CLAIM: CDD fact checkers spotted a trending tweet by Daniel Bwala, a lawyer and until recently served as a special adviser on legal matters to the Deputy Senate President, Ovie Omo-Agege.
On August 1, 2022, Mr. Bwala claimed there are about 190,000 polling units in Nigeria. He also maintained that a minimum of three-party agents are required at the polling unit.
The tweet reads: “There are about 190k polling units in Nigeria. A party needs a minimum of 3 agents in each polling unit; 570k human beings in total. “That’s structure existing not on social media. Anyway, it will be clearer as we approach elections. Insult is not a substitute for structure”.
FACT CHECK PROCESS: CDD Fact check on the claim indicated that Daniel Bwala’s data were inaccurate. As at August 2, 2022, the tweet has garnered over 3,000 (626 retweets, 190 Quotes and 2,333 likes) engagements and still growing.
According to the Election Management Body, there are 176,846 polling units listed on the Independent National Electoral Commission (INEC) website. INEC, on June 16th, 2021, removed polling units from ‘inappropriate’ places and worship centers across the country. The commission’s chairman, Mahmood Yakubu, disclosed this at a meeting with Resident Electoral Commissioners (RECs) in Abuja.
At the meeting, he unveiled the locations of the newly created 56,872 Polling Units (PUs) and also announced other electoral arrangements. With the creation of the new PUs, Mr. Yakubu said, Nigeria now has 176,846 full-fledged polling units against its initial 119,974 PUs in the 36 states and the Federal Capital Territory (FCT). He pegged the total number of polling units removed from ‘inappropriate places’ at 749.
Mr Bwala also claimed a party needs a minimum of three party agents in each polling units. Fact check on INEC’s pocketbook for party agents, clearly state that a political party is limited to one agent in each of polling units, as against three agents claimed by Mr. Bwala.
CONCLUSION: CDD fact-checkers can confirm that there are 176,846 polling units in Nigeria and not about 190,000. Additionally, there is a limit of one agent rather than three per polling unit as claimed by Mr. Bwala.
Mr. Bwala’s data on his tweet are wrong and therefore false.
As the country heads to 2023 general elections, there are several misleading contents online, CDD therefore urges citizens and voters to be careful of content they share, online and offline.
A picture showing the Minister of Transportation, Mr. Rotimi Amaechi and the National Chairman of the All Progressives Congress (APC), Alhaji Abdullahi Adamu, with some ‘Ghana-Must-Go’ bags in-between their seats is currently circulating on social media.
The picture is being circulated on different social media platforms, including Facebook and Twitter, suggesting that Amaechi took bags of cash to the party chairman.
For instance, one Twitter user, T’Challa, commented that the nation’s resources were being used to play politics.
“You see the loan Buhari and Amaechi have been incurring from China for railway stored in those 3 Ghana-Must-Go bags,” T’Challa tweeted.
“See Amaechi that said he does not like money. Behind them are bags of money which @ChibukeAmaechi brought to APC Chairman,” one Ogochukwu also wrote on Twitter.
Verification: Daily Trust gathered that indeed the minister of transportation who is a presidential aspirant on the platform of the APC visited Adamu in the chairman’s Keffi residence in Nasarawa State on Sunday.
The visit may not be unconnected with the fact that the minister’s consultation with the party’s helmsman as the race for the party’s ticket gains momentum.
However, it could not be ascertained whether the bags were brought by Amaechi. Also, it is not clear if the bags seen in the picture indeed contained cash.
One Habeebah Suleiman, who claimed to be in the entourage of the minister during the visit, confirmed that Amaechi met with the APC chairman but did not stay more than 20 minutes and did not go with any bag of money.
In a social media post, Suleiman said, “Very unfair. I was there yesterday (Saturday) at the Keffi residence of the APC national Chairman the whole day. When Amaechi walked in, he just stayed for 20 minutes and left. Not even 1 security detail escorted him into the house and certainly he wasn’t accompanied by any Ghana Must Go bag, not even a “Man handbag.”
A Google reverse image search on the photo generated on Twitter did not reveal where the photo originated from. Hence, it could not be established whether the picture was actually taken during the visit or doctored.
The picture is not also included among the ones that the party released after Amaechi’s visit.
When contacted, an APC official, who spoke off the record described the picture as “social media gibberish”, adding that, “There is nothing to it.”
Conclusion: Although, Ghana Must Go bags were seen in the picture of Amaechi and the APC national Chairman, there is no evidence to show that they contained money brought by the presidential aspirant.
On Saturday, November 14, 2020, The Nation Newspaper reported that an Assistant Commissioner of Police (ACP) in Edo State had died from bullet injury sustained while he engaged in a shootout with cultists in the state.
The report published on The Nation said the ACP, who is in charge of the Area Command in the state capital died on Friday, November 13, 2020, at the University of Benin Teaching Hospital (UBTH).
According to the report, the death of the ACP was confirmed in confidence on Saturday evening by a senior police Officer of Edo command via a telephone conversation.
A check by the Centre for Democracy and Development (CDD) shows that the Benin Area Command Metro of the Edo State Police Chief, ACP, Agabi Godiri, is alive.
CDD can reliably confirm that Godiri survived the attack by some hoodlums at the Upper Sakponba Road end of Benin City. Godiri who is recuperating at hospital in Benin was visited by a crime correspondent, Festus Alenkhe.
According to Alenkhe the ACP only sustained a slight injury during the attack as he was quick to have escaped after he was fired by the some gunmen.
Alenkhe said: “It was revealed that the policeman who was not on uniform rammed in to the gunmen who immediately opened fire into his car. But he quickly zoomed off from the area with the injury where he then called for police back-up from where he was taken to the hospital for immediate attention.”
He also said that Godiri would be discharged from the hospital soon as the Police has warned that the public space will not be left for miscreants to dominate.
Also, the CDD is in possession of a photograph of Godiri, shared by a fact checker in the state, Godiri was seen in an arm cast with a friend at the hospital in Benin.
Several other sources, including Premium Times also reported the State Commissioner of Police, Johnson Kokumo, saying said that Godiri and others involved in the attack were responding to treatment in an undisclosed hospital in Benin.
The claim that ACP Godiri died after sustaining bullet injury from a gun battle with cultists in Beinin City is false.
CDD urges citizens particularly media organizations to fact check reports, from multiple sources, before breaking the news to the public.
On October 25, 2020, fact-checkers at the Centre for Democracy and Development (CDD) spotted a post by Sahara Reporters, Naturenex and Pinnaclereport claiming that the lawmaker representing Tofa, Dawakin Tofa, Rimin Gado Federal Constituency, Tijjani Jobe, was beaten by members of his constituency.
The reports claimed that Jobe had visited Gulu community in his constituency when youths in the area attacked him over non-performance and his failure to fulfill his campaign promises.
Photographs used by the blogs for the story showed the sweating lawmaker surrounded by many people.
Investigation by CDD shows that the claim by the blogs that Honourable Jobe was attacked and beaten by members of his constituency is false.
Jobe, who is the Chairman of the House Committee on Rural Development, was on an oversight visit on Rimin Gado – Gulu road for an ongoing project he sponsored.
Our findings show that shortly after the lawmaker had inspected the ongoing road construction, he proceeded to his hometown, Jobe, where he was met by thousands of people who thronged his residence. He was also said to have started sharing money to the people upon his arrival in Jobe.
An eye witness, Yusuf Gajida, who is also a farmer in Jobe community told CDD that Jobe was not beaten by his constituent members as widely claimed.
“I swear to God nothing of that nature happened, he visited and left peacefully, in fact he received a warm welcome,” Gadija said.
Also speaking on the matter, Ibrahim Yaro, a personal assistant the lawmaker said the crowd of people were outside the premises waiting for Jobe’s arrival.
According to Yaro, the lawmaker had immediately ordered that the security at the gate allow the people entry into his residence.
He said photographs from the venue was taken and shared by a social media supporter who commended the lawmaker for supporting his people.
Yaro said: “It’s surprising how a newspaper will lift a story from a Facebook user and write a story based on the claim they didn’t verify.”
“After one of our social media supporters posted the picture praising the Honourable for the good gesture, a day after an opponent of ours used the same picture and captioned it “lawmaker beaten by his constituents” and that is what Sahara Reporters used to write their story, they used the picture and the caption, a day after other platforms also published the same story, it’s surprising,” he added.
The story published by several mediums claiming that Tijjani Jobe, the lawmaker representing Tofa, Dawakin Tofa and Rimin Gado federal constituencies was beaten by his constituents is false.
CDD is urging Nigerians to always verify the authenticity of stories before sharing them.

In the past week, false narratives across the ecosystem continued to revolve around incidents during the #EndSARS protest and Nigerian politics.
Some of the narratives include the claim that the Nigerian Government is giving out N3 million as a means to alleviate poverty among youths in the country. This claim was found to be false and detected as a tactics used by internet fraudsters to scam unsuspecting Nigerians.
Claims reviewed and countered by the Centre for Democracy and Development (CDD) include:
Sheikh Abdallah Kaya Never Nominated Governor Zulum for 2023 Presidential Ticket
On Tuesday, October 23, 2020, fact-checkers at the Centre for Democracy and Development (CDD) spotted a trending report claiming that an Islamic cleric, Sheikh Dr. Abdallah Usman Gadon Kaya, had nominated the Borno State Governor, Babagana Zulum, as a viable presidential candidate for 2023.
The story published numerous platforms – Muryar Yanci, Rariyaand Katsina Online – and broadcast by online television Dokin Karfe TV said that the cleric had described Professor Zulum as the qualified candidate for presidency in the 2023 general election.
A check by fact-checkers at the CDD showed that Sheikh Kaya never declared the Borno State Governor as the qualified candidate for the 2023 Presidential election.
When contacted, Sheikh Kaya told CDD that he has received reports of the story and it is nothing but selfish work of social media champions.
Has Kano 2019 PDP Gubernatorial Candidate Left Kwankwasiyya Group?
A widely shared WhatsApp broadcast claimed that 2019 Kano State governorship candidate for the Peoples Democratic Party, Kabir Yusuf, has defected from the Kwankwasisyya group led by former Governor Rabiu Kwankwaso.
The WhatsApp broadcast claimed that Kabir’s decision to leave Kwankwasiyya followed insinuations that he will not be considered for another ticket to run for the Kano State governorship seat in 2023.
It also added that the Kwankwasiyya leader, Senator Kwankwaso, will give the 2023 ticket to former executive secretary of TETFund, Abdullahi Bichi.
CDD’s fact-check proved that the claim by the broadcast is false. Fact-checkers as the Centre’s investigation revealed that Kabir is still a member of the Kano political group.
Also, the spokesperson to the aspirant, Sunusi Bature, describing the claim as false told CDD that his principal is still with Kwankwasiyya.
On Tuesday October 27, 2020, fact-checkers at Centre for Democracy and Development (CDD) spotted a WhatsApp message shared across many groups.
The message claimed that the Federal Government is giving out N3 million in grant to interested Nigerians and interested Nigerians are expected to click on the link provided for further details and registration.
The message read in parts: “Don’t miss the Federal Government’s 3 million grants. It takes few seconds to apply. Don’t miss this great opportunity apply here”.
Investigations carried out by fact checkers at the CDD show that the claim is false and an internet scam by fraudsters. Fraudsters normally use this method to lure unsuspecting Nigerians to apply for such offers and end up duping them.
Further verifications by CDD show that the information provided is very suspicious; upon registration, interested participants are required to share the same link with others in order to complete the registration process.
The Centre also found out that the website is not genuine or owned by any of the government agencies like that of Small and Medium-Sized Enterprises, Micro or Agro loan.
In addition, an analysis on the link and website shows that not a single credible information is on the page.
The #EndSARS protests began as a movement against Police brutality in Nigeria. Young Nigerians took to the street and social media to ask for an end to decades of harassment, brutality and even death from a unit of the Police Force in Nigeria, the defunct Federal Special Anti – Robbery Squad (F-SARS) popularly known as SARS for short.
Millions of tweets were shared, making the hashtag #EndSARS trend globally with Twitter handing the world an icon for the movement. In the past week, young Nigerians took to Twitter using #EndSARS to narrate their ordeal on the excesses of the SARS unit notorious for abuse of human rights.
Throughout this period, there were protests from all over the world, demanding a reform of the entire police system but not all information shared were facts.
At the Centre for Democracy and Development (CDD), we spotted thousands of posts and claims that were posted online using the hashtag and found some to be misinformation or outright disinformation. We have reviewed some of them and other claims below:
Lady Wrapped In Nigerian flag Stained With Blood Not Dead, Not From Lekki Shooting
The lady, wrapped up in the Nigerian flag stained with blood had her hand dropping like she had no life in her, triggering generated over 105,700 likes and 6,934 comments and reactions on social media that she was a victim of the Lekki #EndSARS shooting.
In some cases, the photograph when shared on social media is accompanied by short captions stating that the lady is part of the #EndSARS protesters who fell to the bullets of soldiers of the Nigerian Army at the Lekki Toll Gate in Lagos.
Our checks show that the photograph was taken at a drama set in Akwa Ibom State during the 60th Anniversary celebration of Nigeria’s Independence by the Nigerian Christian Corpers’ Fellowship (NCCF).
A statement released by the NCCF on Thursday, October 22, 2020, and seen by CDD said the title of the drama is “Lord, Heal Our Nation”.
“The picture did not emanate from the Lekki Toll Gate killings,” the statement said.
Also, a Facebook user, Onyinye Francis, who was part of the drama, said the lady in question is safe.
Trending Video of ASUU Executives Fighting is Fake
A trending video posted on Twitter on Saturday, October 24, 2020, claims that some lawmakers slapped the Chairman of Association Staff Union of Universities (ASUU) during a meeting. Multiple sources on the microblogging site have shared this claim. The tweet had over 100 likes, 74 comments with many users downloading the video and sharing.
This claim is an old video of a brawl between lawmakers of the Edo State House of Assembly in 2017. Popular among those source of the claim is a verified Twitter account, @GoldmyneTV.
Fact-checkers at the CDD traced the original video which was published on YouTube channel on August 14, 2017, to Sahara Reporters. The CDD also discovered that it was from the video that Goldmyne cropped the piece which has been shared widely.
The original video published by Sahara Reporters shows a fight at the Edo State House of Assembly after the Speaker of the House of Assembly Justine Okonoboh was impeached by his fellow lawmakers. This followed a vote of no confidence passed on the Speaker at the plenary on August 14, 2017. Okonoboh impeachment notice was signed by 16 lawmakers of the 24-member Assembly over allegations of abuse of power vested in his office.
Honourable Kabiru Adjoto immediately replaced him as the fourth Speaker of the Edo State House of Assembly.
Also, more investigation on the video showed that while the original video is two minutes long, the one shared in the claim is 27 seconds showing it has been cropped to hide the full information of the video.
One of the persons seen in the video throwing items at another man is Honourable Kabiru Adjoto, a former member of the Edo State House of Assembly.
In the last frame of the video shared by Goldmyne, we can visibly see one of the men involved in the brawl trying to pick up what we identified as the maze of the Edo House of Assembly.
Also, no other media source reported that executives of ASUU were involved in a brawl.
On Wednesday, October 21, 2020, fact-checkers at the CDD spotted a story published by a Facebook page of an online Hausa newspaper, Sahara Reporters Hausa, claiming that the national leader of the All Progressives Congress (APC), Bola Ahmed Tinubu, has decamped from the ruling party.
The story claimed that Tinubu left the APC because he was privy to information that some Northern governors were planning to expel him from the party for sponsoring the #EndSARS protest across Nigeria.
According to the report, the plan to expel Tinubu from the APC is a plot to prevent him from getting the party’s presidential ticket ahead of the 2023 elections. Tinubu is yet to announce the party he is joining at the moment, the story added.
At the time of writing this fact check, the story on Sahara Report Hausa has been shared 1,300 times, generated 570 comments as well as 335 likes.
Investigations by fact-checkers at the CDD on the report that Tinubu had decamped for the APC show that the claim is false.
Speaking to a CDD fact-checker, Tunde Rahman, the spokesperson to the national leader of the APC said his principal is still a member of the ruling party.
Describing the claim as fake news, Rahman said: “why will he leave the party he helped to build? He is still in the party and has no plans to leave it”.
“It is fake news, disregard it, Bola Tinubu is still in the party”.
Also, reacting to the news of Tinubu’s defection from the APC, the Deputy National Publicity Secretary for the party, Yekini Nabena, told CDD fact-checkers the party is not aware its national leader has decamped.
Nabena said: “As far as I’m concerned, we are not aware at the party headquarters that he has left the party.”
As at the time of writing this report, CDD confirms that the claim that APC national leader, Bola Tinubu has decamped from the APC is false!
#BuhariISDead Trended on Twitter with claims President Buhari was Dead
Thousands of Twitter users on Thursday, October 22, 2020, shared claims that Nigeria’s President Muhammadu Buhari is dead. The several posts pushing the claim that the President is dead have been shared using the hashtag #BuhariIsDead to trend at number one on Twitter, at the time of writing this report.
The silence of the President on the Lekki Attack on #EndSARS protesters have fuelled the narrative that President Buhari is dead.
The delay in this address has continued to fuel the narrative that the President is dead.
However, contrary to these narratives, President Buhari presided over the Federal Executive Council (FEC) on Wednesday, October 21, 2020. He, however, did not speak on the Tuesday night gruesome murder of unarmed #EndSARS protesters at the Lekki Toll Gate, Lagos, by security agents.
In attendance are Vice President Yemi Osinbajo, SGF Boss Mustapha, Chief of Staff to the President, Defence Minister, the Service Chiefs, the IG of Police and other heads of the security agencies are all in attendance.
The Katsina #EndSARS Protesters Calling For Buhari’s Resignation
A 30 seconds viral video on the micro-blogging site, Twitter, claimed women dressed in hijabs while chanting and dancing were calling for President Muhammadu Buhari’s resignation.
The women were heard chanting “Buhari is a hypocrite and should release Mallam for us” in Hausa.
According to the post, the incident took place during the #EndSARS protest in Katsina State as youths went all out to demand an end to insecurity, among many others.
A check by CDD shows that the video originally published on YouTube on Monday, October 12, 2020, by the African Best TV has gained over 44,000 views before being shared on Twitter.
More checks by the Centre revealed that the video which is an old one is from a protest calling for the release of the Ibraheem El-Zakzaky, the leader of the Islamic Movement in Nigeria also known as the Shiite group. El-Zakzaky was arrested and has been in detention since 2015 for murder and leading an unlawful gathering.
Did A Non-Existing Group Take Responsibility For Burning Vehicles in Abuja During #EndSARS Protest
On Tuesday, October 20, 2020, a claim emerged that the Fulani Nationality Movement (FUNAM) has taken responsibility for the attack meted out to #EndSARS protesters by some hoodlums in Apo district of Abuja, Nigeria’s capital city.
According to the six-paragraphed claim, operations against the #EndSARS protesters will continue tomorrow, Wednesday, October 21, 2020. The statement said: “We hereby order all our cells across the country to mobilise for a battle we have all waited for since the past years.”
Investigations by the Centre for Democracy and Development (CDD) traced the original message to a post from a blog titled Jungle Journalist. The message has since been posted on Nairaland and shared on WhatsApp, Facebook and Twitter.
While it has become clear that FUNAM does not exist, the group has been used as a weapon to stoke ethnic tensions as far back as 2018, as is being used now to stoke tensions after unidentified attackers burned vehicles in the Apo/Mechanic Village axis of Abuja on October 19.
On Saturday, October 17, 2020, fact-checkers at the CDD spotted a report claiming that the State Security Services (SSS) in Kano state arrested some Nigerians protesting the insecurity in the Northern region of Nigeria.
The report published on Punch newspaper, the Cable and Inside Arewa News claimed that the security operatives in plain clothes arrested four “anti-government” protesters in Kano on Friday, October 16, 2020.
According to the report, the protesters were also being detained by the SSS in Kano State.
Investigations by the CDD show that no member of the group protesting the insecurity in the North was arrested or detained by operatives of the SSS.
CDD fact-checkers gathered that the SSS invited leaders of the Coalition of Northern Groups (CNG)under the chairmanship of Nastura Ashir Shariff in Kano.
The invitation extended to the CNG leaders by the SSS followed the group’s scheduled protest to raise the issue of the insecurity in the region for government’s improved intervention.
The leaders who arrived at the SSS office at 9.30 pm on Friday, October 16, 2020, had a meeting which lasted for six-hours with the security operatives.
The group members left the SSS office and continued with their planned protest on Saturday, October 17, 2020, with take-off from Daula Hotel to the Police Headquarters in Bompai, Kano.
At the State’s Police Headquarters, the group handed a letter to the Kano Commissioner of Police before dispersing.
Also, reacting to the reports of the arrest, Sheriff confirmed to CDD fact-checkers that, no member of his group was arrested or detained by the SSS.

CLAIM: On Thursday, October 8, 2020, various social media platforms were engulfed with the claim that Nigeria’s former Minister of Finance, Dr. Ngozi Okonjo Iweala has been appointed the first female Director-General of the World Trade Organization (WTO).
Multiple sources, especially on Twitter, Facebook and WhatsApp made the claim that former Nigeria’s minister appointed WTO DG on Thursday, October 8, 2020.
Investigations by fact-checkers at the Centre for Democracy and Development shows that Okonjo-Iweala has only advanced to the final stage of the WTO selection process alongside another female candidate, Yoo Myoung Hee from South Korea.
The claim that Dr. Ngozi Okonjo-Iweala has been appointed first female Director-General of the WTO on Thursday, October 8, 2020, is false as the organization is yet to round up its selection process for a director-general.
In a press release announcing the progress of the two female candidates to the final stage, the Chair of the General Council of the trade organisation, Ambassador David Walker, said the third phase of consultations will commence on October 19 and run until October 27, 2020.
Walker said allotted time will allow members of the organisation sufficient time to prepare their positions.
The statement reads: “During this period, WTO members will be asked in confidential consultations to express to the facilitators a single preference and based on these preferences, the troika will deliver their assessment on which of the two candidates is most likely to command a consensus of the membership and become the seventh Director-General of the World Trade Organization. Ambassador Walker would then call a formal general council and present the troika’s recommendation to the membership for a formal decision.’’
Ngozi Okonjo-Iweala is Nigeria’s candidate for the top trade organisation’s job. She served twice as Nigeria’s finance minister and one term as foreign affairs minister.
She has worked at international governance bodies as a former managing director of the World Bank and as a chairman at the Global Alliance for Vaccines and Immunization.
As of Thursday, October 8, 2020, Okonjo-Iweala has not been appointed WTO’s Director-General as widely circulated.
WTO is yet to finish the process of selecting a director-general for the organisation, confirming the claim the Okonjo-Iweala has been appointed is false.

On Monday, August 10, 2020, fact-checkers at the Centre for Democracy and Development (CDD) spotted several Facebook and WhatsApp posts claiming that the past Emir of Kano, Muhammad Sanusi II, has been appointed the Khalifa of Tijjaniyya in the African region.
The claim by several blogs and individuals followed the former Emir’s visit to the family of the renown cleric and founder of Tijjaniyya movement, Sheikh Ibrahim Inyass, in Senegal.
Hausa Reporters claimed Sanusi inherited his position from his grandfather by assuming the post of Khalifa of Tijjaniyya in Africa and Emir of Kano.
In its report, Hausa Info and Opera News claimed Sanusi was appointed as successor to Sheikh Tijjani Inyass during his visit to Senegal.
On August 6, 2020, Sanusi left for Senegal to condole with the family of Sheikh Inyass over the death of the last son of Sheikh Ibrahim, the founder and leader of Tijjaniyya sect, Sheikh Tijjani Inyass.
Checks by the CDD show that the former Emir was not appointed successor or Khalifa of Tijjaniyya in Africa as widely reported.
When contacted, Maryam Hamisu, a media aide to the former Emir, told CDD fact-checkers that Sanusi was not appointed as the Khalifa of Tijjaniyya in the African region.
Maryam said: “We also saw the news of his highness appointment as the successor of Tijjaniyya in Africa on social media, it is the work of admirers. But the truth of the matter is that the claim is untrue”.
The news that former Emir of Kano Muhammadu Sanusi II has been appointed successor of Tijjaniyya in Africa is false.
The family of Inyass is yet to make an appointment on Sheikh Tijjani Inyass’ (Khalifan Tijjaniyya in Africa) successor.
CDD is urging the public to disregard the news in circulation that emir Sunusi has been appointed in the position.

CLAIM: Many users of smartphones across Nigeria have been raising concerns with the claim that Apple or Google has inserted a COVID-19 tracking sensor to their phone without permission. People are forwarding the message on WhatsApp and Facebook and Twitter, warning that an application (App) has been developed to monitor people.
Google recently added a new feature which reads “COVID-19 exposure notifications “. This new message appears when you go to the Google Settings on your Android smartphone, like the image below.
However, the new settings are not an App installed on people’s phones to track them or a COVID-19 sensor as you may have read on Facebook, Twitter or WhatsApp messenger.
The Android or IOS are operating systems which host different apps on a device. Just like other updates on the device, what Apple and Google just did is to update their Operating Systems with the framework which allows such an app to function once it becomes available and if you decide to install it.
What you see once you try to use the search engine is the setting for the App, which are in development across the world.
According to the framework developed by the Google and Apple, you will have the option to download and install the App yourself from the respective app store and permit it just like you do with other apps installed on your devices.
You cannot enable COVID-19 Exposure Notifications until you have a particularly app installed on your phone and this cannot be activated until an app – which is not yet available – is downloaded.
Available information to CDD fact-checkers shows that the Nigerian Government has not announced the development of such an app for contact tracing using the new exposure notification system in the country as claimed.
The Lead, COVID-19 Rumour Response Team of the Nigeria Centre for Disease Control (NCDC), Abiodun Egwuenu, said the centre does not have such tracing App.
Egwuenu explained that the App used by the NCDC for contact tracing is the Surveillance Outbreak Response Management and Analysis System (SORMAS).
SORMAS is an open-source mobile eHealth System that processes disease control and outbreak management procedures and early detection of outbreaks through real-time digital surveillance, including peripheral health care facilities and laboratories.
She further told CDD fact-checkers that data are input directly by officials as state and Local Government Area heal officers have access to the App.
WAS IT DONE SECRETLY? That is not the case. On 10 April 2020, Google and Apple jointly announced that they would integrate functionality to support such Bluetooth-based apps directly into their Android and iOS operating systems.
In the announcement, both companies promised to ‘’release APIs that enable interoperability between Android and iOS devices using apps from public health authorities. These official apps will be available for users to download via their respective app stores.” The tech companies said, as a follow up to that, they will ‘’work to enable a broader Bluetooth-based contact tracing platform by building this functionality into the underlying platforms.
This is a more robust solution than an API and would allow more individuals to participate’’ but emphasized that the solution is available for those who decide to opt-in and will be synergy with government health authorities.
The full announcement can be seen here Apple and Google partner on COVID-19 contact tracing technology.
CONCLUSION Google and Apple have not secretly installed a COVID-19 sensor on people’s phones. What they have done is to create the framework on their operating system for such an App to work, and in this case, every individual will have to download by yourself from their respective app stores.
After downloading an App, which will be provided by the health authorities, in the case of Nigeria, the Nigeria Centre for Disease Control and the Federal Ministry of Health.
You will be required to agree to the various permissions the application requires to work effectively.
CDD, therefore, urges members of the public to always verify all information before disseminating them.

On Friday, May 29,
2020, Daily Mail Online published a report claiming that President Muhammadu
Buhari had fired Nigeria’s security chiefs over some financial sleaze.
According to the report,
the President decided to remove the service chiefs following a financial
misappropriation allegation made against them.
Also, the report
claimed the late Chief of Staff to the President, Abba Kyari, had covered
financial allegations against the service chiefs.
Another website, the
Will, in its publication, said President Buhari approved the removal of the
Service Chiefs after cases of corruption against them came to limelight weeks
after the death of the Chief of Staff, Abba Kyari.
According to the
Will, Kyari had always prevented such “mind-boggling
corruptions from getting to the President.”
done by fact-checkers at the Centre for Democracy and Development (CDD) shows
that the reports emanated from rumours shared by some quarters of the public.
Also, CDD found out
that the President did not make any pronouncement on the removal of the service
chiefs who have been serving in that capacity since 2015.
A check by CDD
showed that the Chief of Army Staff, Lieutenant General Tukur Buratai, on
Saturday, May 30, 2020, was in Maiduguri, Borno State, where he inspected the
manufacturing and repairs of combat vehicles by Army Engineers.
Also, on Monday,
June 1, 2020, the Inspector General of Police, Mohammed Adamu, reacting to the
abuse and killing of Miss Vera Uwaila, assured Nigerians that the perpetrators
would be brought to justice.
The IGP in a
statement released by the Force Public Relations Officer, Frank Mba, the IGP
also deployed additional investigation aids and forensic support to Edo State
Mba said that the
action aims to expedite efforts in the ongoing investigations of the killing of
Buhari has not removed the service chiefs as widely reported by the blogs.
CDD urges people to
disregard such rumours as this was all work of people that want to spoil the
name of the army, and people should watch out and verify what they share.
