FACT-CHECK: Bill Gates Did Not Say “Next Pandemic Is Coming After COVID-19”

VERDICT: Misleading Headline

CLAIM: On Tuesday, February 9, 2021, fact-checkers at the Centre for Democracy and Development (CDD) spotted a headline on MSNBC’s YouTube channel, which trendedon several WhatsApp groups, claiming that Bill Gates had warned that a “Next Pandemic” is coming after COVID-19. 

FACT:

Investigations by CDD fact-checkers show that Bill Gates did not state that the “Next Pandemic” is coming but urged the world to be ready as there would be another pandemic.

 He said in response to a question on the key steps to take concerning the pandemic:

“We have to do two things at once, We have to bring this epidemic to an end primarily by getting the vaccine out in large numbers to the entire world and we have to make sure we are ready because there will be another pandemic,” Mr. Gates said in the interview.

However, MSNBC’s headline suggests that Mr. Gates had warned that there would be another pandemic immediately after COVID-19.

While it is a known fact that there would always be a pandemic, it is not a known fact that another pandemic would occur after COVID-19. Most importantly, Bill Gates did not in his statement say so too.

Mr. Gates is among the leading few advocating for global vaccination against Coronavirus (COVID-19) disease. His call for vaccination has lead to a backlash from several quarters including religious leaders across the globe. He  has been a subject of several conspiracy theories, including the aim to depopulate the world

CONCLUSION

The MSNBC headline report that Bill Gates had warned that a “Next Pandemic is coming after COVID-19″ is misleading.

The CDD urges the media on accurate reporting, avoiding sensational headline and members of the public to read beyond headlines before sharing any news report, especially on social media.

FACT-CHECK: Did WHO Disqualify Nigeria From Global Vaccine Bid?

VERDICT: Misleading

On February 6, 2021, the Punch Newspaper published a report online with the headline, “WHO disqualifies Nigeria, eight others from global vaccine bid.”

 The report claimed that the World Health Organisation-led COVAX global initiative has disqualified Nigeria and eight other countries for bidding for the Pfizer vaccines.

According to the report, WHO’s decision follows Nigeria’s inability to meet the standard requirement needed for storage of the vaccines at the required -70 degrees Celsius.

FACT:

The report by Punch newspaper on the disqualification of Nigeria from the Pfizer vaccine bid is false.

The WHO representative in Nigeria, Dr. W. Kazadi Mulombo said the ‘’WHO is part of Covax facility and can never disqualify a Member State from accessing an approved vaccine for their population.’’

Dr. Mulombo made this known through his Twitter handle @WMulombo.

He further to called on members of the press in Nigeria and globally to contribute to fighting misinformation around COVID-19.

In a press conference to address the issue, organized by the WHO in Nigeria and National Primary Health Care Development Agency, Dr. Kazadio said that “The World Health Organisation has not disqualified any country in Africa from accessing #COVID19 vaccines through the COVAX facility, but rather, is supporting all countries to access vaccines as quickly as possible.”

 He explained that in addition to the AstraZeneca doses, there was an initial limited volume of Pfizer vaccine available through COVAX.

“On the African continent, as of the 18th January, COVAX received 13 submissions and a multi-agency committee evaluated the proposals of which 9 were recommended as ready to deploy the Pfizer vaccine including Nigeria,” Mulombo said.

Also, a review of the press briefing by Dr Matshidiso Moeti, World Health Organization (WHO) Regional Director for Africa, which the Punch Newspaper and others relied on to publish the report shows that the global health body did not disqualify Nigeria from any global vaccine bid.

In much-awaited news, the COVAX facility has informed African countries of the first allocations of the COVID-19 vaccine. Nearly 90 million doses of the Oxford/AstraZeneca vaccine could start arriving on the continent later this month. This is subject to WHO listing the vaccine for emergency use. The review is ongoing, and its outcome is expected soon.’’ She said.

The press statement also explained that proposals for the initial 320,000 doses of the Pfizer-BioNTech vaccine to be allocated to four African countries were evaluated based on current mortality rates, new cases and trends and capacities to store the vaccine at minus 70 degrees Celsius.

The countries are Cape Verde, Rwanda, South Africa and Tunisia.

Fact-checkers at the CDD also went through the Gavi website to ascertain if Nigeria has been disqualified. Gavi is co-leading COVAX, the vaccines pillar of the Access to COVID-19 Tools (ACT) Accelerator. This involves coordinating the COVAX Facility, a global risk-sharing mechanism for pooled procurement and equitable distribution of eventual COVID-19 vaccines.

The CDD discovered that COVAX Interim Distribution Forecast shows that Nigeria is in line to receive 16,000,000 doses of vaccines through the facility.

CONCLUSION

The claim by the Punch Newspaper in its frontpage headline that the WHO has disqualified Nigeria from the global vaccine bid is false.

Evidence shows Nigeria is still part of the COVAX -Access to COVID-19 Tools (ACT) Accelerator.

COVID-19 Pandemic: Steps To Conducting An Election

With guidance from the Nigeria Centre for Disease Control (NCDC), the Independent National Electoral Commission (INEC) has released measures to be taken by electorates and officials to prevent the spread of Coronavirus (COVID-19) during elections in Nigeria.

These measures include steps expected to be taken by both electoral officers, voters and observers during an election in Nigeria.

The Centre for Democracy and Development (CDD) and the Independent National Electoral Commission (INEC) with support from the MacArthur Foundation and Open Society Initiative for West Africa (OSIWA) produced this video for guidance.

FACT-CHECK: Prof Ebere Onwudiwe Not In Dollar Spraying Trending Video

VERDICT: False and Misleading

CLAIM: On Monday, January 11, 2021, the Centre for Democracy and Development (CDD) spotted a trending video of a group of people particularly men dressed in white attire and off-white hats spraying Dollar notes in the air in an event.

The video widely spread on WhatsApp with the claim that the event was the traditional chieftaincy installation of Professor Ebere Onwudiwe, as the Mba 1 of Isunjaba, a ceremony that took place on December 27, 2020.  Prof Onwudiwe died from COVID-19 related complication on January 9, 2021.

Prof Onwudiwe until his death was a professor of Political Science Emeritus at the Central State University in Wilberforce, Ohio, and a Distinguished Fellow at the CDD.

FACT:

A review of the video by CDD fact-checkers using evidence-based technology identified the people in the video as members of the social group, the Asian Tigers, which is displayed on the off-white hat. The group’s membership is largely from Anambra State, South-East Nigeria.

Further fact checks proved that the men in the video attended a traditional wedding ceremony in Agulu, in that state. CDD spotted other videos of the Asian Tigers using tech,  CDD found  Ufo Solomon’s Facebook page, an ardent follower of the Asian Tigers; and  Okafor Ukay’s account, who claimed to be members of Asian Tigers, in  Qatar.

One of the videos posted by Ufo Solomon in January 2020, exactly a year earlier, shows the group spaying money at the House Warming of one of their members, confirming a norm in the manner the group display currencies in their events.

Fact-checkers can independently confirm that that Professor Onwudiwe was not a member of the group and therefore there was no way they will attend  “his installation’’.

The claim originated from a piece: “The Njaba Super Spreader Event by Joel Nwokeoma” on Saturday, January 9, 2021. In the piece, Nwokeoma had warned residents of the Njaba community to self-isolate, shortly after the death of Prof. Onwudiwe was announced.

The piece by Nwokeoma was subsequently shared on Facebook by a Special Adviser to President Muhammadu Buhari on Political Matters, Babafemi Ojodu. The Facebook post accompanied by the Asian Tiger video has since gone viral.

In a quick reaction, Nwokeoma posted a disclaimer on his Facebook page that said, “evidently, a mischief-maker attached it (the video) to the apt post which has since gone viral”.

Nwokeoma added: “The video should be regarded as what it is, fake and concocted, and therefore discountenanced.”

Also, CDD contacted Nigerian journalist, Ray Ekpu, an associate of Prof Onwudiwe, who was present at the chieftaincy event in Isunjaba. Premium Times had earlier quoted Mr. Ekpu when it reported the death of the Professor.

Mr Ekpu confirmed the trending video as a false representation of Prof Onwudiwe and the event of his chieftaincy installation in Isunjaba.

He said that the chieftaincy installation was a very restricted ceremony, which according to him took place in an open space, with only four persons, including Prof Onwudiwe, Prof Pat Utomi, himself and another individual, the ceremony which lasted within 30 minutes.

Mr Ekpu further stated while there were people at the occasion, the open arena where the rites of conferment were performed by the traditional ruler had only five people present.

According to Mr. Ekpu, there was no band and no music at the ceremony so the question of spraying money was not an issue.

He also added that the ceremony was as solemn.

CONCLUSION

The claim that the group of men in a white dress and white hat spraying dollars in the air was attending the installation of Prof EbereOnwudiwe is false.

Tackling COVID-19: The Need for a Nigerian Response

The coronavirus is a human tragedy that is now affecting over a million people around the globe. The World Health Organization ( declared COVID 19 a pandemic on March 11, 2020. It indicated with certainty that the coronavirus (SARS CoV 2) will spread to all parts of the world and pointed out that all governments, businesses, and individuals had the ability to change the disease’s trajectory. Current Global Status The pandemic continues to expand more than 209 countries and territories have
reported cases of COVID 19 As of April 14 case growth has accelerated to more than 1 5 million cases. Death 125,623 Recovered 466,948.


Some countries have a handful of cases, others with early community transmission have a few hundred, and those with the uncontrolled, widespread transmission have tens of thousands. Governments all over the world have launched unprecedented public health and economic responses. In Nigeria, as of April 14 the coronavirus has so far infected 373 people, 99 discharged and 11 people have died.

Since Nigeria confirmed its index case on 27 th of February, 2020 several measures have been taken by the federal government targeted at curbing the spread of the virus. These were based on best practices as part of the measures implemented in China, Europe and the US.

A Presidential Task Force on COVID 19 was established on 18 th of March by President Buhari chaired by the secretary to the government of the federation, Mr Boss Mustapha. The task force developed a strategy that has resulted in restrictions on travel to and from 15 high infected countries closure of land, sea and air points of entry and the expansion of the national testing capacity from 500 per day to 1500 per day.

The government also suspended activities at the domestic airports by stopping the movement of commercial flights The government also encouraged inter state restrictions on road or sea transportation by imposing a lockdown for 14 days in Lagos, Abuja and Ogun states.

Consequently, many other state governments adhered to this as a measure to contain the virus spread.

Tackling COVID-19: Finding West Africa's Path

Introduction


The days when COVID-19 was only a distant threat to West African countries are over. It is now evident that the virus is here to stay and
must be addressed with practical responses that take into account the West African settings. Although the infection curve is not exponential, community transmission is beginning to gain ground in the region, with countries such as Cote d’Ivoire, Ghana, Guinea, Nigeria, and Senegal at the forefront with the most cases.

The lack of testing capacity in many countries suggests that the
estimated number of cases are most likely understated. Currently,
there are three factors that give the region an advantage in the fight against the novel disease. First, is its youthful population. The average age of Africans is below 20 years, and available data suggests that the risk of serious medical complications and death is
lower among younger people.

Furthermore, warm weather in the region could potentially reduce the spread of the virus, although this fact is remains unproven Lastly, as a result of the Ebola epidemic in West Africa, it could analysts have argued that the region has some experience confronting infectious diseases.

While these factors might allow the region to avoid the worst of the pandemic, it also faces grave challenges that could overwhelm these advantages They include high levels of poverty densely packed urban areas and weak health systems and insecurity.


As the number of COVID 19 cases continues to increase, it will become increasingly difficult for the fragile healthcare system and economies of the region to withstand the effects of the pandemic This is because overall healthcare financing in most west African countries is relatively low at an average of US 292 per capita, thus, indicating a major constraint to effective healthcare service delivery.

Top CDD Fact-Checks For The Week Ending October 31, 2020

In the past week, false narratives across the ecosystem continued to revolve around incidents during the #EndSARS protest and Nigerian politics.

Some of the narratives include the claim that the Nigerian Government is giving out N3 million as a means to alleviate poverty among youths in the country. This claim was found to be false and detected as a tactics used by internet fraudsters to scam unsuspecting Nigerians.

Claims reviewed and countered by the Centre for Democracy and Development (CDD) include:

Sheikh Abdallah Kaya Never Nominated Governor Zulum for 2023 Presidential Ticket

On Tuesday, October 23, 2020, fact-checkers at the Centre for Democracy and Development (CDD) spotted a trending report claiming that an Islamic cleric, Sheikh Dr. Abdallah Usman Gadon Kaya, had nominated the Borno State Governor, Babagana Zulum, as a viable presidential candidate for 2023.

The story published numerous platforms – Muryar YanciRariya and Katsina Online – and broadcast by online television Dokin Karfe TV  said that the cleric had described Professor Zulum as the qualified candidate for presidency in the 2023 general election.

A check by fact-checkers at the CDD showed that Sheikh Kaya never declared the Borno State Governor as the qualified candidate for the 2023 Presidential election.

When contacted, Sheikh Kaya told CDD that he has received reports of the story and it is nothing but selfish work of social media champions.

Has Kano 2019 PDP Gubernatorial Candidate Left Kwankwasiyya Group?

A widely shared WhatsApp broadcast claimed that 2019 Kano State governorship candidate for the Peoples Democratic Party, Kabir Yusuf, has defected from the Kwankwasisyya group led by former Governor Rabiu Kwankwaso.

The WhatsApp broadcast claimed that Kabir’s decision to leave Kwankwasiyya followed insinuations that he will not be considered for another ticket to run for the Kano State governorship seat in 2023.

It also added that the Kwankwasiyya leader, Senator Kwankwaso, will give the 2023 ticket to former executive secretary of TETFund, Abdullahi Bichi.

CDD’s fact-check proved that the claim by the broadcast is false. Fact-checkers as the Centre’s investigation revealed that Kabir is still a member of the Kano political group.

Also, the spokesperson to the aspirant, Sunusi Bature, describing the claim as false told CDD that his principal is still with Kwankwasiyya.

FG Not Giving Out N3 Million Grant To Nigerians

On Tuesday October 27, 2020, fact-checkers at Centre for Democracy and Development (CDD) spotted a WhatsApp message shared across many groups.

The message claimed that the Federal Government is giving out N3 million in grant to interested Nigerians and interested Nigerians are expected to click on the link provided for further details and registration.

The message read in parts: “Don’t miss the Federal Government’s 3 million grants. It takes few seconds to apply. Don’t miss this great opportunity apply here”.

Investigations carried out by fact checkers at the CDD show that the claim is false and an internet scam by fraudsters. Fraudsters normally use this method to lure unsuspecting Nigerians to apply for such offers and end up duping them.

Further verifications by CDD show that the information provided is very suspicious; upon registration, interested participants are required to share the same link with others in order to complete the registration process.

The Centre also found out that the website is not genuine or owned by any of the government agencies like that of Small and Medium-Sized Enterprises, Micro or Agro loan.

In addition, an analysis on the link and website shows that not a single credible information is on the page.

FACT-CHECK: No, WHO Did Not Send Message on COVID-19 Vaccine

CLAIM:

On August 20, 2020, fact-checkers at Centre for Democracy and Development (CDD) came across an article published on Myafricatoday claiming that the World Health Organization sent an important message to the world on a Coronavirus vaccine. 

The report headlined “Breaking-news world health organization sends important message to the world on coronavirus vaccines”, said WHO’s Secretary-General, Tedros Ghebreyesus, has revisited research on COVID-19 vaccine and its accessibility to the world.

According to the blog, WHO is working closely with various sectors and governments to ensure the availability of COVID-19 vaccine for all.

The report said WHO’s decision comes at a time when some countries are opting to sell the vaccine, when available, at a high fee to nations vulnerable to the pandemic.

FACT

WHO did not send messages to “the world” or leaders of countries regarding COVID-19 vaccine or its availability.

A review of the report by the blog also shows that no part of the content had the message purportedly sent to the world leaders by the WHO.

Also, on Tuesday, August 4, 2020, Dr Ghebreyesus at the WHO’s briefing on COVID-19, discussed challenges of logistics involved in combatting the pandemic.

Ghebreyesus in his statement highlighted numerous logistic failures in the initial response to the disease.

He said: “Supply nationalism exacerbated the pandemic and contributed to the total failure of the global supply chain.” 

Dr Ghebreyesus said this led to the lack of key supplies for dealing with the novel coronavirus in several nations. 

Further checks by the CDD show that a day later, during the weekly Wednesday General Audience, Pope Francis also spoke on the need for the COVID-19 vaccine to be accessible by everyone. 

The Pope said that plans to treat the disease should prioritize those who are most in need. 

He said: “It would be sad if, for the vaccine for Covid-19, priority were to be given to the richest! It would be sad if this vaccine were to become the property of this nation or another, rather than universal and for all.”

Further responding to Pope Francis’ remarks, Dr Ghebreyesus said: “I couldn’t agree more with Your Holiness,” he wrote in a tweet on Thursday evening. 

Also, checks by the centre revealed that Coronavirus Vaccine Tracker only shows that a few pharmaceutical companies are getting to the third stage of vaccine approval. 

CONCLUSION:

The claim that WHO sent messages to the world and leaders of nations on a vaccine or its accessibility is false.

CDD urges the public to disregards the message and always ensure they verify reports before disseminating them.

FACT-CHECK: FDA Did Not Approve Hydroxychloroquine, Others for COVID-19 Treatment

CLAIM

A trending WhatsApp message claims that Hydroxychloroquine, Azithromycin and Zinc Sulphate can be used in the treatment of Coronavirus (COVID-19).  According to the message, a combination of the trio with a stipulated dose is the regimen approved by the US Food and Drug Administration agency for treatment of the viral disease.

Part of the message said: ‘’both drugs officially approved yesterday for use by the USA Food and Drug Administration (FDA)’’

FACT

The message is sequel to a video shared by a United States-based medical doctor, Stella Immanuel, on various social media platform.

Stella in her video claimed to have discovered the cure to the Coronavirus (COVID-19) and listed the cure as a combination of Hydroxychloroquine, Azithromycin and Zinc Sulphate

In the video, Stella, flanked by some other people suspected to be her associates, said she has treated over  350 COVID-19 patients including those with diabetes, high blood pressure (HBP), asthma and the elderly with the combination.

“The oldest among the patients is 92 and the result has been the same,” Stella said.

She added: “I put them on Hydroxychloroquine, Zinc and Zithromax and they are all well.”

Contrary to the claim in the viral WhatsApp broadcast that the Food and Drug Administration (FDA) has approved the use of the two drugs for the treatment of the novel coronavirus, the FDA had earlier revoked the emergency use authorisation it issued on the drugs in March 2020.

The FDA said it was concerned about the safety of the drugs due to mounting data that show it is ineffective in treating patients with the virus.

“In light of ongoing serious cardiac adverse events and other potentially serious side effects, the known and potential benefits of chloroquine and hydroxychloroquine no longer outweigh the known and potential risks for the authorised use,” the FDA had stated.

Also, on July 15, 2020, the FDA released another statement explaining its decision.

The statement read in parts: ‘’Based on ongoing analysis and emerging scientific data, FDA has revoked the emergency use authorization (EUA) to use hydroxychloroquine and chloroquine to treat COVID-19 in certain hospitalized patients when a clinical trial is unavailable or participation is not feasible.”

It said the decision was taken based on recent results from a large, randomized clinical trial in hospitalized patients that found these medicines showed no benefit for decreasing the likelihood of death or speeding recovery.

“This outcome was consistent with other new data, including those showing the suggested dosing for these medicines is unlikely to kill or inhibit the virus that causes COVID-19,” FDA added in the statement.

Also, the Nigerian Government had announced that hydroxychloroquine and chloroquine are undergoing clinical trials. On March 21, 2020, the Minister of Health, Dr Osagie Emmanuel Ehanire, declared that clinical trial on the anti-malaria drugs by the National Agency for Food and Drug Administration and Control (NAFDAC) is still ongoing.

He said, “It is not a one day job. Clinical trials take time. We are still testing the drugs on patients and collating results. I cannot tell you anything about the results now than that the tests are still ongoing.”

CONCLUSION

The claim that Hydroxychloroquine, Zinc and Zithromax combination is the cure for COVID-19 is misleading.

There is no approval on the use of the drug or any combination of drugs from the American FDA for the treatment of COVID-19.

FACT CHECK: Does Hydroxychloroquine Cure COVID-19?

VERDICT: No Sufficient Evidence to Shows It Does

Since Monday, July 27, a video of a United States of America-based physician, Stella Immanuel has continued to trend on almost all the online platforms.

The video first published by media outlet, Breitbart News, featured a group of people wearing white laboratory coats calling themselves “America’s Frontline Doctors” at a press conference in front of the US Supreme Court in Washington, DC.

In the video, Stella, a preacher makes a passionate argument about the use of hydroxychloroquine – a medication used to prevent and treat malaria – to cure Coronavirus disease.

According to the preacher and physician, she has used a combination of hydroxychloroquine, zinc and Zithromax (Azithromycin) to treat 350 patients who visited her clinic. 

Stella also argues that hydroxychloroquine cures Severe Acute Respiratory Syndrome Coronavirus 2 (SARS-CoV-2). 

“This virus has a cure, it is called hydroxychloroquine, zinc, and Zithromax,” the woman claims. 

Also, in her claim, the US-based physician said face masks are not needed for the prevention of the disease which has ravaged the globe.

“You don’t need masks, there is a cure,” Stella said.

While Stella’s video has been viewed millions of times and shared by thousands around the world, Facebook has blocked her account for violating its rules.

The video also posted on her channel was also blocked by YouTube.

In a reaction to its action, Facebook said it removed Stella’s account and the videos for sharing false information about cures and treatments for COVID-19. 

FACT

In June 2020, the US Food and Drug Administration (FDA) revoked emergency use of hydroxychloroquine for COVID-19 patients in the US.

The FDA said that mounting evidence shows the drug provides no clinical benefit and in some cases may cause heart-related complications.

Earlier this month, the World Health Organization announced its plan to discontinue the use of hydroxychloroquine and lopinavir/ritonavir for the COVID-19 treatment plan. 

The global health agency said it was following the recommendation from the Solidarity Trials International Steering Committee established to find an effective COVID-19 treatment for hospitalized patients.

WHO said findings submitted by the committee show that hydroxychloroquine and lopinavir/ritonavir produce little or no reduction in the mortality of hospitalized COVID-19 patients when compared to standard of care.

In a reaction to Stella’s video, Andrew McLachlan, who is the head of Sydney Pharmacy School at the University of Sydney said the physician’s reaction was emotion ridden.

“Passion and anecdote do not provide convincing evidence of safety and efficacy of hydroxychloroquine in treating and preventing COVID-19,”.

“Good evidence to guide practice comes from carefully controlled studies, scrutiny of the results and peer review to ensure findings and claims are robust and correct,” McLachlan said.

Also, with Nigeria being part of the clinical trial on hydroxychloroquine which commenced in March, the Health Ministry warned that the research is yet to show that drug is effective in the treatment of COVID-19.

Also, in June, a preliminary independent trial sponsored by LiveWell Initiative was conducted on the use of chloroquine and hydroxychloroquine as prophylaxis for COVID-19, in collaboration with frontline healthcare workers in Nigeria.  

The hypothesis testing was carried out among physicians, researchers, pharmacists and clinicians. 

According to a statement released by the chief executive officer of LWI, Bisi Bright, and published Punch’s HealthWise, 123 volunteers were involved in the study of which 110 were on prophylaxis and 23 on treatment.

Bright concluded that: “Although it has been proven that chloroquine and hydroxychloroquine are effective in the early treatment of COVID-19, more studies will be needed due to the small sample size deployed while quinine is effective in the advanced stage of COVID-19 including ICU,” she said.

Also, in reaction to the trending video of Dr Stella Immanuel, the Nigeria Centre for Disease Control issued a statement cautioning the public. 

The Centre wrote on its verified Twitter account: ‘’Remember, there is NO specific cure for #COVID19. Some trial drugs show promising results but are yet to be validated for use. In Nigeria, the use of hydroxychloroquine is ONLY limited to clinical trials. Please #TakeResponsibility and avoid self-medication.” 

The Centre said there is ample evidence to show that Stella’s claim that the use of a face mask is not needed to prevent the spread of coronavirus is false.

According to NCDC, the wearing of face masks is recommended due to the role played by respiratory droplets in the spread of the virus paired with emerging evidence from clinical and laboratory studies.

The NCDC said the studies show that cloth face coverings reduce the spray of droplets when worn over the nose and mouth.

CONCLUSION

There is currently no sufficient evidence to show that hydroxychloroquine cures COVID-19 as alleged by Dr Stella Immanuel. 

Also, Stella’s claim that face masks are not needed to prevent the spread of the disease is not scientifically proven.

Information is very important. False information can lead people into taking steps and actions that have grave consequences such as self-medicating on hydroxychloroquine following this viral claim.

The Houston-based physician’s claims conflict multiple studies on the anti-malarial drug and advice from public health officials to prevent the spread of COVID-19.

FACT CHECK: Have Apple, Google Silently Installed COVID-19 Tracking App on Your Phone?

CLAIM: Many users of smartphones across Nigeria have been raising concerns with the claim that Apple or Google has inserted a COVID-19 tracking sensor to their phone without permission. People are forwarding the message on WhatsApp and Facebook and Twitter, warning that an application (App) has been developed to monitor people.


FACT:


Google recently added a new feature which reads “COVID-19 exposure notifications “. This new message appears when you go to the Google Settings on your Android smartphone, like the image below.

However, the new settings are not an App installed on people’s phones to track them or a COVID-19 sensor as you may have read on Facebook, Twitter or WhatsApp messenger.


The Android or IOS are operating systems which host different apps on a device. Just like other updates on the device, what Apple and Google just did is to update their Operating Systems with the framework which allows such an app to function once it becomes available and if you decide to install it.


What you see once you try to use the search engine is the setting for the App, which are in development across the world.


According to the framework developed by the Google and Apple, you will have the option to download and install the App yourself from the respective app store and permit it just like you do with other apps installed on your devices.


You cannot enable COVID-19 Exposure Notifications until you have a particularly app installed on your phone and this cannot be activated until an app – which is not yet available – is downloaded.


Available information to CDD fact-checkers shows that the Nigerian Government has not announced the development of such an app for contact tracing using the new exposure notification system in the country as claimed.


The Lead, COVID-19 Rumour Response Team of the Nigeria Centre for Disease Control (NCDC), Abiodun Egwuenu, said the centre does not have such tracing App.


Egwuenu explained that the App used by the NCDC for contact tracing is the Surveillance Outbreak Response Management and Analysis System (SORMAS).


SORMAS is an open-source mobile eHealth System that processes disease control and outbreak management procedures and early detection of outbreaks through real-time digital surveillance, including peripheral health care facilities and laboratories.

She further told CDD fact-checkers that data are input directly by officials as state and Local Government Area heal officers have access to the App.

WAS IT DONE SECRETLY?
That is not the case. On 10 April 2020, Google and Apple jointly announced that they would integrate functionality to support such Bluetooth-based apps directly into their Android and iOS operating systems.

In the announcement, both companies promised to ‘’release APIs that enable interoperability between Android and iOS devices using apps from public health authorities. These official apps will be available for users to download via their respective app stores.”
The tech companies said, as a follow up to that, they will ‘’work to enable a broader Bluetooth-based contact tracing platform by building this functionality into the underlying platforms.

This is a more robust solution than an API and would allow more individuals to participate’’ but emphasized that the solution is available for those who decide to opt-in and will be synergy with government health authorities.

CONCLUSION
Google and Apple have not secretly installed a COVID-19 sensor on people’s phones. What they have done is to create the framework on their operating system for such an App to work, and in this case, every individual will have to download by yourself from their respective app stores.

After downloading an App, which will be provided by the health authorities, in the case of Nigeria, the Nigeria Centre for Disease Control and the Federal Ministry of Health.

You will be required to agree to the various permissions the application requires to work effectively.

FACT CHECK: Did NCDC Say No State Reported New COVID-19 Cases in 24 Hours?

VERDICT: False and Misleading Headline

CLAIM:

On Saturday, July 18, 2020, fact-checkers at the Centre for Democracy and Development (CDD) spotted a report on NewsExtra claiming that no state in Nigeria reported new cases of Coronavirus (COVID-19) in 24 hours.

The report published with the headline, COVID-19: No state reported new case in 24 hours –NCDC; further said that the Nigeria Centre for Disease Control (NCDC) announced 653 outstanding cases of the deadly viral disease.

FACT:

Investigations by CDD fact-checkers show that contrary to the claim by the blog, there were reported cases of COVID-19 cases by the NCDC.

The official Twitter page of the NCDC of the Nigeria Centre of Disease Control (NCDC) on Saturday, July 18, 2020, showed that 653 new cases were recorded across states in the country.

A breakdown of cases per state shows that Lagos had 115, Kwara 85, Enugu 80, FCT 78, Rivers 36, Ondo 35, Oyo 30, Katsina 28, Kaduna and Abia 19, Nassarawa 18, Plateau 17 and Imo 16.

Also, on the same day, Ogun, Ebonyi, Benue and Kano had 9, Delta 8, Bauchi 7, Ekiti 6, Gombe, Bayelsa, Adamawa and Osun 4, Cross rivers, Yobe Borno and Zamfara with only 1 new case.

Further checks by CDD also show that this increased the total confirmed case in the country to 36,107.

CDD fact-checkers can also verify that since the outbreak of Covid-19 in Nigeria on February 27, 2020, no day has passed without report of a new case of the deadly disease.

CONCLUSION
CDD fact-checkers can confirm that the claim by NewsExtra that no case of COVID-19 was reported in 24 hours between July 17 and July 18, 2020.

In the past week, the Centre for Democracy and Development (CDD) has countered some disinformation spreading across various social media spaces.

Some of the fact-checks showed that the Coronavirus (COVID-19) pandemic ravaging the world has changed most of the activities in the Nigerian system.

Below are the fact-checks produced by the CDD between July 13 and July 19, 2020.

FACT CHECK: Has FG asked Nigerians to visit NDE offices for Empowerment Exercise?

Since Friday, July 17, 2020, a WhatsApp message asking young Nigerians interested in applying for special public works programme circulated on the App.

The message urged the prospective applicants to visit offices of the National Directorate of Employment (NDE) in their states to register for the programme.

Part of the message read, “Please go to NDE office in your state and register for 774000 empowerment exercise going on now in the whole federation.’’

The messages also had addresses of the NDE State offices in 36 states of the Federation and the FCT.
The Minister of State, Labour and Employment, Mr Festus Keyamo, SAN, has announced that the details of the message are false.

FACT CHECK: Did the FG Agree to Pay Private School Teacher’s Salary owed During the Lockdown?

On Tuesday, July 14, 2020, several online platforms reported that the Federal Government of Nigeria had agreed to pay salaries of private school teachers owed during the lockdown.

The report credited to a statement by the President of the National Association of Proprietors of Private Schools (NAPPS), Yomi Otubela, who had said that only private schools registered under its association would benefit from the FG’s bailout.

According to the report, the proposal has been sent to the Economic Sustainability Committee headed by the Vice President, Yemi Osinbajo, and approved by the Federal Executive Council.

Fact-checkers at the Centre for Democracy and Development (CDD) contacted the office of the Vice President to verify the information. Laolu Akande, the Senior Special Assistant-Media and Publicity to Professor Osinbajo confirmed the report.

Akande said private schools and other qualified Micro, Small and Medium Enterprises (MSMES) would benefit from the payroll support after some criteria have been spelt out.

He said: “The FG will receive staff information from the benefiting MSMES and money sent directly to the affected staff.’’

In addition, the Vice President while speaking at the 2020 edition of the Micro Small And Medium Enterprises (MSMEs) awards said private schools will benefit from the government’s stimulus package.

The claim that the Federal Government has agreed to pay the salaries of private school teacher’s owed by the schools during the lockdown is true.

Did President Donald Trump Tweet About Wearing A Face Mask?

On Thursday, July 16, 2020, fact-checkers at the Centre for Democracy and Development (CDD) spotted a screenshot of a tweet claimed to have been shared by the President of the United States of America, Donald Trump.

A screenshot of the tweet which read: “Wear a Mask” was reshared by @scienceIsnew who claimed the tweet was made by hackers.

Their caption read, “What Donald Trump should have done, was done by Hackers, #twitterhacked Hackers left an important message while cleanly stealing bitcoins.’’

The tweet is an example of how new technology is being used in promoting falsehood online.

Available information shows that the US President never made such tweet, neither was his account hacked as claimed by @scienceIsnew in its caption.

The American media had on Saturday, July 11, 2020 , gone frenzy when President Trump was seen wearing a face mask as he walked down a hallway during his visit to Walter Reed National Military Medical Center in Bethesda, Md.

In a quick reaction, Twitter said it believes the hack is an attack on some of its employees with access to the company’s internal tools, CNN reports.

Twitter CEO, Jack Dorsey, said the company is investigating what happened.

“Tough day for us at Twitter. We all feel terrible this happened. We’re diagnosing and will share everything we can when we have a more complete understanding of exactly what happened,” Jack said.

The report said a White House spokesperson said: “The president will remain on Twitter. His account was secure and not jeopardised during these attacks.”

Also, a review of the Trump’s Twitter page shows that the US president did not make such tweet at the time on the screenshot. The US President is also not known for deleting his tweets.

CLAIM: On Thursday, July 16, 2020, fact-checkers at the Centre for Democracy and Development (CDD) spotted a screenshot of a tweet claimed to have been shared by the President of the United States of America, Donald Trump.

As at Thursday 16 July 2020 that the tweet was spotted, it has allegedlygenerated 16,000 retweets and 57,000 likes.

FACT: The tweet is an example of how new technology is being used in promoting falsehood online.

CDD checks show that while it is true that the US President during his visit to the medical centre urged Americans to wear a mask ‘’If it‘s necessary”, he did not do so via his official twitter handle. 

In addition, claim that President Trump’s account was hacked is false. This claim followed attacks on some Twitter accounts belonging to top US investors and leaders on Wednesday, July 15.

In an incident which took place within a short period of 30 minutes or less, Twitter accounts belonging to Joe Biden, Bill Gates, Elon Musk and Apple, among other prominent ones, were hacked.

The attempts on these accounts involved a coordinated bitcoin scam using these high profile Twitter users’ account.

In a quick reaction, Twitter said it believes the hack is an attack on some of its employees with access to the company’s internal tools, CNN reports.

Twitter CEO, Jack Dorsey, said the company is investigating what happened.

“Tough day for us at Twitter. We all feel terrible this happened. We’re diagnosing and will share everything we can when we have a more complete understanding of exactly what happened,” Jack said.

He also assured that his team mates were working hard to ensure every wrong is made right.

A report by Telegraph quoted officials stating that the security breach did not affect Trump’s account because it is under a ‘special kind of lock-and-key’ after past incidents.

The report said a White House spokesperson said: “The president will remain on Twitter. His account was secure and not jeopardised during these attacks.”

Also, a review of the Trump’s Twitter page shows that the US president did not make such tweet at the time on the screenshot. The US President is also not known for deleting his tweets.

The past week has seen a trend of false claims across Nigeria, shifting from major issues around the ongoing Coronavirus pandemic to the political space.

The Centre for Democracy and Development (CDD) has continued to sustain in efforts in countering the disinformation across social media space and at the community level.

The false claims countered this past week include: 

Did 50 Nigerian Lawmakers Test Positive for COVID-19?

A report widely shared and published on several blogs on Tuesday, July 17, 2020, claimed that over 50 lawmakers at the National Assembly allegedly tested positive for Coronavirus.

The report claimed the development was responsible for the adjournment of plenary by the leadership of the House of Representatives on Tuesday as most of the affected lawmakers were seriously ill and some isolated.

This claim was published by these news sites, including NewsflashOpera News and many others.

However, investigation on the claim showed that it is unproven that 50 Nigerian lawmakers tested positive to deadly virus disease.

The Chairman, Senate Committee on Media and Public Affairs, Ajibola Basiru, in response, questioned the validity of the claim.

In an inquiry sent to Basiru by CDD fact-checks, the lawmaker responded: “Fake news” through a text message.

Also, the spokesperson to the House of Representative, Benjamin Kalu, said the claim was false.

A statement released by the lower chamber, which was sent to our fact-checker when contacted read in part: ”We wish to state that there has not been any panic at the National Assembly as alleged in the publication and that to the best of our knowledge, it is untrue that 50 lawmakers tested positive to Covid-19.”

Further checks with the Assistant Epidemiologist of the Federal Capital Territory, Dr Nwachukwu, showed that the claim is unproven.

Dr Nwachukwu told CDD fact-checkers that she is not aware of such an incident.

“I am not aware of such,” Dr Nwachukwu said

The claim remains unproven. Both Chambers of the National Assembly have debunked the report that 50 lawmakers have tested positive to COVID-19.

Are N-Agro Applicants Scheduled to Take 15-Minutes e-Test Via Email Link?

On Thursday, July 9, 2020, fact-checkers at the Centre for Democracy and Development spotted a WhatsApp broadcast informing applicants for the N-Power Agro of an upcoming 15 minutes e-test.

According to the message, a link to the test has been sent via email to all successful candidates who applied for the programme.

The message also encouraged all applicants who registered for the N-Power Agro to check their emails for details and link.

However, checks by fact-checkers at the CDD revealed that the purported claim is false. Checks on N-Power platforms and websites by the Centre also showed that at no point was such directive or announcement made by the Federal Government.

Also, a short statement released on July 7, 2020, by the Ministry of Humanitarian Affairs and Disaster Management on the N-Power social media platforms proved that the message did not emanate from the FG.

The message said: Disregard any information that did not originate from our verified channels. Any information making rounds about an assessment schedule should not be considered FAKE NEWS”.

NAFDAC Did Not Approve Herbal Drug for COVID-19 Prevention, Treatment

On July 11 2020, several news blogs in Nigeria reported a claim that the National Agency for Food, Drug Administration and Control (NAFDAC) had approved a PAX herbal drug as an immune booster against Coronavirus (SARS-COV-2).

The various reports claimed that the Director of the Pax Herbal Clinic and Research Laboratories, Reverend Father Anslem Adodo, announced the approval of the drug for the treatment of symptoms associated with COVID-19.

This claim also published by the Guardian Nigeria, trended on social media platforms and WhatsApp.

Checks by CDD fact-checkers show that NAFDAC did not approve PAX herbal drug as an immune booster against the SARS-COV-2. The immune booster was approved as ‘safe for use’ in Nigeria. 

NAFDAC in a disclaimer issued by Professor Moji Adeyeye, Director-General of the Agency, said the Pax Herbal claim is wrong and inaccurate.

Professor Adeyeye, however, said Pax Herbal applied to NAFDAC for the listing of Pax Herbal Cugzin capsule 290mg “safe to use” as an immune booster – not for use against COVID-19.
