The Centre for Democracy and Development (CDD) was established in the United Kingdom in
1997, and registered in Nigeria in 1999, as an independent, not-for-profit, research training,
advocacy and capacity-building organisation. The purpose was to mobilise global opinion and
resources for democratic development and provide an independent space to reflect critically on
the challenges posed to the democratisation and development processes in West Africa. Our goal

Agencies Strengthening Initiative Project, Phase II (NACASIP II) implemented by CDD.


Location: Abuja-Nigeria
The Project
The Nigeria Anti-Corruption Agencies Strengthening Initiative Project (NACASIP II) seeks to
contribute to increasing the efficiency and effectiveness of anti-corruption Agencies (ACAs) in
the fight against corruption, primarily through targeted capacity building, support for forensics
and evidence gathering, peer learning, information sharing, forging synergy and coordination
amongst the ACAs. The support focuses on five core ACAs amongst the over twenty-four
institutions with an anti-corruption mandate in Nigeria. The support will strengthen the ACAs to
perform their core duties of investigation, enforcement and prevention.


Key Responsibilities
 The Consulting company will be responsible for planning, designing, supplying,
configuring, installation of hard/software, setting up a chemical forensic laboratory, and
transfer of technical expertise to the anti-corruption agency by providing adequate
training and maintenance of equipment.
 Based on the need of the respective ACA, the consulting company will purchase, supply
and set up key project forensics chemical laboratory equipment for the organization in
line with the manufacturer’s specification
Training of personnel: Identify and train key relevant staff members of the selected
ACA on the use and maintenance of the equipment which must be accompanied with
detailed training manuals/tools and modules to be used and a post-installation and
maintenance mentoring program
 Lead in the installations of hardware and software and other key forensic chemical
laboratory equipment.
Reporting: Prepare and submit periodic activities, delivery and installation reports to
CDD on the ACA.

Impact Assessment: The consulting company shall prepare periodic impact assessment
progress reports and activity reports in line with guidelines from the ACA.

Qualifications and Personal Attributes
The Consultant shall possess competencies in the following areas:
CDD hereby request the following information with relevant supporting documents, among
others:
i. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission
(CAC) including the most current status of Forms CAC2 and CAC7;
ii. Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years
valid till 31st December 2021;
iii. Evidence of current Pension Compliance Certificate valid till 31st December 2022;
iv. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st
December 2022;
v. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate
valid till 31st December 2022;
vi. Evidence of Registration on the National Database of Federal Contractors, Consultants
and Service Providers by submission of Interim Registration Report (IRR) expiring on
31/12/2022 or valid Certificate issued by the Bureau of Public Procurement (BPP).
vii. Sworn Affidavit disclosing whether or not any officer of the relevant committees of the
Economic & Financial Crimes Commission or the Bureau of Public Procurement is a
former or present Director, shareholder or has any pecuniary interest in the bidder and to
confirm that all information presented in its bid are true and correct in all particulars;
viii. Company’s Audited Accounts for the last three (3) years – 2019, 2020 & 2021;
ix. Evidence of financial capability to execute the project by submission of Reference Letter
from a reputable commercial bank in Nigeria, indicating a willingness to provide credit
facility for the execution of the project when needed;
x. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project,
including copies of their Academic/Professional qualifications (relevant document
showing evidence of dealings with manufacturers, permit to operate as oil industry
service company in the relevant bid area etc.)
xi. Verifiable documentary evidence of at least three (3) similar jobs executed in the last ten
(10) years including Letters of Awards, Valuation Certificates of Job Completion and
photographs of the projects;
xii. List of Plants/Equipment with proof of Ownership/Lease (where applicable);

Job Summary

  • The successful candidate will lead on Project development, fundraising and program management for the entire organization.

Call for Country Experts -Research Into The ‘Fake News’ Eco-system In West Africa

The Centre for Democracy and Development (CDD) is looking to recruit up to fifteen (15) researchers to undertake studies in each of the 15 ECOWAS member states (Benin, Burkina Faso, Cape Verde, Cote D’Ivoire, The Gambia, Ghana, Guinea, Guinea-Bissau, Liberia, Mali, Niger, Nigeria, Senegal, Sierra Leone and Togo) that will assess the misinformation and disinformation eco-system.

Those selected will work with CDD’s research coordinator to produce a country report based on a review of relevant regional and country specific literature and key informant interviews. They will also be expected to participate in two (virtual) workshops – one at the start of the project to support the development of the key themes to be explore and one at the end to highlight key trends that can feed into a regional report.

Reports can be written in French or English but the applicant should have some grasp of English in order to participate in the proposed digital workshops.

The total number of working days for each country study is 15 (fifteen) with the bulk of the work scheduled to take place between April and July 2021.   

Interested applicants should have:

  • A university degree
  • A minimum of five years experience conducting or supporting research in the country(ies) of interest.
  • Specific experience working on issues of misinformation/disinformation; or social media; or communications; or other relevant areas.

REQUEST FOR EXPRESSION OF INTEREST: Nigeria Anti-Corruption Agencies Strengthening Initiative project

BACKGROUND INFORMATION

The Centre for Democracy and Development (CDD-West Africa) is an independent, not-for-profit, research, training, advocacy, and capacity building organization established in the United Kingdom in 1997 and registered in Nigeria in 1999. The Centre was established to mobilize global opinion and resources for democratization, development and human security in West Africa also provide alternatives and best practices to the sustenance of democracy and development in the region.

Since 2019, CDD-West Africa has been implementing Nigeria Anti-Corruption Agencies Strengthening Initiative project that seeks to contribute to increasing efficiency and effectiveness of Anti-Corruption Agencies (ACAs) for the fight against corruption, primarily through targeted capacity building, support on forensics and evidence gathering, peer learning, information sharing and forging synergy and coordination amongst them.  We are presently supporting six core ACAs in Nigeria. These are the Nigeria Financial Intelligence Unit (NFIU), the Independent Corrupt Practices and Other Related Offenses (ICPC), the Economic and Financial Crimes Commission (EFCC), the Presidential Advisory Committee Against Corruption (PACAC), Technical Unit on Governance and Anti-Corruption Reforms (TUGAR), and the Office of the Auditor General of the Federation (OAuGF).  The support is to strengthen the ACAs to perform their core duties of investigation, enforcement, and prevention.

The duties of the statutory anti-corruption agencies are clearly stipulated in the various Acts of establishment though there are instances of overlap during implementation of duties. Similarly, the responsibilities of other government agencies and committees that focus on anti-corruption works are clearly stated in the terms of reference and policy documents that established them. Therefore, in-house monitoring and evaluation (M&E) of the implementation of the set-out roles of the agencies and its productivities cannot be over emphasized. It is against this backdrop that the capacity of staff of the agencies above is needed in the area of M&E. The essence is to expose staff of the agencies to the requisite M&E skills and knowledge and how to apply such in systematic ways that would enable in-house effective measurement of their monthly, quarterly, and yearly activities.

Submission

CDD hereby call on qualified companies/firms to submit Expression of Interest (EOI) – both technical and financial proposals–as potential service providers that are eligible to bid for the Consultancy to provide quality Monitoring and Evaluation training for the ACAs identified above.

Scope of Consultancy

The scope of the Consultancy includes but not limited to addressing the following training components:

  • What is M&E?
  • Why should ACAs engage in M&E?
  • Theories such as needs assessment, program theory assessment, theory of change, process assessment, outcomes assessments, impact assessment, and efficiency assessment. 
  • Practical methods, and applications of Monitoring and Evaluation (M&E) relevant to the ACAs work
  • What is Policy/Activity/Programme/Project Monitoring and Evaluation?
  • What and how do we prepare Logical framework and activities workplan, and the different approaches.
  • How do we collect and analyse data using M&E design?
  • Project key performance indicators (KPI), objectively verifiable indicators (OVIs) or SMART (specific, measurable, actionable, relevant, time-bound) indicators, and means of verification (MoVs) for achieved results or achievable indicators.
  • Result-based M&E

If selected, the training firm is expected to do the following:

– Develop training plan and share with CDD ahead of the provision of this consultancy service.

– Share with CDD ahead of the training, training manual; a training agenda; other tools that will be deployed during the training.

Deliverables

  • Submit work-plan (within 2 days from signing the contract)
  • Submit training Manual and other materials that will be used (within 10 days from the date signing the contract)
  • Facilitate the M&E workshop as agreed by CDD and the consulting firm.

The Centre for Democracy and Development (CDD-West Africa) is an independent, not-for-profit, research, training, advocacy, and capacity building organization established in the United Kingdom in 1997 and registered in Nigeria in 1999. The Centre was established to mobilize global opinion and resources for democratization, development and human security in West Africa also provide alternatives and best practices to the sustenance of democracy and development in the region.

Since 2019, CDD-West Africa has been implementing Nigeria Anti-Corruption Agencies Strengthening Initiative project that seeks to contribute to increasing efficiency and effectiveness of Anti-Corruption Agencies (ACAs) for the fight against corruption, primarily through targeted capacity building, support on forensics and evidence gathering, peer learning, information sharing and forging synergy and coordination amongst them.  We are presently supporting six core ACAs in Nigeria.

These are the Nigeria Financial Intelligence Unit (NFIU), the Independent Corrupt Practices and Other Related Offenses (ICPC), the Economic and Financial Crimes Commission (EFCC), the Presidential Advisory Committee Against Corruption (PACAC), Technical Unit On Governance and Anti-Corruption Reforms (TUGAR), and the Office of the Auditor General of the Federation (OAuGF).  The support is to strengthen the ACAs to perform their core duties of investigation, enforcement, and prevention.

One of our strategies to support synergy amongst the ACAs and other stakeholders is to support the development of a Web Portal on Anti-Corruption Work as recommended during the last UNCAC review process. The Web Portal would facilitate prompt information gathering and data management amongst ACAs to ensure ready availability of data. This will also address the problem of duplication and enhance investigation to increase prosecution success rates as well as help engender effective coordination amongst the ACAs.

It will also help to improve information sharing and synergy amongst the ACAs to gain knowledge and insights about current projects, identify a point of entry and complementary role that could play and avoid duplication of intervention. Additionally, it will be a repository of core corruption related cases and judgement secured by ACAs in the country.

Submission

CDD hereby call on qualified companies to submit Expression of Interest (EOI) – both narrative and detailed budget – to CDD for the development of the Web Portal.

Project Scope

The contracted firm/company will be responsible for the delivery of the Web Portal to support the work of ACAs in Nigeria by facilitating prompt information gathering and data management amongst them (ACAs) to ensure ready availability of data. Additionally, it will be a repository of core corruption related reports, cases and judgement secured by ACAs in the country for effective coordination of activities.

HOW THE PLATFORM WOULD BE

  1. The platform must allow users (including ACA partners) to create their profile and details for upload of resources, useful information about their work and make relevant data available for coordinating purposes.
  2. Allow for visualization of multiple datasets about number of pending/ongoing and completed cases.
  3. Allow for ACA partners to manage and make accessible their pages and uploaded data on the platform.
  4. Allow for upload of official reports (quarterly and annual) from ACAs and extant laws such as the EFFC Act, ICPC Act, NFIU Act etc. and subsidiary legislation or regulations etc.
  5. Allow for upload of database on all Assets recovered and any report on how they have been utilized.
  6. Allow for upload of official Anti-Corruption reports from the CDD.
  7. Allow for integration of the websites for all ACAs on the platform.
  8. It must be UX/UI design based on best practices.
  9. Setting up of CMS on the domain to enable the Centre to maintain the site without requiring a dedicated workstation or additional software.
  10. Content entry -This will include text and pictures for each page to be created with the initial set-up.
  11. Brower testing to ensure that it works with modern browsers on laptops, desktops and mobile phones.
  12. It must contain features that are reflective of the goal it is meant to serve as underscored above.
  13. It must be user friendly

What to DO as the Contracted Firm/Company:

  1. Carry out the technical design, development, testing, implementation, and maintenance of the digital platform.
  2. Meet and work with CDD and the ACAs staff on a regular basis to study the requirements and develop design, functionality, and technical requirements for approval.
  3. Provide a flexible and responsive development process that enables and responds to feedback from CDD and ACAs staff and other relevant stakeholders.
  4. Deliver intuitive and user-friendly platform that integrates with the data visualization and other requirement mentioned under the “scope” of the work.
  5. Provide a fast and responsive platform, which will integrate large amounts of data and thousands of documents, ensuring a positive user experience.
  6. Handle both back and front-end issues as requested.
  7. Produce a technical user manual, with a copy of the code, and instructions for updates and maintenance requirements.
  8. Provide functionality that supports public outreach and drives traffic to the platform.
  9. Provide system access for monitoring and analysis of site traffic.
  10. Provide six (6) months of technical support to transfer management of the website to CDD staff, ensure it is bug free, and make minor adjustments to improve its function.
  11. Participate in all meetings convened during the development of the platform.

The EoI should include:

Firm/company must submit technical proposal that includes:

  1. A clear understanding of the purpose the platform is meant to serve.
  2. Outline of the design framework.
  3. Timeframe of Job completion which must not be more than the end of December 2020.
  4. Specific features of the platform and how they will work         
  5. Work Portfolio
  6. Detailed budget

Registered companies with Corporate Affairs Commission (CAC) should ONLY submit the EoI. Any submission should be accompanied by a CAC registration certificate.

Qualification

  1. Create clean, maintainable, and tested code.
  2. Thrive in a team environment where feedback is embraced.

It has continued to play a vital role in influencing awareness level leading to changes in attitudes and behaviours of human being, which helps to inculcate positive values and norms in a society. Acknowledging this, the Centre for Democracy and Development (CDD-West Africa) would be fostering positive social change in the Nigerian society around anti-corruption campaigns using the media by producing and disseminating strategic messages. It is against this backdrop that CDD-West Africa is publishing this advert for qualified vendors to submit a proposal (narrative and budget).

About SCRAP-C project

The Strengthening Citizen’s Resistance Against the prevalence of corruption (SCRAP-C) project aims to influence social norms and attitudes that help corruption to thrive in Nigeria to effect social change. The project leverages on social capital and social networks to promote a corruption adverse mentality. It also aims to build confidence in Nigerians and values around honesty, integrity, and transparency (HIT) and counter the pessimistic feelings of helplessness associated with the state of corruption in Nigeria.

SCRAP-C is being implemented by CDD together with other consortium and implementing partners. It is a 5-year project supported by DFID.

Scope of Work

  1. Radio drama script writer and a producer

It is well established that a good, quality and entertainment-based radio drama would engage, involve, and lean imprints on the audience, particularly on issues relating to corruption. Its impressionable impact on audience would unarguably lead to behavioural change.

CDD-West Africa would be interested in a radio drama script writer and producer that:

  • Raises the knowledge level of people on the strategic collective actions to be taken to mitigate it. This must take cognisance of socio-political, economic, and environmental contexts in Nigeria.
  • The scriptwriter is expected to produce the episode as well.
  • Showcase the impact of corruption (cost of corruption) in Nigeria.
  • Showcase the consequences of not taking actions to address the phenomenon of corruption.
  • Uses real-life issues/problems and what resonates with Nigerian (such as football) to drive conversation around the significance of collective actions to fight corruption in the country.
  • Has the capacity to raise people’s conscious, leading to behavioural changes on corruption-related issues for every Nigerians, irrespective of ethnic, religious, and political affiliations.
  • The drama series will be produced in five languages; Igbo, Yoruba, Hausa, Pidgin English and English language  
  • The total cost of production, broken down into budget lines.

The radio drama is expected to be produced in English, Pidgin English, Yoruba, Hausa, and Igbo languages.

2. Comedy for social change

Comedy is a powerful source of influence and information. It opens doors to complex issues, persuades people emotionally and can break down social barriers. CDD-West Africa is leveraging on comedy to bring people to understand the consequences and impacts of corruption in Nigeria. As such, the Centre is looking forward to receiving EoI from a qualified vendor on the production of comedy for social change that:

CDD-West Africa would be interested in a script writer and producer that:

  • Has persuasive power to change corruption averse mentality of Nigerians.
  • Capture attention cut through the clutter, provide access to new information and offer strategic ideas for collective actions against corruption.
  • An articulate specific call to action that is reflective of the realities of the day.
  • Is culturally sensitive and use satire to mobilise Nigerians to support anti-corruption campaigns.

The comedy for social change is also expected to be produced in English, Pidgin English, Yoruba, Hausa, and Igbo languages.

The technical proposal should include

The technical proposal should capture the following:

  1. The Comedy Script outline will be written in clear cut captioned messages being depicted in each scene.
  2. Production of the episodes will be in the five (5) selected languages; English, Pidgin English, Yoruba, Hausa, and Igbo languages.
  3. Details of technical production process and schedule.
  4. Experience of performing similar kind of tasks.
  5. The total cost of production, broken down into budget lines.

Any submission made by companies must be accompanied by a CAC registration certificate as well as sample work done in the past (if available).

Assessment and selection of proposals

Proposals will be evaluated using the following criteria:

  1. Clarity, creativity, contextually relevant, and coherent.
  2. Story/script outline and its ability to connect messages with the audience.
  3. Feasibility of the workplan

The website would contain extensive anti-corruption materials, including knowledge products, news stories, captivating and edutaining videos, documentaries, etc. to enlighten the broad spectrum of Nigerians on the danger of corruption. It must be an efficient tool to raise awareness of anti-corruption issues and support the work of development practitioners and other stakeholders on social behavioural change on anti-corruption campaigns. It must also promote web-based whistle-blowing channel that allows Nigerians to report and get feedback on corrupt practices in their localities.
