CLAIM: The INEC result viewing portal (IREV) is down.
CONTEXT: On the 16th of July 2022, fact-checkers spotted a claim on the night of election day at 10:35 pm saying “INEC Result viewing portal (IREV) is down and citizens can no longer see results being posted from the polling units.
VERIFICATION: CDD Fact checkers began investigations into this claim, and findings from our election Analysis Centre reported that the INEC result viewing portal (Irev) had been tracked since 2:30 pm when voting closed at polling units.
Analysing the Irev data, CDD fact-checkers confirmed that as of 10:35 pm, 3,3739 out of 3,763 results had been uploaded at the polling units. The portal was also reported to be fully active all through the period of tracking, without a shutdown
CONCLUSION: CDD fact-checkers can confirm that the claim that INEC Result Viewing Portal (Irev) is down is False. The portal was still open as of 10:35 pm.

CLAIM: People are not allowed to vote for PDP at Okerewe 3, PU 14, in Ife Local Government Area.
VERIFICATION: The CDD fact-checkers in their investigation tried to verify the authenticity of the tweet by scanning the profile of the artist and that of @SodiqTade. The scan showed that the original tweet by @SodiqTade was already deleted signalling the lack of authenticity of the claim.
CONCLUSION: During CDD investigations, the fact-checkers ascertained that people were not stopped from voting for PDP at the centre indicated.
CLAIM: Out of 13 local government results now, APC won 3, and PDP won 10.
VERDICT: False and Misleading.
CONTEXT: CDD fact checkers spotted a trending WhatsApp story screenshot with the claim that out of 13 local government results released as of 7:07 pm, the APC won 3, while the PDP won 10.
VERIFICATION: CDD fact-checkers looked to verify the claim through monitoring of the INEC result viewing portal by the Fact Check Hub of the CDD Election Analysis Centre. Our analysis showed that only 2 local government results (Obokun and Boluwaduro) were out as of 7:30 pm on July 16th. 13 local government results were not released at the time in the post, this, therefore, makes it misleading to allocate winnings to any political party. To further authenticate the claim, the fact check team reached out to Professor Muhammed Kuna, the Technical Adviser to the INEC chairman who summarized that there are laid down procedures for the announcement of results, as polling unit results and ward results go to the local government level before they can be declared, in line with the INEC guideline for the announcement of results. At the time of placing the call at 9:50 pm, He mentioned that the LGA results cannot yet be concluded, as 70 polling unit results were not yet out and all stipulated procedures had not been finalized, further confirming the post to be misleading.
CONCLUSION: CDD fact-checkers can confirm that the claim is misleading. CLAIM: APC members and some PDP traitors connived with INEC to thumbprint 100,000 ballot papers.
CONTEXT: On the 16th of July, 2022, Fact checkers at the Centre for Democracy and Development (CDD) spotted a voice note claim which alleges that “some APC and PDP betrayals are presently in Government house with the support of INEC to thumbprint 100,000 ballot papers. He alleged that they are also using the BVAS to authenticate their illegality. According to him, he was 100 per cent sure and wants PDP leaders to take action NOW!!!”
VERIFICATION: CDD Fact checkers interrogated the claim based on the Independent National Electoral (INEC) Electoral guidelines. CDD findings revealed that as part of its electoral guidelines INEC has coded every ballot paper based on the total number of registered voters at every polling unit.
Further checks on the claim also alleged that BVAS is being authenticated their illegality, CDD findings revealed that the BVAS device is coded from the ICT department of INEC National Headquarters, also the BVAS device is also activated on the morning of the election day. Lastly, the process of sensitive materials being deployed to polling units on election day in the company of security personnel contradicts the above claim.
CDD can confirm after investigation and fact analysis that the claim that APC and some PDP traitors are working with INEC to thumbprint 100,000 ballot papers is False.

CLAIM: APC made tags to disguise thugs As Security Officers?
CONTEXT: CDD fact checkers spotted a trending claim on Twitter, with an attached picture of a tag alleged to be made available by the All-Progressives Congress to disguise thugs as security officers. The post also claims that the tag is not lawfully recognized by security agents.
VERIFICATION: Looking to verify the authenticity of the claim, CDD fact checkers reached out to Atanda Olabisi, the Public Relations Officer of the Nigeria Security and Civil Defence Corps (NSCDC) in Osun State. She informed us that both the NSCDC and The Nigeria Police Force in Osun State produced tags for their officers in view of the gubernatorial election in the state. Although the tag in view is not that of the NSCDC, the PRO confirmed that it is a real tag produced by the Nigeria Police Force (NPF) for its security agents.
To double check, CDD fact checkers scanned the QR code on the tag which immediately redirected to the web as the authentic tag of the Osun Southwest Senatorial District.
CONCLUSION: CDD fact-checkers can confirm that the claim is false and misleading, as the tag is a lawfully recognized tag of the Nigeria Police Force (NPF) and was produced for its officers for the 2022 Gubernatorial election.
CLAIM: Senator Ademola Adeleke is giving out free N10,000 online to support his Governorship Campaign
CONTEXT: CDD fact checkers spotted a message going viral on WhatsApp, with the claim that, Senator Ademola Adeleke, the PDP Governorship Candidate for the Osun 2022 elections is giving out N10,000 instantly online, as part of his campaign funds. The post reads: “Support ADEMOLA ADELEKE for the GOVERNORSHIP CAMPAIGN and receive N10,000 instant from ADEMOLA ADELEKE SUPPORT GROUP as part of his CAMPAIGN FUNDS. This Grant Is Available To All Nigerians who follow the link below to support him. Apply Here https://lyupz.com/ADELEKE-CAMPAIGN-2023”
VERIFICATION: Our fact-checkers sought to verify the claim’s authenticity by assessing the link attached to the broadcast message to be used by interested applicants. A click on the link shows that the campaign fund is allegedly sponsored by the PDP aspirant and it also showed ratings from “previous successful applicants” referred to as testifiers.
Further checks and critical analysis of the website revealed it to be a phishing website created by scammers to mislead the public into providing personal information.
CONCLUSION: CDD fact-checkers can confirm that the claim is Misleading. While we cannot confirm if Senator Ademola Adeleke is running an online campaign to give out 10,000 Naira to supporters, we can confirm that the message in circulation is a concocted one and directs to a phishing website intended to scam the unsuspecting public.
CLAIM: PDP thugs snatched Ballots and caused violence at Isokan LGA Ward 2 Unit 3.
CONTEXT: CDD Fact Checkers spotted a WhatsApp story posted by 10:12 am with an attached picture, claiming that PDP thugs in Isokan LGA Ward 2 Unit 3, have snatched ballots and caused violence at the Polling Unit.
VERIFICATION: Our fact-checkers swung into action to ascertain whether the claim was indeed true. We immediately reached out to our observers situated at Isokan LGA Ward 2 Unit 3 and they confirmed that the atmosphere was entirely peaceful with no such incident occurring. The observer also took a picture of the ballot box, confirming that all was well at the polling unit.
CONCLUSION: CDD fact-checkers can confirm that the claim is false. PDP thugs in Isokan LGA Ward 2 Unit 3 did not snatch ballots or cause violence at the Polling Unit.
CLAIM: A bullion Van was spotted at a polling unit.
VERDICT: True But Misleading
CONTEXT: On 16th July 2022, fact-checkers at the Centre for Democracy and Development [CDD] spotted a piece of news on several WhatsApp group pages published by The Source online newspaper that there was a bullion van stationed at African Primary School in Oshogbo, Osun State capital. This Primary School holds about 6 PUs. However, it was unclear whether the bullion van was meant for the election predicted to be characterized by vote buying or not.
The news published the claim with the headline “OsunDecide2022: Bullion Van Spotted at Polling Unit”
VERIFICATION: Investigations by CDD fact-checkers revealed that the report is true but misleading.
CDD fact checkers went to the PU and confirmed that though the bullion van was there, it was parked by a Zenith Bank Branch which shares a fence with the school.
Further checks by CDD revealed that the bank uses some spaces within the school for car parks and other purposes, CDD fact-checkers had an interview with the Bank Manager and an eyewitness at the polling unit.
CONCLUSION: CDD fact-checkers can confirm the report to be true but misleading because the bullion van was parked but not for the purpose of vote buying.

CLAIM: Hon Lasun of Labour Party drops his ambition for Sen. Ademola Adeleke.
CONTEXT: On the 16th of July, 2022, fact-checkers at the Centre for Democracy democracy and Development (CDD) spotted a report on social media that claimed that Hon. Lasun Yusuff of Labour Party dropped his ambition for Sen Ademola Adeleke of the PDP. The headline read thus: “Breaking: Hon Lasun Of Labour Party Drops His Ambition For Sen Ademola Adeleke!”
VERIFICATION: Investigations by CDD fact-checkers revealed that the report is false, although Nairaland published the report, at the time of this investigation it had been taken down and the error code 404 reads “removed-hidden”. Further checks by CDD revealed that vanguard newspaper published on November 15 2021 that Lasun Yusuf can drop his ambition for APC and not PDP, he said, “it would not be difficult to give up my governorship ambition for Governor Adegboyega Oyetola if the leadership of the party requested and gives every stakeholder a sense of belonging in the decision”.

CLAIM: Bola Ahmed Tinubu is on the ballot for the Osun Governorship Election
VERIFICATION: Our fact-checkers looked into the claim and can verify that the incumbent Governor Gboyega Oyetola of the All Progressives Congress (APC) is the party’s accredited candidate for the Osun 2022 Governorship Election. The national leader of the All-Progressive Congress APC, Bola Tinubu on January 10th, 2022 formally declared his intention to contest the 2023 Presidential election under the platform of the APC.
CONCLUSION: CDD fact-checkers can confirm that the claim is misleading. Bola Ahmed Tinubu, the APC presidential candidate for the 2023 general elections is not on the ballot for the Osun 2022 Gubernatorial election.
CLAIM: The Police Withdrew all securities from PDP loyalists and their chieftain for the APC thugs to Attack.
CONTEXT: On the 15th of July 2022, fact-checkers at the Centre for Democracy and Development spotted a report on “The Whatsapp platform” claiming that police withdrew all securities from PDP loyalists and their chieftain for the APC thugs to attack.
VERIFICATION: The investigation by CDD fact-checkers revealed that the report was a rumour due to confirmation from “People’s gazette” website, Punch and Tribune, an hour ago. Deputy Inspector-General of Police in charge of the Force Criminal Investigation Department (FCID), Johnson Babatunde Kokumo, said the police had informed the VIPs of the temporal withdrawal for the purpose of election.
Furthermore, Mr Babatunde Kokumo said there are some categories of Nigerian individuals who are entitled to these kinds of protections and have been informed that the Police are going to remove them.

CLAIM: Oyetola Refused to Approve Osogbo Stadium For Our Mega Rally, Says Osun PDP.
CONTEXT: On 16th of July 2022, fact-checkers at the Centre for Democracy and Development spotted a report on the “AMILOADED MEDIA HUB” Facebook platform claiming that “OYETOLA REFUSED TO APPROVE OSOGBO STADIUM FOR OUR MEGA RALLY, SAYS OSUN PDP”
VERIFICATION: Investigation by CDD fact-checkers revealed that the report was been denied by The Commissioner for Information in the Osun State, Funke Egbemode, in a telephone conversation with “Daily Trust”. She stated that the Osogbo City Stadium and the Freedom Park had been granted to other people before the Governorship Aspirant of the PDP Senator Ademola Adeleke applied for permission. Therefore, one venue could not be given to two applicants at the same time.
Furthermore, another denial was confirmed on the “vanguardngr.com” website by the Special Adviser to Governor Adegboyega Oyetola on Political Affairs, Sunday Akere that the party lacked organisation and failed to book the said venues until other groups did. He said, “A youth group booked for the stadium ahead of them, while the minibus union booked the freedom park”.

CONTEXT: On July 8, 2022, fact-checkers at the Centre for Democracy and Development (CDD) spotted an image with the caption “the People’s Love will not be taken for granted. Come July 16th our mandate will not be stolen again. “This time it is fire for fire”
CONCLUSION: CDD fact-checkers can confirm that mischief makers manipulated the claim to cause confusion and trigger Violence. CDD can confirm this claim is False

VERDICT: FALSE AND MISLEADING
CONTEXT: On July 15, 2022, fact-checkers at the Centre for Democracy and Development (CDD) spotted a post on ” Nairaland” that says; Breaking: Tinubu Replaces Shettima With Dogara The report published the claim with the headline: “Breaking: Tinubu Replaces Shettima With Dogara”
VERIFICATION: Investigation by CDD Fact checkers revealed that the report is false and misleading following the declaration statement of the outcome of the Primary election conducted by the APC in Maiduguri reading that Barr. Kaka-Shehu Lawab is Replacing Senator Kashim Shettima as the APC Borno Central Senatorial District candidate for the 2023 election. Tinubu’s running Mate, Shettima was replaced as APC Borno Central candidate by Barr. Lawan upon his nomination as the Vice Presidential candidate.
CONCLUSION: CDD fact-checkers upon investigation verified the report to be false and misleading. CDD is urging members of the public to verify every piece of information and only share news from credible sources.
CLAIM: Senator Adeleke, PDP Candidate has been sacked by the court from participating in the forthcoming Osun election
CONTEXT: On July 15, 2022, a screenshot message credited to the APC Youth Stakeholders Forum, surfaced on WhatsApp with a claim that Senator Ademola Adeleke, Governorship Candidate of the Peoples Democratic Party (PDP) in the Osun State Governorship election, has been sacked by the court.
VERIFICATION: CDD Fact checkers interrogated the validity of the claim. Findings revealed that on May 18, 2022, a Federal High Court in Osogbo affirmed Ademola Adeleke of the PDP as the authentic candidate of the party in the July 16, 2022 governorship election in the state.
In his Judgement, the judge, Nathaniel Ayo-Emmanuel, held that the primary election conducted at the WOCDIF Centre, Osogbo, on March 8, 2022, that produced Dotun Babayemi, was null and void. He stressed that it was only the aspirant(s) that participated physically at the primary conducted by the PDP National Working Committee and not the one conducted by the party’s state executives that have power and locus standing to challenge such suit in court. In addition, the screenshot was altered, the tweet in the screenshot is not from the original Twitter handle of the APC Youth Stakeholders Forum. In another case, the Federal High Court, Abuja order the sack of Delta PDP governorship candidate in the 2023 general elections, the order was issued on July 7, 2022, by Justice Taiwo Taiwo. The order of the has been served on the Independent National Electoral Commission (INEC), disqualifying Sheriff Oborevwori as the PDP governorship candidate in Delta State.
CONCLUSION: CDD fact-checkers can confirm that the claim that the PDP Candidate, Ademola Adeleke has been sacked is FALSE. The peddler’s intention is to sway voters in the Saturday, July 16, 2022, governorship election. Election periods are usually characterized by political and electoral disinformation, voters and residents of Osun state, should be careful what they believe and share. CLAIM: The Benue State SDP chairman John Enemari, has decamped with all its members in the 276 wards and 23 local govt areas to Labour Party. Benue State is now #OBIdients
A viral report on blogs, social and mainstream media claims that the State Working Committee of the Social Democratic Party (SDP) in Benue State has collapsed its structure and joined the Labour Party (LP).
On Wednesday, July 13, 2022, Peter Obi Grassroots Mobilization had tweeted via the handle, @PO_GrassRoots, “BREAKING: The Benue State SDP chairman John Enemari, has decamped with all its members in the 276 wards and 23 local govt areas to Labour Party. Benue State is now #OBIdients.”
There were also rumours that a factional Benue State chairman of the SDP, Enemari, issued a statement directing all party members across the 276 wards and 23 LGAs of Benue State to dissolve into the LP.
Enemeri blamed the crisis rocking the SDP at the national level and indifference of the national secretariat to the plight of members of the party in the state for his decision and urged members of the party at all levels to immediately move to the LP.
He said, “The crisis at the national level has destabilised everything about the SDP in all the states of the federation and it has created crisis and factions and we cannot continue to suffer for them particularly here in Benue SDP just like we suffered for the party in 2018/2019.”
He also maintained that, “No kobo was sent to us to work for the party; and by the party’s constitution, we were supposed to get not less than N75 million from the sale of forms in accordance with Section 72(2) but the people in Abuja sat on it.”
He added, “In a party if you don’t win elections, what do you do? Now they are in court, let them continue. Benue is not a revenue yielding state for them.”
According to him, the LP candidate is a young man that has done very well in his constituency.
Enemeri also said he had consulted with all other parties but that didn’t work, noting that “since we did not have a governorship candidate, we have decided to give our full support to Labour Party in Benue State.”
VERIFICATION: Our Partners during the investigation, ascertained that at the time of filing this report, the tweet had garnered 2,834 retweets and over 11,000 likes.
There also came across a statement by the Vice Chairman of SDP in Benue State, Emmanuel Ibyabya, dismissing the report of collapsing its structures for the Labour Party in the state as Enemeri claimed, describing the report as false and mischievous. The statement also stated that Enemeri was suspended and afterwards expelled from SDP on 8 July, 2022 on the grounds of disloyalty and unfaithfulness to the party. He stressed that the SDP remains united and committed to social justice. The State Working Committee as well as members of the party are fully behind the state chairman.”
Also, the national chairman of the party, Alhaji Shehu Gabam, said, “There is no truth in the merger story. Enemari was expelled from the party. He is no longer a member of SDP as we speak.”
CONCLUSION: From the foregoing, it is clear that Enemeri’s claim of an alliance between the SDP and LP in Benue stands truth on its head. Hence, the claim that SDP structure in Benue had collapsed into LP is contentious and controversial.
CLAIM: This image was taken from the PDP mega rally in Osogbo, Osun State on Thursday, July 14, 2022.
CONTEXT: On Thursday, July 14, 2022, the People’s Democratic Party (PDP) held its mega rally in Osogbo, the Osun State Capital, ahead of the Osun Governorship elections scheduled for Saturday, July 16, 2022. The rally, which was transmitted live, saw a crowd of party faithful gathered. Fact-checkers at the Centre for Democracy and Development (CDD) spotted a trending image which alleged to be taken at the mega rally. The image surfaced in several WhatsApp groups in the state.
VERIFICATION: CDD Fact checkers reviewed the claims to ascertain its authenticity. Using Google Reverse Image Search; findings revealed that the image, first surfaced online on July 10, 2022, and has been posted multiple times on Twitter and Facebook particularly.
Fact checks show that the image was taken from the 2022 Durbar festival in Ilorin, which was held on July 10, 2022. The Durbar festival in Ilorin is an annual event that takes place a day after Eid-Adha (Eid Il Kabir) at the Emir of Ilorin’s palace. Due to the COVID 19 pandemic, the festival has not been held for a few years, the 2022 event with notable indigenes of the Ilorin Emirate in attendance.

CLAIM: Kashim Shettima dines with Boko Haram terrorists
CONTEXT: A photo of the All Progressives Congress vice presidential candidate, Kashim Shettima allegedly eating with Boko Haram terrorists has been circulating online.
The picture shows the former governor of Borno State sitting and eating on a mat with five men whose appearance resembled that of Fulani herdsmen. VERIFICATION: Our partners at Daily Trust carried out an analysis of the photo using Google reverse image search which showed that it had been on the internet since November 2017. They also ascertained that the picture has generated several reactions purporting that Shettima was dining with Boko Haram terrorists who have ravaged the Northeastern part of Nigeria, killing thousands of citizens.
Also in circulation is a statement by an alleged former aide to the Senator, I. A Ningi, explaining that the image was shot when the governor had a meeting with some nomadic (Mbororo) Fulani parents in Borno.
Backing Shettima, the former Senator representing Kaduna Central Senatorial district, Shehu Sani, said linking Shettima with Boko Haram was mischief.
“Those who are aggrieved over the Muslim-Muslim ticket of the ruling party have the constitutional right to express their objections.
“However, the remarks that trailed the ticket, including insinuations and allegations linking Shettima to the formation, growth and deadly destruction by the Boko Haram group is condemnable and mischievous,” Sani said in a statement.
Despite several reports and reactions, linking Shettima to the activities of Boko Haram while he was Borno State governor, none of the allegations has been proved.
Hence, there is no sufficient evidence to back the claim that the Senator was dining with alleged Boko Haram members as depicted in the viral photo.
CLAIM: Osun State Governor and candidate of All Progressives Congress (APC) Adegboyega Oyetola was attacked during his campaign in Osogbo, Osun state.
VERIFICATION: Investigations carried out by CDD fact-checkers using the InVid video tool yielded no results. The video was put on the deepware to see if the image has been altered in any way and the result came out inconclusive. However, an in-depth examination of the video led to a deep dive into the online space, and findings revealed that the amateur video first appeared online on October 17, 2020. This was during the #EndSARS protest nationwide, including in Osogbo Osun state. As reports had documented, the protest in Osogbo, like elsewhere, hoodlums had hijacked the process, leading to the attack on the convoy of the Governor, Adegboyega Oyetola. The video was used on several credible news platforms including Channels Television, TVC and other print media, prior to its resurfacing on July 6, 2022, ahead of the Osun state gubernatorial elections scheduled to hold on Saturday, July 16, 2022.
CONCLUSION: CDD fact-checkers can confirm that the Osun State Governor and candidate of All Progressives Congress (APC) Adegboyega Oyetola was not attacked during his campaign in Osogbo. The trending video is old and is being circulated as though, it has just happened.
