FACT CHECK: Did Shettima Dine With Boko Haram Terrorists?

By Fact ChecksNo Comments

CLAIM: Kashim Shettima dines with Boko Haram terrorists

VERDICT: False

CONTEXT: A photo of the All Progressives Congress vice presidential candidate, Kashim Shettima allegedly eating with Boko Haram terrorists has been circulating online.

The picture shows the former governor of Borno State sitting and eating on a mat with five men whose appearance resembled that of Fulani herdsmen.
VERIFICATION:
Our partners at Daily Trust carried out an analysis of the photo using Google reverse image search which showed that it had been on the internet since November 2017. They also ascertained that the picture has generated several reactions purporting that Shettima was dining with Boko Haram terrorists who have ravaged the Northeastern part of Nigeria, killing thousands of citizens.

Also in circulation is a statement by an alleged former aide to the Senator, I. A Ningi, explaining that the image was shot when the governor had a meeting with some nomadic (Mbororo) Fulani parents in Borno.

Backing Shettima, the former Senator representing Kaduna Central Senatorial district, Shehu Sani, said linking Shettima with Boko Haram was mischief.

“Those who are aggrieved over the Muslim-Muslim ticket of the ruling party have the constitutional right to express their objections.

“However, the remarks that trailed the ticket, including insinuations and allegations linking Shettima to the formation, growth and deadly destruction by the Boko Haram group is condemnable and mischievous,” Sani said in a statement.

COONCLUSION:

Despite several reports and reactions, linking Shettima to the activities of Boko Haram while he was Borno State governor, none of the allegations has been proved.

Hence, there is no sufficient evidence to back the claim that the Senator was dining with alleged Boko Haram members as depicted in the viral photo.

WHY WE FACT-CHECKED THIS: Following the several claims by supporters and adversaries of presidential and their vice presidential candidates aimed at improving and impairing the reputation of candidates. CDD fact-checked this claim to provide Nigerians with the facts to avoid swaying the votes of Nigerians on the basis of fake news.

FACT CHECK: Is NCDC Disbursing COVID-19 Funds?

By Blog, ECOWAS Fake News Reports, Fact Check, Funding TrendsNo Comments

A WhatsApp message shared in many groups claimed that the Nigeria Centre for Disease Control (NCDC) is disbursing Covid-19 funds to Nigerians.

The message asked Nigerians to call a particular number to get N75,000 from the agency.

The WhatsApp message reads, “CONGRATULATIONS. DUE TO THE COVID19  YOU HAVE JUST WON N75,000 FROM NCDC. CALL MR EMMANUEL 0807352**** FOR CLAIMS NOW.”

Another message reads “Congratulations N80,000 have (sic) been approved by the federal government to you lucky Nigerian due to PANDEMIC. Drop your account number.”

Is the claim true?

Since the outbreak of COVID-19 pandemic in 2020, federal state and local governments have been distributing palliatives to citizens to cushion the effect of the pandemic. To complement the efforts of the government, the private sector has also donated billions of naira under Private Sector Coalition against COVID-19 (CACOVID).

One of those interventions by the federal government, according to Minister of State, Federal Ministry of Industry, Trade and Investment, Mariam Katagum, is MSME Survival Fund Scheme.

The funds were disbursed in five modes under the Nigeria Economic Sustainability Plan (NESP) approved by the Federal Executive Council (FEC) in July 2020.

They include: Payroll Support Scheme, Artisan and Transport Scheme, Formalization Support Scheme, General MSME Grants and Guaranteed Off-take Scheme.

She said the federal government had so far disbursed N56.8 billion and individuals were selected based on merit.

Similarly, the Central Bank of Nigeria (CBN) announced a N50 billion Targeted Credit Facility (TCF) in March 2020 as part of a stimulus package to help mitigate the impact of the coronavirus pandemic on the economy and businesses.

The TCF was to support households and micro, small, and medium enterprises affected by the pandemic.

However, there has not been anytime that the federal government through the NCDC shared cash prices to Nigerians.

On its Twitter handle, the NCDC has debunked the claim of distributing cash to Nigerians, describing it as “fake news”

The NCDC also urged Nigerians to disregard the message as it is aimed at defrauding innocent Nigerians.

Conclusion: Although the federal government has rolled out several Interventions to cushion the effect of COVID-19 pandemic, the NCDC is not disbursing Covid-19 funds to Nigeria. Hence, the viral WhatsApp message is false.

FACT CHECK: Did Policeman Bring Down Gunman During Owo Church Attack?

By UncategorizedNo Comments

A video has gone viral with the narrative that a brave policeman brought down a terrorist at Owo, Ondo State after a church was attacked on Sunday.

Church, Owo

In the 30-second video, one could see a man in a bright coloured long sleeved shirt fiddling with a rifle as if trying to pull the trigger.

After about 9 seconds, a man dressed in what looked like a police uniform ran into the man, causing both of them to fall to the ground.

The aftermath of the encounter witnessed several individuals beating up the ‘suspected terrorist’ with another carting away the rifle. Screams by other persons are evident in the background.

Verification

Preliminary investigations revealed that gunmen on Sunday, June 5, 2022, attacked the St. Francis Catholic Church in Owaluwa area of Owo, Ondo State, killing several worshippers during the church service, while many others were left injured.

It was learnt that the armed men struck around 11:15am, shooting sporadically into the church while some stationed themselves at the entrance of the church to prevent members of the congregation from escaping.

One of the priests of the church, Rev. Father Andrew Abayomi, explained that the gunmen operated for about 25 minutes, shooting into the church.

He said, “We were about to round off service. I had even asked people to start leaving, that was how we started hearing gunshots from different angles.

“We hid inside the church but some people had left when the attack happened. We locked ourselves in the church for 20 minutes. When we heard that they had left, we opened the church and rushed victims to the hospital.”

Some netizens on Twitter and nairaland had posted the video with the caption, “Brave policeman allegedly brings down one of the gunmen” which generated several reactions from other tweeps and members of the nairaland forum.

Many called out the posters of the video and labeling it as fake news Whe others claimed that the video originated in Togo a few days ago.

An in-depth key frame analysis of the video using InVid, a verification tool, returned a result. Running a reversed image search of the screenshot revealed that the video had been posted on Twitter precisely on June 3  two days before the Owo attack, by a user, Angelo Barnabo.

Though the caption was written in French, it was interpreted thus: “A hero, the bravery and promptness of this agent is to be saluted and encouraged. May he heal from the wounds and may the eternal grant him long life and promotion.”

Conclusion

Having established that the video was shot and posted on the internet days before the Owo attack, Daily Trust can reliably confirm that the video in circulation was not from the Owo incident.

However, the exact time and location of the now viral video has not been ascertained. The claim that a brave policeman brought down one of the gunmen during Owo attack is therefore false and misleading.

This fact check was produced in partnership with the Centre for Democracy and Development (CDD).

FACT CHECK – DID OPC AND AMOTEKUN IN IKERE INTERCEPT TWO TRUCKLOADS OF FULANIS WITH HIDDEN ARMS UNDER GRASS?

By Fact CheckNo Comments

CLAIM: A trending video surfaced online, particularly on WhatsApp and some online news platforms with message that Men of Ekiti State Security Network Agency known as Amotekun and Oodua Peoples Congress (OPC) have intercepted two trucks loaded with ammunition and Fulani herdsmen in Ekiti State

VERIFICATION PROCESS:

Checks by CDD fact-checkers revealed that the viral video began trending on June 8, 2022, on WhatsApp.  In the video, some men are seen searching a truck filled with grass sheets and a few men are seen lying face down in the middle of the road after they were allegedly apprehended. Translation of the Yoruba language being spoken in the video did not depict that the men were Fulani herdsmen or carrying ammunition.

CDD fact checkers in Ekiti state, visited the location where the incident had happened, where they spoke to residence of the Ikere, who confirmed that the incident to be misleading. An eyewitness confirmed that the youth escorted the truck out from Ikere. Fact checkers’ findings correlate with the comment made by the Police Public Relations Officer, Ekiti State Police Command, DSP Abutu Sunday, who debunked the claim at a webinar on election security. According to him, the youths of Ikere suspected the truck and intercepted it in Ekiti State. However, after the truck was searched by the Police and the youths, nothing incriminating was found, the truck was peacefully released out of the town.

CONCLUSION:

Based on available evidence, CDD can confirm that the claim is false. Two truckloads of Fulanis with hidden arms under grass were not intercepted by the OPC and Amotekun in Ikere Ekiti. CDD advises residents of Ekiti state to always double check their information before sharing, especially as the state heads to the gubernatorial election scheduled for June 18, 2022. Note: If you cannot independently verify that news story, do not share it. You can help to stop the spread of fake news.

With our weekly newsletter, the Centre for Democracy and Development (CDD) aims to inform the public about the work we do and build their capacity in countering disinformation which has become a grave concern to well-meaning citizens. For this past week, this newsletter showcases claims and narratives fact-checked by the Centre which include; the claim that Nigeria’s currency is now the weakest in Africa, eight people were arrested in Kano state for not observing the Ramadan fast, the EFCC arrested the Zamfara State Governor and viral image of NBA protest banner reading ‘Autotomy’.

On April 21, 2020, fact-checkers CDD spotted a trending report with the headline, Nigerian Naira fast becoming the weakest currency in Africa.

The claim which was widely shared on social media including WhatsApp groups gave a breakdown of the value of the Naira to currencies of 25 other African countries. It claimed the Nigerian naira is weaker than these other currencies including the Angolan Kwanza, Madagascar’s Ariary and the Sudanese Pound.

According to the report, the Angolan 1Kwanza is equal to ₦12, Madagascar’s  1Ariary is equal to ₦14 and the Sudanese 1Pound is  ₦42. These and 22 other countries’ currencies were compared to the Naira.

Checks by CDD fact-checkers showed that the claim made in the piece which has been widely shared is misleading.

Our fact-checkers reviewed currency values of the country compared in the claim with that of Nigeria and the review showed that the Kwanza is currently at 1 to N0.58 as opposed to ₦12;  the Ariary is 1 to 0.10 Naira as opposed to ₦14 and the Sudanese Pound is 1 to 1 Naira as opposed to ₦42 stated in the report.

FACT-CHECK: Viral Image of NBA Protest Banner Reading ‘Autotomy’ Was Photoshopped

By Fact Check

VERDICT: Misleading

CLAIM: An image circulating on Twitter, WhatsApp, and Facebook shows that the Nigerian Bar Association misspelled the word ‘Autonomy’ as ‘Autotomy’ on a banner used for a protest by the Association’s, Abuja Chapter.

The banner carried by some members of the NBA during the protest where they made their support for judicial autonomy had the word “Autotomy” circled in red.

FACT-CHECK: Did EFCC Arrest Zamfara State Governor?

By Fact Check

VERDICT:  Misleading Headline

CLAIM:

On Wednesday 21, April 2021, fact-checkers at the Centre for Democracy and Development (CDD) spotted a claim published by an online newspaper, GoldennewsNg, that the governor of Zamfara State has been arrested by operatives of the Economic and Financial Crime Commission (EFCC).

The claim reads “Just in: EFCC Arrest Governor of Zamfara State-see reason”

FACT:

An investigation carried out by CDD on the report shows that the claim is misleading as the governor of Zamfara State, Bello Matawalle has not been arrested by the EFCC.

Checks by the Centre revealed that the online newspaper had cast its headline misleading readers that the current governor of the Zamfara State has been arrested while in actual sense, the body of the story talks about the former governor of the state, Abdulaziz Yari.

Further investigations on the claim revealed that Abdulaziz Yari, was on Tuesday, April 20, 2021, invited by the EFCC. The former governor was later detained over allegations of illegal financial dealings during his tenure as the governor of Zamfara State.

CONCLUSION:

The claim by GoldennewsNg that the Governor of Zamfara State was arrested by the Economic and Financial Crime Commission is misleading.

EFCC did not arrest the sitting Governor Bello Matawalle but invited Zamfara State’s former Governor, Governor Abdulaziz Yari, who was further detained by the commission over alleged illegal financial dealings.

CDD NEWSLETTER FOR WEEK ENDING APRIL 18, 2021

By Fact Check

Last week, fact-checkers at the Centre for Democracy and Development (CDD) received numerous requests to fact-check some of the trending stories for the week. Among them was a claim published by the Independent Newspaper – now retracted – although already circulated by other online news outlets.

At the moment, the CDD is yet to independently verify the claims contained in the reports which have become the subject of online debate since the past week.

The CDD as a Think Tank with the vision and mandate to strengthen democracy and democratic institutions and values in Africa has been involved in researching and countering false information and narratives in West Africa since 2018. We have published 100s of fact-checks countering health misinformation, beginning from Ebola, to general and off-circle elections in Nigeria, Burkina Faso and others.

The Centre continues to implore members of the public to always verify every information before sharing them because it is clear that the spread of false information is capable of threatening our democracy, peaceful coexistence and development.

For instance, on Monday, April 12, 2021, fact-checkers at the CDD spotted a tweet made by a Twitter user @UchePOkoye with a picture of a young man, Salim Sani Zakariyya, and some inscription that read “Wanted, Boko Haram Suspect”.

Okoye’s tweet followed NewsWireNGR’s version of the story on the controversial piece on Pantami by the Daily Independent.

An investigation conducted by CDD shows that Salim Sani Zakariyya is not a Boko Haram suspect. A check through the list of Boko Haram suspects released by the Nigerian Military in the past shows that the young man was not listed as a suspected terrorist as claimed by Okoye in his tweet.

CDD’s investigation found that the Twitter user (@UchePOkoye) used Zakariyya’s profile picture from his Twitter handle to tag him as “Wanted Boko Haram Suspect” after Salim reacted to his tweet.

CDD NEWSLETTER FOR WEEK ENDING APRIL 11, 2021

By Fact Check

Nigeria’s political elites have always devised means to gain popular appeal among the populace since Nigeria got her independence.

Initially, political parties that were formed by the elites to facilitate their clamour for independence kept the struggle amongst themselves; parties typically did not seek to co-opt the masses. However, after the country gained independence the prize became a victory at the polls, introducing the need for a more populist appeal. The elites have used different methods to achieve their aim.

They relied on local networks of intermediaries. These intermediaries included traditional authorities like chiefs and Emirs and modern groupings like students’ unions and professional associations. They created partisan bases by establishing personalised political relationships.

A report by the Centre for Democracy and Development in partnership with Tactical Tech examines how the Nigerian political elites are seeking populist appeal to win elections using the citizens’ data.

The report, Personal Data and the Influence Industry in Nigerian Election highlights how Cambridge Analytica (CA) was used to spread targeted disinformation to suppress opposition votes and allegedly released sensitive medical and financial information about then opposition candidate Muhammadu Buhari in Nigeria’s 2015 election.

In short, the report finds that the use of data-driven campaigning in Nigerian elections is growing in prominence. Generally, political actors use data and digital technologies to fundraise, test for the resonance of campaign messages, target messages to specific geographic locations, and send out bulk SMS, audio, and WhatsApp messages.

Most importantly, nothing has been done despite promises by the Nigerian government in 2018 to investigate CA’s 2015 activities in the election.

FACT CHECK FOR THE WEEK

On April 7, 2021, CDD fact-checkers spotted a trending claim on Twitter that President Muhammadu Buhari did not only bypass Deputy Inspector General of Police, Moses Jitoboh, to appoint, Usman Alkali Baba as Inspector General of Police but also retired the former.

In addition to the claim is the narrative that Jitoboh, 52, is also senior to Alkali, 57, and was bypassed only for the position to be handed to a Muslim from the Northern part of Nigeria.

Checks by the CDD reveals the claim that DIG Moses Jitoboh is senior to DIG Usman Alkali and was bypassed for the post of IGP is false.

The claim has also being countered by the Nigeria Police Force and the Police Service Commission.

Kano Hisbah Never Slammed N20,000 Fine on Male, Female Students For Sharing Rooms

On Tuesday, April 6, 2021, several online platforms;  Sahara ReportersTori.ngKanyiDailyNigerDeltaConnectNaijaNewsAllSchoolsForum reported that the Kano State Hisbah Corps had slammed a fine of N20,000 on male and female students of Bayero University Kano found sharing a room.

The report with the headline: “Kano Hisbah Demands N20,000 Each To Release Male, Female University Students Found In Same Room, claimed operatives of the Islamic Police invaded some off-campus hostels of the University in Danbare area.

It also said students of opposite sex found in the same room.

An investigation carried out by the Centre for Democracy and Development (CDD) shows that the claim that students of the opposite sex have been asked to pay N20,00 for sharing a room is false.

Contrary to the claim, the Kano State Hisbah Corps did not slam a fine of N20,000 on any student for sharing a room with the opposite sex.

Also, the Public Relations Officer of the Kano State Hisbah Corps, Lawan Ibrahim Fagge, who spoke to CDD a fact-checker the report on the N20,000 fine on students for sharing rooms is fake news.

On Friday, April 2, 2021, several online news platforms and social media users shared posts that the Minister of Communications, Isa Pantami, warned that “failure to register for NIN will result in a 14-year imprisonment”.

According to the claim, Minister Isa Pantami disclosed on Thursday during a briefing organised by the Media department of the Presidential Villa, Abuja.

Checks by the Centre for Democracy and Development (CDD) shows that the claim that the Minister of Communications that citizens without the National Identification Number (NIN) will face 14-years imprisonment is misleading.

Further investigations on the claim carried out by CDD revealed that Pantami said that many Nigerians have failed to obtain their NIN until the issue of SIM blocking came up.

During the press briefing, found on Channels Television’s YouTube Channel, the minister said: “National identity is a law and it is mandatory.”

Stating the provisions of the law on the matter and how long it has been in existence, the Minister had also warned that conducting certain activities in Nigeria without NIN is an offence.

CEO of Innoson Vehicles Innocent Chukwuma Not Dead

On April 4, 2021, fact-checkers at the Centre for Democracy and Development (CDD) spotted a claim published by a blog that Chief Executive Officer of Innoson Vehicle Manufacturing Company Limited and Nigerian civil society leader, Innocent Chukwuma, is dead.

The blog post claimed that close friends of Chukwuma indicated that he was diagnosed with acute Myeloid Leukaemia, an aggressive cancer of the blood.

Also, a photograph of the automobile businessman was used on the post for emphasis.

The CEO of Innoson Vehicle Manufacturing Company Limited, Innocent Ifediaso Chukwuma is not dead as claimed by the blog.

An investigation by CDD also reveals that Chief Innocent Ifediaso Chukwuma was never the leader of Nigerian civil society as reported but an automobile businessman.

A further check showed that the report was a case of mistaken identity as one of Nigeria’s civil society leaders, and Director of Ford Foundation West Africa, Innocent Chukwuma, died on Saturday, April 3, 2021. The civil society leader was mistaken as Chief Innocent Ifediaso Chukwuma CEO of Innoson.

FACT-CHECK: DIG Moses Jitoboh Not Retired Nor Senior to IGP Usman Alkali

By Fact Check

VERDICT: False

CLAIM:

On April 7, 2021, fact-checkers at the Centre for Democracy and Development (CDD) spotted a trending claim on Twitter that President Muhammadu Buhari did not only by-pass Deputy Inspector General of Police, Moses Jitoboh, to appoint, Usman Alkali Baba as Inspector General of Police but also retired the former.

In addition to the claim is the narrative that Jitoboh, 52, is also senior to Alkali, 57, and was bypassed only for the position to be handed to a Muslim from the Northern part of Nigeria.

FACT:

Checks by the CDD reveals the claim that DIG Moses Jitoboh is senior to DIG Usman Alkali and was bypassed for the post of IGP is false.

An investigation by the CDD  shows that Usman Alkali Baba joined the Nigerian Police Force in 1988, while Moses A. Jitoboh joined after six years in 1994.

Further checks by the Centre show that DIG Jitoboh was recently promoted to the rank of DIG Police on  February 2021.

Reacting to the claim, the Force Public Relations Officer, Frank Mba, told the CDD fact-checker that the claim that DIG Jitoboh has been retired from the force is false. Mba described the claim as “Fake News”.

Also, the spokesperson to the Police Service Commission, Ikechukwu Ani, told CDD that Jitoboh has not retired from the Force as of April 9, 2021.

CONCLUSION

CDD can confirm that the report that DIG Moses Jitoboh is senior to DIG Usman Alkali is false. Also, the claim that DIG Jitoboh was bypassed for the position of the Inspector General of Police false.

FACT-CHECK: Kano Hisbah Never Slammed N20,000 Fine on Male, Female Students For Sharing Rooms

By Fact Check

VERDICT: False

CLAIM:

On Tuesday, April 6, 2021, several online platforms;  Sahara Reporters, Tori.ng, KanyiDaily, NigerDeltaConnect, NaijaNews, AllSchoolsForum reported that the Kano State Hisbah Corps had slammed a fine of N20,000 on male and female students of Bayero University Kano found sharing a room.

The report with the headline: “Kano Hisbah Demands N20,000 Each To Release Male, Female University Students Found In Same Room, claimed operatives of the Islamic Police invaded some off-campus hostels of the University in Danbare area.

Also, the Public Relations Officer of the Kano State Hisbah Corps, Lawan Ibrahim Fagge, who spoke to CDD a fact-checker the report on the N20,000 fine on students for sharing rooms is fake news.

Fagge said the Hisbah Police is not a court and as such lacks the power to carry out sure punitive measures.

Fagge said: “This is nothing but fake news, Hisbah has not fined any student.”

He said the Corps was contacted by some students in the area over incidents of unmarried Muslim students of opposite sex sharing rooms.

“Therefore as Islamic values promoting agency we met with them and counselled them on why they shouldn’t do that and ends the matter, it is therefore surprising that some news organizations are reporting that we arrested and fined them, this has not happened, it is false,” Fagge said.
