PRESS STATEMENT TO COMMEMORATE THE AFRICAN UNION ANTI-CORRUPTION DAY

THEME: “STRATEGIES AND MECHANISMS FOR THE TRANSPARENT

MANAGEMENT OF COVID-19 FUNDS”

The Centre for Democracy and development is pleased to join the Africa Union and its
esteemed governments, as well as other stakeholders in commemorating this year’s African
Union Anti-corruption Day, slated for 11th July 2022. The theme “Strategies and Mechanisms
for the Transparent Management of Covid-19 Funds” is not only apt, but very important at
this time as it seeks to draw global and continental attention to the need to address a
disturbing corruption problem associated with Covid-19 pandemic which severely tasked
many economies and brought social and even political dislocations in Africa.
CDD commends all African countries that have signed and ratified the African Union
Convention on Preventing and Combating Corruption (AUCPCC) which was adopted in
Maputo, Mozambique on 11 July 2003 and came into force in 2006. CDD also commends the
countries that have enacted laws and created independent anti-corruption agencies to tackle
corruption.


Corruption is still an unnerving problem in Africa and indeed the major cause of
underdevelopment. CDD urges all states to work towards complying with the provisions of
the African Union Convention on Preventing and Combating Corruption (AUCPCC) and
indeed other similar multilateral instruments such as the UNCAC as well as relevant
international resolutions. There is also an urgent need for member states to collectively take
steps to diligently implement the recommendations of the Mbeki report on Illicit financial
flows which found that the African continent suffers an annual loss of over $50 billion as of
2015 through illicit financial flows (IFFs). That figure has since risen to over $80 billion. It is
pertinent to note that through corruption and mismanagement, some of the Covid-19 funds in
Africa may have become a source of illicit financial flows to countries in the North.


It also remains concerning that national and continental transparency initiative and efforts to
stem the unbridled illicit financial flows from Africa to the Northern hemisphere has been
embroiled in complex international politics. While noting that the problem of illicit financial
flows cannot be solved post-haste, Africa must continue to stand together and push for a
world order that discourages resource and trade price manipulation structured to fritter
resources from Africa and keep the continent perpetually undeveloped. Corruption and illicit
financial flows are twin evils which continue to constrain Africa’s progress and development.
Regrettably, the utilization of Covid-19 funds has also become a major source of Africa’s
corruption conundrum.

FACT CHECK: Is NCDC Disbursing COVID-19 Funds?

A WhatsApp message shared in many groups claimed that the Nigeria Centre for Disease Control (NCDC) is disbursing Covid-19 funds to Nigerians.

The message asked Nigerians to call a particular number to get N75,000 from the agency.

The WhatsApp message reads, “CONGRATULATIONS. DUE TO THE COVID19  YOU HAVE JUST WON N75,000 FROM NCDC. CALL MR EMMANUEL 0807352**** FOR CLAIMS NOW.”

Another message reads “Congratulations N80,000 have (sic) been approved by the federal government to you lucky Nigerian due to PANDEMIC. Drop your account number.”

Is the claim true?

Since the outbreak of COVID-19 pandemic in 2020, federal state and local governments have been distributing palliatives to citizens to cushion the effect of the pandemic. To complement the efforts of the government, the private sector has also donated billions of naira under Private Sector Coalition against COVID-19 (CACOVID).

One of those interventions by the federal government, according to Minister of State, Federal Ministry of Industry, Trade and Investment, Mariam Katagum, is MSME Survival Fund Scheme.

The funds were disbursed in five modes under the Nigeria Economic Sustainability Plan (NESP) approved by the Federal Executive Council (FEC) in July 2020.

They include: Payroll Support Scheme, Artisan and Transport Scheme, Formalization Support Scheme, General MSME Grants and Guaranteed Off-take Scheme.

She said the federal government had so far disbursed N56.8 billion and individuals were selected based on merit.

Similarly, the Central Bank of Nigeria (CBN) announced a N50 billion Targeted Credit Facility (TCF) in March 2020 as part of a stimulus package to help mitigate the impact of the coronavirus pandemic on the economy and businesses.

The TCF was to support households and micro, small, and medium enterprises affected by the pandemic.

However, there has not been anytime that the federal government through the NCDC shared cash prices to Nigerians.

On its Twitter handle, the NCDC has debunked the claim of distributing cash to Nigerians, describing it as “fake news”

The NCDC also urged Nigerians to disregard the message as it is aimed at defrauding innocent Nigerians.

Conclusion: Although the federal government has rolled out several Interventions to cushion the effect of COVID-19 pandemic, the NCDC is not disbursing Covid-19 funds to Nigeria. Hence, the viral WhatsApp message is false.

FACT-CHECK: Is Federal Government Giving Covid19 Second Wave survival Fund?

VERDICT: False

CLAIM:

On Thursday, March 18, 2020, fact-checkers at the Centre for Democracy and Development (CDD) spotted a WhatsApp broadcast claiming that there is an ongoing distribution of Coronavirus (COVID-19) survival fund program for the second wave of the pandemic.

According to the broadcast, the program, an initiative of the Federal Government of Nigeria is expected to make N30,000 available to successful applicants weekly to avoid prevent a negative impact of the pandemic on the people.

The message which read: “Hurry Up And Get ₦30,000 SurvivalFund . It takes fews {sic} seconds to apply. Dont miss this great opportunity”, also had a link attached to it.

FACT:

Investigations carried out by the CDD reveal that the claim that FG is currently running N30,000 COVID-19 fund for citizens to survive the second wave of the pandemic is false.

Checks by the CDD showed that the link provided is a bait used by fraudsters to defraud innocent Nigerians.

More checks by the Centre also show that a three-way registration process, terms and conditions provided and attached to the site is a sponsor card of Micro, Small and Medium Enterprise (MSME) survival fund.

Also, on completing the registration process, applicants are required to share the message and the link on WhatsApp before accessing the expected grant.

Further investigations on the sponsors of the program showed that the only verifiable platform to access information on survival fund/grant is  survivalfund.gov.ng. Therefore, all information provided was wrong.

Conclusions:

The claim that the Federal Government is distributing N30,000 as a survival fund for the second wave of the COVID-19 pandemic is false.

The link provided and widely shared on WhatsApp is fake and was created by fraudsters to defraud unsuspecting Nigerians.

CDD is urging Nigerians to always verify the authenticity of stories before sharing them.

FACT-CHECK: Has WHO Made A U-turn On Isolation and Social Distancing?

VERDICT: False

CLAIM: On February 25, 2021, fact-checkers at the Centre for Democracy and Development (CDD) spotted a WhatsApp broadcast claiming that the World Health Organisation (WHO) has completely made a U-turn on Coronavirus (COVID-19) protocols and guidelines.

The broadcast claimed that the international health body made a declaration that individuals infected with COVID-19 do not need to be isolated or quarantined as the virus cannot be transmitted from one patient to another.

FACT:

Checks by CDD show that the claim that WHO has declared that individuals infected with COVID-19 need not isolate is False. An investigation carried out by CDD fact-checkers reveals that the claim is not new and had trended on July 16, 2020.

The broadcast resurfaced on WhatsApp has continued to be spread across groups on the platform.

Further checks show in its advice on preventive measures against COVID-19, the WHO has continued to urge the public to public themselves and their loved ones by taking some simple precautions, such as physical distancing and wearing a mask.

Also, WHO notes that keeping rooms well ventilated, avoiding crowds, cleaning your hands, and coughing into a bent elbow or tissue are also imperative in protecting oneself and others.

CONCLUSION

CDD can confirm that the claim on WhatsApp that WHO has completely made a U-turn on social distancing and isolation measures needed to curb COVID-19 spread is false.

The CDD urges members of the public to read beyond headlines before sharing any news report, especially on social media.

FACT-CHECK: Is There Tension in Lagos over COVID-19 Vaccine Administration?

VERDICT: False

CLAIM:

On Sunday, January 31, 2021, fact-checkers at the Centre for Democracy and Development (CDD) received a 51 seconds audio message composed in Hausa. The message circulated on various WhatsApp groups claimed that there is panic in Lagos State and that people are running away from health personnel who have been mandated to administer the COVID-19 vaccine.

Part of the message said: “Panic in Lagos, people are running as COVID-19 injection is being administered.

“It’s the Europeans that created the vaccine when they tested it on 1000 people in Britain, 600 out of that number died that’s the reason they want to now run a test on the blacks. May God save us,” it added.

FACT:

An investigation carried out by CDD revealed that the claim that there is panic in the state because health workers were administrating the COVID-19 vaccine is false.

Evidence on the ground shows that Nigeria is yet to procure the COVID-19 vaccine let alone begin the process of administering it to citizens.

Therefore, the claim that people in Lagos are running away from health personnel distributing the vaccine is false.

Also, a report on AfricaNews which quoted the Director-General of the National Primary Health Care Development Agency (NPHCDA), Dr Faisal Shuaib, said Nigeria will receive 100,000 doses of the Pfizer vaccine by early February. The report

Dr Shuaib said: “What we do have coming to the country is the Pfizer vaccines that require about -70 degrees Celsius”

Conclusion:

The audio clip being circulated on WhatsApp claiming that people in Lagos are running away from health workers administering the COVID-19 vaccine is false.

As of the time of this report, the vaccines are yet to arrive in Nigeria. Lagos is calm and people are going about their normal activities contrary to the claim that there is tension.

CDD urges the public to disregard the claim and stop sharing it.

Can The Right Information Convince You To Take The Covid-19 Vaccine?

Last week, we conducted a fact-check on a claim that Remdesivir, an investigational antiviral drug previously used for the treatment of Coronavirus (COVID-19) is a vaccine with distribution targeted at only African nations.

Most of the social media posts either suggested that Africans are going to be ‘used as guinea pigs’ to test the vaccine or there is a sinister motive behind its marking that the drug is to be distributed only in Africa.

Also, reactions to the posts showed many misrepresented Remdesivir to be a vaccine.

In fact-checking the claim, we reviewed other similar claims and the reader’s reaction to them. Our findings show that a large number of social media users, who have information at their fingers tips using smartphones, are ignorant about vaccines, how they work and their benefits. This is evident in the number of vaccine disinformation and misinformation spread across the ecosystem between December 2020 and January 2021

Our Vaccines Misinformation Tracker has received 29 entries of COVID-19 related disinformation, posing a concern for Nigeria and the move to end the pandemic.

The Centre for Democracy and Development is therefore calling on stakeholders to show more commitment to the enlightenment of the public on COVID-19 vaccines before they arrive. More research is also required to unravel the true sources of COVID-19 vaccine misinformation that has taken over the online space.

While the second wave of pandemic ranges on, Nigeria is caught up in a sharp rise in misinformation with scammers flooding the online space with all sort of fraud activities.

On Wednesday, January 20, 2021, fact-checkers at the CDD spotted a WhatsApp broadcast claiming that the Federal Government is disbursing N10,500 as a weekly grant to Nigerians.

The broadcast titled “covid19 second wave support fund program” claimed that applying for the grant only takes a few minutes.

The message read: “Don’t miss this Federal Government N10,500 weekly grant. It takes a few seconds to apply. Don’t miss this great opportunity”.

Also attached to the broadcast is a link that can be used by interested applicants. A click on the link shows that the grants are allegedly sponsored by the Private Sector Coalition Against COVID-19 (CA-COVID). It also showed ratings from “previous successful applicants” referred to as testifiers.

Investigations carried out by the CDD revealed that the claim is false. Checks by CDD show that the link provided was created by fraudsters to scam their victims.

The link which provided a three-step registration process for interested applicants also provided an analysis of the number of those who have applied for the grant so far.

Investigations carried out using technology-based tools showed the picture is old and was taken during the disbursement of COVID-19 lockdown relief funds to residents of Kwali Area Council, Federal Capital Territory in April 2020.

A  rating and comment section for earlier applicants who were referred to as testifiers showcased how it works – a method CDD has discovered fraudsters use to lure unsuspecting Nigerians.

On Saturday, January 16, 2021, the pictures below went viral and alongside videos of under-aged voters allegedly participating in the 2021 Kano State Local Government Elections.

The photos and videos, shared mostly on Twitter and Facebook, showed children thumb printing multiple ballot papers while electoral officers sign the ballots and placed them inside a ballot box.

The videos generated a lot of engagements and received condemnation from Nigerians on social media.

An investigation carried out by CDD on the pictures and videos established that children were allowed to vote in the 2021 Kano State Local Government Election.

The videos obtained and examined by CDD using fact-checking tools confirmed the authenticity of the clips of underaged voters and multiple thumb printing of ballot papers by both children and adults.

In this photo, some children were captured in the queue to vote in Kabo local government of Kano State. Also, the videos originated from Shahuci ward in the Kano Municipal Council of the state.

CDD can confirm that the incidence of the children voting and one person voting multiple times happened in the presence of the officials of the Kano State Independent Electoral Commission (KANSIEC) as they were seen assisting the children and the multiple voters.

However, CDD can also confirm that not all the photos shared are those originally taken from the 2021 LG elections in Kano State. We discovered that some of the photos (as shown below) are old photos from the 2018 elections in the state.

A technology-based analysis showed that one of the four images shared by a Twitter user, @Ayemojubar (image below) is from the  2018 Kano LG election and not the recent 2021 Kano LG poll. Read the full fact check report here.

COVID-19 Pandemic: Steps To Conducting An Election

With guidance from the Nigeria Centre for Disease Control (NCDC), the Independent National Electoral Commission (INEC) has released measures to be taken by electorates and officials to prevent the spread of Coronavirus (COVID-19) during elections in Nigeria.

These measures include steps expected to be taken by both electoral officers, voters and observers during an election in Nigeria.

The Centre for Democracy and Development (CDD) and the Independent National Electoral Commission (INEC) with support from the MacArthur Foundation and Open Society Initiative for West Africa (OSIWA) produced this video for guidance.

How To Prevent Spread of COVID-19 During Election| CDD West Africa

FACT-CHECK: PTF has not released any Imminent Lockdown Message

VERDICT: False

CLAIM: On January 15, 2020, fact-checkers at the Centre for Democracy and Development (CDD) spotted a message trending on WhatsApp claiming that the Federal Government has released a lockdown message.

“Soon, very soon, perhaps, this weekend, this will take effect and may last for at least 14 days.” The messages allegedly signed by Dr Sani Aliyu, Chairman Presidential Task Force on Covid 19 said.

FACT:

CDD fact-checkers can reliably confirm that Dr Sani Aliyu is not the Chairman of the Presidential Task Force (PTF) on COVID-19, but  Boss Mustapha, who is also the Secretary of the Government of Nigeria.

Also, CDD has a 51 seconds video released by the Presidential Task Force (PTF) on COVID-19. In the video, the PTF National Coordinator, Dr. Sani Aliyu emphasized that the message trending on WhatsApp is fake. He called on the general public to ignore the message and go on with their regular activities and abide by the current guidelines set by the PTF.

There is an established way the PTF disseminates information, to the public, he added. The PTF will not release sensitive message on WhatsApp, Dr. Aliyu emphasized. He further noted that citizens should ignore the supposed message from the PTF that is circulating on WhatsApp.

CONCLUSION

CDD can confirm that the claim that a total lockdown is imminent is false.

The Video 51 seconds video in which the PTF National Cordinator Dr. Sani Aliyu emphasized that the message trending on WhatsApp is false.

CDD urges the public to always verify the authenticity of stories before sharing them.

FACT-CHECK: Remdesivir Not COVID-19 Vaccine Only Distributed In Africa

VERDICT: FALSE

CLAIM: Since September 2020, multiple users on Social media have shared an image that shows a picture of a medicine box for “Cipremi”, which is described as “Remdesivir for Injection”.

The image is accompanied by a claim that it is a COVID-19 vaccine to be tested on only Africans. With the role out of Coronavirus vaccines across the globe, the claim has gone viral in recent weeks.

Most of these social media post suggested that Africans are going to be ‘used as guinea pigs’ to test the vaccine or there is a sinister motive behind why is marked to be distributed only in Africa. Ozolua. O. Giwa-Amu shared it here which was reshared by popular former Minister of Aviation and conspiracy theorist Femi Fani-Kayode.

Most comments under the posts have also suggested Remdesivir is a vaccine.

FACT: Remdesivir is not a COVID-19 vaccineInformation on Gilead Sciences, Inc, original makers of Remdesivir, the website says Remdesivir is an investigational antiviral for the treatment of COVID-19 to treat pediatric patients less than 12 years of age or weighing 3.5 kg to less than 40 kg with coronavirus disease  (COVID-19) caused by SARS-CoV-2 infection.

Responding on Twitter, Cipla South Africa said ‘’Remdesivir, is used in the management of severe COVID-19 disease, is not a COVID-19 vaccine. The label restriction indicates territories not licensed to Cipla for supply. For more details about the license agreement, please visit’’Voluntary Licensing Agreements for Remdesivir.

Under the licensing agreements, which included Cipla, the companies have a right to receive a technology transfer of the Gilead manufacturing process for Remdesivir to enable them to scale up production more quickly.

Why Only In Africa?

Gilead went further to state that ‘’the licensees also set their own prices for the generic product they produce, a post by Reuters.

It also noted that the licenses are royalty-free until the World Health Organization declares the end of the Public Health Emergency of International Concern regarding COVID-19.

“Or until a pharmaceutical product other than remdesivir or a vaccine is approved to treat or prevent COVID-19, whichever is earlier.’’

The agreements permit distribution in Vietnam, Ukraine, Thailand, Zambia, Togo, South Africa, North Korea, Cuba are among the 127 countries include most African countries.

Our fact-checkers also spoke to Professor Morenike Ukpong, Department of Child Dental Health Faculty of Dentistry College of Health Sciences, Obafemi Awolowo University, who said such an occurrence was not strange. She said such is called differential pricing and countries can negotiate upfront for this when involved in clinical trials for drug development.

‘’Many companies as part of things social responsibility produce brands that are cheaper but not of inferior quality for low-income countries. They label it so it does not find its way back into high-income countries where they will now make an excessive margin.’’ She said.

The claim that the drug is not in use in Europe is also false. The European Union (EU) signed a €63 million contract with Gilead Science in July 2020 to make Remdisivir available in its 27 member states. Stella Kyriakides, the EU Commissioner of Food and Health Safety, said the medication will be provided to 30,000 patients with severe symptoms of Covid-19 in a press release on July 9, 2020.

CONCLUSION

The claim that Cipremi”, which is described as “Remdesivir for Injection” is a COVID-19 vaccine to be tested on only Africans is false. It is not a vaccine, it is an anti-viral drug used to manage severe COVID-19.

FACT-CHECK: 200 ECWA Members Did Not Die of COVID-19

CLAIM: On January 11, 2020, fact-checkers at the Centre for Democracy and Development (CDD) spotted a report on TrueTellsNigeria” with the headline: BREAKING NEWS: 200 ECWA Church Members Die Of COVID-19.

The claim also published by a blog – Akpraise – with the headline: Popular Nigerian Church Mourns As 200 Members Are Allegedly killed By COVID-19 said that the Evangelical Church Winning All (ECWA) had on Saturday, January 9, 2021, announced the death of 200 of its mission supporters from complications of Coronavirus (COVID-19).

According to the report, the announcement was made by ECWA’s President, Reverend Dr. Stephen Baba, while officiating the funeral service of one of the church’s members, Yakubu Kadiya, at Kent Academy Miango, Bassa Local Government Area of Plateau State.

FACT: 

Checks by CDD fact-checkers showed that the reports published by the blogs are false.

While debunking the claim, the public relations officer of ECWA Headquarters in Jos, Plateau State, Reverend Romanus Ebenwokodi, said the report is completely false.

Speaking to CDD fact-checker on phone, Ebenwokodi said Reverend Baba’s comments at the funeral in Plateau were taken out of context and used to misinform the general public.

He said Baba had at the funeral mentioned that 200 ECWA Mission’s supporters were affected by the economic hardship caused by the COVID-19 pandemic.

The clarification made by ECWA’s PRO in Jos was also reiterated in a statement subsequently released by the church and signed by Ebenwkodi.

The statement said that 200 ECWA Mission’s supporters did not die of COVID-19 as reported by some blogs.

In the statement, Ebenkwodi added that the Reverend Baba while speaking at the funeral of Yakubu had mentioned that over 200 Mission’s supporters of Evangelical Missionary Society (EMS) of ECWA were affected by the economic hardships caused by the Covid-19 pandemic.

The statement also said that pandemic, in turn, affected the church’s ability to continue with the Mission’s support in ECWA.

CONCLUSION

CDD can confirm that the claim that 200 ECWA members died of COVID-19 is false.

A comment made by ECWA’s Reverend that the COVID-19 pandemic affected over 200 Mission’s supporters of the church was taken out of context by some blogs.

Did FG Direct Reopening of COVID-19 Isolation Centres?

Claim:

On Friday, December 11, 2020 fact-checkers at Centre for Democracy and Development (CDD) spotted a claim on ireporteronline that the Federal Government has directed the preparation of the reopening of isolation centers across Nigeria following a perceived second wave of the Coronavirus (COVID-19) pandemic.

The headline of the report read in parts: “FG directs COVID-19 isolation centers to prepare for reopening”

FACT:

Investigations carried out by CDD fact-checkers show that indeed the Federal Government announced the re-opening of COVID-19 isolation centers in the country.

In a statement issued by the COVID-19 Presidential Task Force during a press briefing on Thursday, December 10, FG explained that some isolation centers were closed due to the low turnout of COVID-19 patients/cases.

The COVID-19 PTF said that with the possibility of a second wave of COVID-19 pandemic in the country isolation centers will be re-opening.

Also speaking at the briefing, Nigeria’s Minister of Health, Osagie Ehanire, directed all health workers across the country to be on red alert following the surge in the number of COVID-19 infection.

Enahire said: “We are seeing the increase in the number of confirmed covid19 cases in the last few days, which we have frequently alluded to in recent times. This rightly suggests that we may just be on the verge of a second wave of this pandemic. Last week, we recorded 1843 against 1,235 two weeks before that and 1,126 the week before that,” .

The Minister also indulged every Nigerian to bear it in mind that they all have a role to play in the effort to prevent the explosive spread of the deadly virus disease.

“The US, UK and other countries are going through very difficult times, and we do sympathize with them. To prepare ourselves, I have directed that all Isolation and Treatment Centres, which were hitherto closed due to reduced patient load, to be prepared for reopening and the staff complement put on alert,” Enahire said.

He further added that until Vaccines are available the best bet is still the appropriate use of face masks, physical distancing, hand sanitizers, and observance of respiratory hygiene for prevention and control.

Tackling COVID-19: The Need for a Nigerian Response

The coronavirus is a human tragedy that is now affecting over a million people around the globe. The World Health Organization ( declared COVID 19 a pandemic on March 11, 2020. It indicated with certainty that the coronavirus (SARS CoV 2) will spread to all parts of the world and pointed out that all governments, businesses, and individuals had the ability to change the disease’s trajectory. Current Global Status The pandemic continues to expand more than 209 countries and territories have
reported cases of COVID 19 As of April 14 case growth has accelerated to more than 1 5 million cases. Death 125,623 Recovered 466,948.


Some countries have a handful of cases, others with early community transmission have a few hundred, and those with the uncontrolled, widespread transmission have tens of thousands. Governments all over the world have launched unprecedented public health and economic responses. In Nigeria, as of April 14 the coronavirus has so far infected 373 people, 99 discharged and 11 people have died.

Since Nigeria confirmed its index case on 27 th of February, 2020 several measures have been taken by the federal government targeted at curbing the spread of the virus. These were based on best practices as part of the measures implemented in China, Europe and the US.

A Presidential Task Force on COVID 19 was established on 18 th of March by President Buhari chaired by the secretary to the government of the federation, Mr Boss Mustapha. The task force developed a strategy that has resulted in restrictions on travel to and from 15 high infected countries closure of land, sea and air points of entry and the expansion of the national testing capacity from 500 per day to 1500 per day.

The government also suspended activities at the domestic airports by stopping the movement of commercial flights The government also encouraged inter state restrictions on road or sea transportation by imposing a lockdown for 14 days in Lagos, Abuja and Ogun states.

Consequently, many other state governments adhered to this as a measure to contain the virus spread.

Tackling COVID-19: Finding West Africa's Path

Introduction


The days when COVID-19 was only a distant threat to West African countries are over. It is now evident that the virus is here to stay and
must be addressed with practical responses that take into account the West African settings. Although the infection curve is not exponential, community transmission is beginning to gain ground in the region, with countries such as Cote d’Ivoire, Ghana, Guinea, Nigeria, and Senegal at the forefront with the most cases.

The lack of testing capacity in many countries suggests that the
estimated number of cases are most likely understated. Currently,
there are three factors that give the region an advantage in the fight against the novel disease. First, is its youthful population. The average age of Africans is below 20 years, and available data suggests that the risk of serious medical complications and death is
lower among younger people.

Furthermore, warm weather in the region could potentially reduce the spread of the virus, although this fact is remains unproven Lastly, as a result of the Ebola epidemic in West Africa, it could analysts have argued that the region has some experience confronting infectious diseases.

While these factors might allow the region to avoid the worst of the pandemic, it also faces grave challenges that could overwhelm these advantages They include high levels of poverty densely packed urban areas and weak health systems and insecurity.


As the number of COVID 19 cases continues to increase, it will become increasingly difficult for the fragile healthcare system and economies of the region to withstand the effects of the pandemic This is because overall healthcare financing in most west African countries is relatively low at an average of US 292 per capita, thus, indicating a major constraint to effective healthcare service delivery.
