who conformed the appointment said although there is no provision for their appointment, the aides would be sworn in later.

Ali said: “Well, it’s something I thought of not because I want to create attention or be different from my fellow councilors, but I did it because I think it is good for me and to also indicate to the society that political seat can be used to get things done properly so long as that does not violate the provision of the constitution.”

CONCLUSION:

The claim that a Kano State Councillor has appointed 18 aides including a Principal Private Secretary is true.

The councilor, Honourable Muslihu Yusuf Ali confirmed the appointment to CDD fact-checkers.

FACT-CHECK: Sheikh Saleh Never Reacted to Abduljabbar Kabara’s Suspension From Preaching

CLAIM:

On Thursday, March 4, 2021, fact-checkers at the Centre for Democracy and Development (CDD) spotted a WhatsApp audio recording claiming that Sheikh Sharif Saleh made comments on the recent Sheikh Abduljabbar’s preaching suspension saga.

In the recording – done in Hausa – a commentator (claiming to be the voice of Sheikh Saleh) expressed disappointment on the decision to suspend the cleric from conducting preaching activities in Kano State.

He said information available to him indicates that Sheikh Kabara’s worship centre has been sealed off by the Kano State Government.

He said the sealing of the worship centre is a gang up against Sunni clerics, Darika and other sects.

The commentator continued: “The method used by the clerics sounds funny and embarrassing and any responsible person that knows about the matter will understand that he was treated unfairly because his statements were shortened and edited”

FACT:

An investigation conducted by CDD on the viral audio clip established showed that as of March 11, 2021, Sheikh Shariff Saleh, has not reacted to the suspension of Sheikh Kabara as claimed in the WhatsApp audio.

Checks by the CDD also revealed that the voice in the audio circulated on WhatsApp is not Sheikh Saleh’s.

The Kano State Government had on February 3, 2021, announced the suspension of the Sheikh Kabara following tension from within and outside the state on the cleric’s controversial stance, especially, on certain hadiths.

When contacted on the matter, Sheikh Saleh’s so, Engr. Almuntasir Ibrahim Saleh Al-Hussain told the CDD fact-checker that the claim in the audio is false.

Al-Husain said his father never said anything on the suspension of Sheikh Kabara.

“Well, I listened to the said audio clip that was trending on WhatsApp, and I can categorically confirm to you that neither the voice nor the content is Sheikh’s and even the message does not reflect Maulana’s opinion on this matter in any way,” Al-Hussain said.

CONCLUSION:

The trending WhatsApp audio claiming that Sheikh Saleh has reacted to the suspension of Sheikh Kabara’s preaching by the Kano State Government is false.

The evidence available to CDD shows that the cleric never commented on the suspension of Sheikh Kabara’s preaching by the State Government.

CDD urges the public to disregard the claim and avoid sharing the clip.

A ranar Laraba, 24 ga watan Fabrairun shekara ta 2021, masu tantance sahihancin labarai na Cibiyar Bunkasa Demokaradiyya da Cigaba (CDD) sun gano wani bidiyo da ake yadawa a manhajar WhatsApp, masu yada bidiyon sunyi ikirarin cewa na, jama’ar jahar Kano sun umarci al’ummar Fulani da subar jahar ta Kano dama arewacin Najeriya baki daya.

A jikin bidiyon anga wani rubutu da ke cewa: “Hausawa sun umarci Fulani da su tattara na- su-ya-na-su subar yankin arewacin Najeriya yayin da suka lalata wani Masallaci mallakar Fulanin. Da’awar Shehu Usmanu Danfodio mai tsawon tarihin shekaru 220 ne ta ke aiki yanzu. A cikin bidiyon da ke dauke da wannan magana anga wassu tarin mutane dauke da makamai na shiga cikin wani masallaci tare da lalata abubuwan da ke cikin masallacin.

Gaskiyar Magana:

Binciken da CDD ta aiwatar ya gano cewa bidiyon da ake yadawa din ba a Kano aka nade shi ba. Hakanan ikirarin da akayi cewa Hausa a Kano sun uamrci Fulani da subar garin dama arewacin kasar karya ne.

Karin binciken da CDD ta aiwatar ya gano cewa, bidiyon an dauke shi ne lokacin wata hatsaniya da ta faru a garin Billiri da ke jahar Gombe.

Hatsaniyar ta barke ne tsakanin wasu kabilu sakamakon takaddama game da nadin basaraken gargajiya da ake yiwa lakabi da “Mai Tangale” bayan rasuwar wadda ke kan mukamin, wato marigayi Dr Abdu Buba Maisharu a watan Janairun shekara ta 2021.

FACT-CHECK: Did Kano Residents Ask Fulanis To Leave The North?

CLAIM:

On Wednesday, February 24, 2021, fact-checkers at the Centre for Democracy and Development (CDD) spotted a WhatsApp broadcast claiming that all Fulani residents in Kano have been asked to leave the State.

The claim read in parts Hausas in Kano have asked the Fulanis to leave northern Nigeria while breaking the exclusive Fulani mosque.  Behold the Ottoman Dan Fodio prophecy of about 220 years is happening before our very eyes. DAN.

Also attached to the claim was a video of people seen vandalizing a mosque.

FACT:

Investigations carried out by CDD revealed that the claim that Fulanis have been asked to vacate Kano State is false.

More checks showed that the video attached to the broadcast was from a clash in Billiri Local Government Area of Gombe State and not from Kano as claimed.

Also, the vandalization seen in the video was from the destruction of property in Billiri, Gombe State which took place during a clash between some religious groups in the community. The crisis in Billiri erupted after the installation of the traditional ruler (the stool of Mai Tangale) following the death of late Mai Tangale Dr Abdu Buba Maisharu in January 2021.

Following the attacks in Billiri, the Gombe State Governor, Muhammadu Inuwa Yahaya, on Saturday, February 20, 2021, vowed to prosecute those fueling crisis.

According to the Governor, the violence in Billiri had led to the loss of lives and destruction of property worth millions of naira.

CONCLUSION:

The claim that Fulanis resident in Kano State has all been asked to vacate the state is false. The video circulating on WhatsApp alongside the broadcast is a clip from a crisis in Billiri Local Government Area of Gombe State.

Labarin yayi ikirarin cewa daukar hukuncin rushe makarantar malamin ya biyo bayan hana shi wa’azi da gwamnatin tayi ne sakamakon cece-kucen da maganganu sa suka janyo a tsakanin Musulmai tare da yin maganganu na batanci ga Musulunci.

Gaskiyar Magana:

Binciken da CDD ta gudanar ya gano cewa gwamnatin jahar Kano ba ta rushe makarantar malamin ba kamar yadda labarai da dama da kafafen yada labarai suka wallafa suka bayyana.

FACT-CHECK: Former Kano Police Commissioner Muhammad Wakili is Alive

On Tuesday, February 9, 2021, fact-checkers at the Centre for Democracy and Development (CDD) spotted trending news on Facebook and WhatsApp announcing the death of Muhammad Wakili, a former Commissioner of Police in Kano State.

The story claimed that CP Wakili died in a motor accident.

One of the posts reads: “Just received the sad news of CP Wakili’s demise, may Allah forgive his shortcomings and make Aljannatul Firdaus his final abode.”

FACT:

The news that CP Muhammad Wakili is dead is false.

In a recording done personally by CP Wakili on Wednesday, February 10, 2021, the former Police Commissioner debunked the news of his death.

The former Police Commissioner in the recording obtained by CDD said: “I have no idea what the people who put out the story want to achieve by misinforming the public, as I speak I am alive living with my family”

“I received a call yesterday night around 11:30 pm from a distinguished Nigerian, when I saw his call at that time I said to myself, his call at this time! I then picked, we then spoke, he kept thanking God repeatedly, I asked why he said he just saw the news that I was dead following road accident”

The former Police Commissioner said his mobile phone has been ringing off the hook since the rumor started.

CP Wakili is currently serving as Special Adviser on Security to the Governor of Gombe State, Muhammadu Yahaya.

CONCLUSION:

The news that Muhammad Wakili, a former Kano State Police Commissioner is dead is false.

CP Wakili is alive, well and presently serving as Special Adviser on Security to Gombe state governor.

FACT-CHECK: Kano Government Did Not Demolish Abduljabbar Nasiru Kabara’s School, Mosque

CLAIM

On Saturday,  February 6, 2021, fact-checkers at the Centre for Democracy and Development (CDD) spotted a report by BBC Hausa claiming that the Kano State Government has demolished a school and mosque belonging to Abduljabbar Nasiru Kabara.

The story was also published by Express Radio Kano, Legit Hausa, Kadaura 24 and some YouTube channels including 9ja Hausa TV, Action Hausa TV, Alheri Royal TV, Kundin Labarai TV, Komai Da Ruwan Ka TV 1,

The report claimed that the demolition followed controversies raised by Kabara’s preaching in Kano even after he was banned by the State Government over “his blasphemous remarks on Islam”.

FACT:

An investigation by CDD shows that the claim that the Kano State Government has demolished Abduljabbar Nasiru Kabara’s school and the mosque is false.

A visit to the site by CDD fact-checker revealed that the school and mosque belonging to Kabara has not been demolished.

However, an observation by CDD reveals that the Kano State Government demolished a property which is about 200 meters to the school and mosque owned by Kabara.

The demolished property is structured within an expanse of land housing several other structures including houses and shops erected by different individuals.

The school and mosque owned by Kabara are still intact.

Also, armed Police officers in their operational vehicles were seen surrounding the residence of Kabara while children played on the demolished site.

Speaking to CDD fact-checker, the Director of Urban Planning at the Kano State Urban Planning and Development Authority (KNUPDA), Rilwanu Baita, confirmed that the news on the demolition of a school and mosque belonging to Kabara is false.

Baita said the agency did not demolish the property belonging to Abduljabbar.

Baita said: “KNUPDA noticed illegal plots development in an area called Filin Mushe in Gwale local government area of metropolitan Kano, the people were notified to stop construction months ago but they ignored the notice, the agency then demolished the structures because they are illegal and those developing them ignored the stop notice issued to them”

“The people developing the illegal plots have no approval from the agency, we are empowered by law to demolish illegal structures”

“I should be clear that what we demolished was a school but illegal plots being developed”

CONCLUSION:

The trending report that the Kano State Government has demolished a school and mosque belonging to the Abduljabbar Nasiru Kabara is false.

CDD’s visit to the location reveals that neither school nor mosque belonging to the cleric were demolished by the Kano State Government.

Bidiyoyin sun janyo cece-kuce da tofin alatsine daga yan Najeriya a kafafen sada zumunta na zamani.

Binciken da CDD ta gudanar dangane da hotuna da bidiyoyin ya gano cewa an bar yara sun kada kuri’a a zaben kananan hukumomi da kansilolin na jahar Kano na shekara ta 2021.

Binciken da CDD ta gudanar ya gano cewa akwai hotunan zaben shekara ta 2018 da aka gudanar na kananan hukumomi a jahar Kano din da wassu mutane suka sake yada su tare da bayyana su a matsayin hotunan zaben shekara ta 2021.

Wannan hoto da ke kasa da wani shafin Twitter mai suna @Ayemojubar hoto ne da aka dauke shi lokacin zaben kananan hukumomi na shekara ta 2018 a jahar Kano.

FACT-CHECK: Bayero University Kano Never Cancelled 2019/2020 Academic Session

On Monday, January 4, 2021, fact-checkers at the Centre for Democracy and Development (CDD) spotted a news story published by Daily Nigerian, Daily Trust, Today.ng, Nairaland, Gistmania claiming that Bayero University Kano has cancelled the 2019/2020 academic session.

The report also claimed that the university has announced a resumption for other academic activities within the institution for January 18, 2021.

According to the already viral report, the decision to cancel the academic session was taken by the University’s Senate on Monday, January 4, 2021.

FACT:

An investigation by the CDD revealed that the 2019/2020 academic session of Bayero University has not been cancelled by the institution.

CDD’s investigation shows that the university had announced the completion of the session which was disrupted by COVID19 pandemic.

The Director of Public Affairs for Bayero University Kano, Malam Ahmad Shehu, told our fact-checker that no session has been cancelled by the institution as widely claimed online.

Shehu said the Senate of the university, at a special meeting held on Monday, January 4, 2021 approved the completion of the 2019/2020 academic session prolonged by the COVID-19 pandemic.

He said: “This follows a major adjustment made to the 2019/2020 calendar of academic activities. Under the adjusted calendar, undergraduates’ academic activities will commence from Monday 18th January 2021 and end on Monday 26th April. 2021. While, academic activities for the second semester are scheduled to start on Monday 3rd May 2021, and end on Thursday 16th September 2021”

According to Shehu, for postgraduate activities, the Senate approved that academic activities for the first semester will start from Monday, January 18, 2021, and end on Saturday, June 5, 2021.

“And the second semester will begin on Sunday 7th June 2021, and end on Monday 11th September 2021,” Shehu said.

CONCLUSION:

The report circulating that Bayero University Kano has cancelled the 2019/2020 academic session is misleading. The Public Affairs Director of the University, Malam Ahmad Shehu, confirmed to CDD that the institution had only announced an adjustment to the 2019/2020 session, not a cancellation.

The report also claimed that the ban was announced by the Hisbah Commander General, Sheikh Muhammad Ibn Sina, at a press conference in Kano following reports that most wedding parties clashed with prayer times.

It also claimed that wedding attendants, the bride inclusive, do not join the Magrib and Isha prayers once there are such parties.

In addition, Kano focus reported that all weddings scheduled to hold in Kano State will now be taking place between morning and 4 pm.

FACT:

The claim that Kano HISBAH has banned night parties across Kano State is false.

An investigation by the CDD shows that the Kano State Hisbah Board did not make such pronouncement as claimed by the blog.

In a reaction to the claim, Ibn Sina told CDD fact-checker that the story is fake.

Ibn Sina said: “This story is fake, what happened was that we paid visit to Kano Tourism Board, and in his remarks, the head of the board said they were considering initiating a law that will stop any party or wedding reception (Walimah) lasting beyond 12 midnight and in my remarks I said this is good, but the journalists completely quoted me as saying it”

The Hisbah Commander General said the board has no law or mandate to influence such activities in the State.

“Tourism board is the one overseeing hotels, relaxations centers, etc, I also saw this story the way you also came across it.” Ibn Sina said.

CONCLUSION:

The story published by Kano Focus that the Kano Hisbah Board has banned night party is false.

The board did not declare that all wedding parties must take place between morning and 4 pm as reported in the story.

FACT-CHECK: Kano Hospital Not Shut Down Over COVID-19 Case

CLAIM:

On Monday, December 14, 2020, a narrative widely shared within Kano metropolis claimed that Khalifa Sheikh Isyaku Rabiu Pediatric Hospital located along Zoo Road had been shut down over a Coronavirus (COVID-19) case.

FACT:

Khalifa Sheikh Isyaku Rabiu Paediatric Hospital, which is managed by Northfield Health Services is a Consortium comprising of Minal Dambatta Nigeria Limited and its array of strategic technical partners.

An investigation by the Centre for Democracy and Development (CDD) showed that the claim is false.

A visit to the hospital by CDD fact-checker revealed that the facility was running as many patients were at the premises  for medical consultations and other health related cases.

When contacted, the Medical Director of the hospital, Dr. Hadiza Ashir, told CDD fact-checkers that the hospital is in full operation and that no case of COVID-19 was recorded at the facility as peddled by agents of fake news.

Dr. Ashir also said that the hospital management has no explanation to where the false narrative emerged from.

“It is surprising how I kept receiving calls about the incident, what happened was that on Sunday night a female patient with chronic hypertension and cardiac disease was brought to the hospital and one Dr. Adefemi of the hospital attended to her,” Dr. Ashir said.

The Medical Director, added that a patient’s oxygen saturation was taken, and read at 70  – a case common with patients with heart disease.

He said the patient, however, died on Monday evening of December 14, 2020, and that the Kano State Task Force on COVID19 was immediately informed when the patient’s sample was taken for laboratory investigations.

“As she was being moved out of the hospital, somebody took out his phone and began taping, relatives of the deceased stopped him, collected the phone and beaten him up, before you know it people’s attention was brought into the matter, noticing how people were coming into the hospital and to resolve the matter, security at the entrance closed the gate to stop commotion,” the Medical Director added.

Also, the secretary of Kano Taskforce on COVID-19, Dr. Imam Wada Bello, confirmed that the claim is false.

Bello said: “The hospital is fully functional, nobody locked it up, people should ignore rumours that it has been locked up”

CONCLUSION:

The claim that Khalifa Sheikh Isyaka Rabiu Pediatric Hospital in Kano was shut after discovery of COVID-19 is false, CDD can independently confirm.

CDD is urging Nigerians to always verify the authenticity of stories before sharing them.
