Dans un nouveau rapport, le CDD recommande la restitution et des soutiens psychosociaux aux victimes de violations des droits de l'homme en Gambie

Le Centre pour la démocratie et le développement (CDD) a recommandé la restitution aux victimes de violations des droits de l’homme pendant le règne de 22 ans de l’ancien président de la Gambie, Yahya Jammeh.

Dans son nouveau rapport intitulé : « Documenter la dictature : vérité, réconciliation et réparation en Gambie », le CDD a déclaré que la réparation est un domaine critique dans le processus de la Commission de vérité, réconciliation et réparation (TRRC) de la Gambie.

Yahya Jammeh, âgé de 29 ans seulement, a pris le contrôle de la Gambie lors d’un coup d’État militaire en juillet 1994.

Jammeh a en outre demandé la validation de son régime en organisant et en remportant des élections en 1996, 2001, 2006 et 2011.

Chaque fois, plus de 50% des voix ont été obtenues dans des sondages qui ont été décrit comme « entaché » et « dépourvus de légitimité » par les observateurs électoraux.

Mais en décembre 2016, à la recherche d’un cinquième mandat populaire, Jammeh n’a réussi à remporter que 39,6% des voix et a été battu par le candidat d’une coalition de partis d’opposition, Adama Barrow.

Ayant d’abord semblé disposé à accepter les résultats, Jammeh a ensuite changé d’avis en invoquant des “anomalies” et a appelé à l’annulation des résultats et à la tenue de nouvelles élections. Mais après plus d’un mois de négociations prolongées avec les dirigeants de la Communauté économique des États de l’Afrique de l’Ouest, et avec la menace d’une action militaire régionale imminente, Jammeh a quitté la Gambie pour s’exiler en Guinée équatoriale le 21 janvier 2017.

Pendant les 22 ans de règne de Jammeh, des violations des droits de l’homme allant de disparitions forcées, d’arrestations et de meurtres illégaux, de torture, de violences sexuelles et sexistes et de persécutions d’opposants politiques réels ou supposés, ont caractérisé la Gambie.

Un rapport d’enquête de Human Rights Watch de 2015 a détaillé comment les services de sécurité et les groupes de guérilla utilisaient régulièrement l’intimidation, la violence, les incendies criminels et les disparitions forcées contre les personnes qui dénonçaient les personnes au pouvoir.

Dans le rapport publié le lundi 22 juin, le CDD a déclaré qu’une fois le règlement de réparation soit finalisé, les détails devraient également être simplifiés et communiqués à travers les médias – presse écrite, radio, télévision, médias sociaux – dans les langues locales.

Selon le CDD, la diffusion du rapport de la commission doit donner aux Gambiens un aperçu détaillé du processus de sa demande et des délais pour le processus de réparation.

Le rapport indique également que cela peut être fait en partenariat avec des agences de presse et des organisations comme le Centre gambien pour les victimes de violations des droits de l’homme.

Le CDD a également insisté sur la nécessité d’avoir un processus approuvé pour s’appuyer sur le travail qui a été fait par le TRRC pour introduire la question des violences sexuelles et de genre dans le domaine public.

Il a également appelé la Commission nationale des droits de l’homme à faire de la violence sexuelle et de genre un objectif clé de son travail dans son premier plan annuel ou stratégique, tandis que les efforts de réconciliation au niveau communautaire devraient continuer d’être un objectif clé du travail du TRRC au cours des derniers mois.

Le Centre a appelé à l’identification de champions de la réconciliation communautaire qui pourraient ensuite soutenir le travail de la commission dans d’autres régions du pays, ce qui améliorera encore le sentiment d’appropriation du processus par les Gambiens.

« Cela pourrait inclure l’adaptation et de tirer la leçon des approches de Palava Hut et Fambul Tok utilisées au Libéria et en Sierra Leone », indique le rapport.

Le rapport a également déclaré que : “La compensation monétaire est importante, mais la TRRC devrait également envisager la restitution des biens, y compris les terres saisies par l’ancien régime.”

Une autre option recommandée consiste à envisager des réparations communautaires, en particulier pour les régions qui étaient privées de services sociaux essentiels en raison de leur résistance à l’ancien régime.

Le TRRC doit continuer à assurer des conseils post-traumatiques, des soins de santé et un soutien psychosocial aux victimes. Créer un outil de suivi du Fonds de soutien aux victimes qui permettra aux citoyens de voir comment les fonds sont répartis de manière transparente et responsable, mais qui garantit toujours la confidentialité des individus.

En privé, le TRRC et les partenaires au développement devraient exercer des pressions sur le ministère de la Justice pour libérer plus de fonds pour soutenir le paiement des réparations.

En plus d’utiliser les fonds provenant de la vente des actifs de Jammeh, d’autres personnes et entreprises qui ont bénéficié du règne de Jammeh devraient également payer des réparations, surtout si elles sont explicitement mentionnées par le TRRC.

Le TRRC devrait établir et communiquer des directives claires sur le fonctionnement du fonds de réparation. Si ce délai s’étend au-delà de la vie de la Commission, cela devrait inclure une orientation claire sur qui sera responsable de la gestion de la distribution des fonds. La Commission nationale des droits de l’homme serait un choix évident

Dans le cadre de la campagne #NeverAgain, le gouvernement devrait explorer comment le bâtiment TRRC peut être converti en musée qui peut être utilisé comme un outil éducatif, documentant le travail de la Commission et ses conclusions, pour les générations futures.

Cela et les monuments commémoratifs de certaines des pires atrocités serviraient de rappel durable des abus.

Les meilleures pratiques et les expériences de la TRRC qui peuvent être partagées avec d’autres pays et en tirer des enseignements dans le cadre de processus de justice transitionnelle similaires après des décennies de dictature.

“Rédiger un rapport final avec des recommandations claires et bien articulées et fournir un plan sur la façon dont ces approches peuvent être mises en pratique”, indique le rapport.

Il a également déclaré que cela devrait impliquer une collaboration étroite avec la société civile et la médias pour développer un mécanisme de suivi de la mise en œuvre des recommandations d’une manière qui soutienne l’engagement du public.

« La commission doit faire en sorte que les recommandations soient clairement communiquées sur les médias traditionnels et sociaux dans les langues locales sera essentiel à leur légitimité et à donner aux citoyens les moyens de veiller à ce que le gouvernement écoute les conclusions du TRRC et adopte ses recommandations », a-t-il ajouté.

The past week has seen a trend of false claims across Nigeria, shifting from major issues around the ongoing Coronavirus pandemic to the political space.

The Centre for Democracy and Development (CDD) has continued to sustain in efforts in countering the disinformation across social media space and at the community level.

The false claims countered this past week include: 

Did 50 Nigerian Lawmakers Test Positive for COVID-19?

A report widely shared and published on several blogs on Tuesday, July 17, 2020, claimed that over 50 lawmakers at the National Assembly allegedly tested positive for Coronavirus.

The report claimed the development was responsible for the adjournment of plenary by the leadership of the House of Representatives on Tuesday as most of the affected lawmakers were seriously ill and some isolated.

This claim was published by these news sites, including NewsflashOpera News and many others.

However, investigation on the claim showed that it is unproven that 50 Nigerian lawmakers tested positive to deadly virus disease.

The Chairman, Senate Committee on Media and Public Affairs, Ajibola Basiru, in response, questioned the validity of the claim.

In an inquiry sent to Basiru by CDD fact-checks, the lawmaker responded: “Fake news” through a text message.

Also, the spokesperson to the House of Representative, Benjamin Kalu, said the claim was false.

A statement released by the lower chamber, which was sent to our fact-checker when contacted read in part: ”We wish to state that there has not been any panic at the National Assembly as alleged in the publication and that to the best of our knowledge, it is untrue that 50 lawmakers tested positive to Covid-19.”

Further checks with the Assistant Epidemiologist of the Federal Capital Territory, Dr Nwachukwu, showed that the claim is unproven.

Dr Nwachukwu told CDD fact-checkers that she is not aware of such an incident.

“I am not aware of such,” Dr Nwachukwu said

The claim remains unproven. Both Chambers of the National Assembly have debunked the report that 50 lawmakers have tested positive to COVID-19.

Are N-Agro Applicants Scheduled to Take 15-Minutes e-Test Via Email Link?

On Thursday, July 9, 2020, fact-checkers at the Centre for Democracy and Development spotted a WhatsApp broadcast informing applicants for the N-Power Agro of an upcoming 15 minutes e-test.

According to the message, a link to the test has been sent via email to all successful candidates who applied for the programme.

The message also encouraged all applicants who registered for the N-Power Agro to check their emails for details and link.

However, checks by fact-checkers at the CDD revealed that the purported claim is false. Checks on N-Power platforms and websites by the Centre also showed that at no point was such directive or announcement made by the Federal Government.

Also, a short statement released on July 7, 2020, by the Ministry of Humanitarian Affairs and Disaster Management on the N-Power social media platforms proved that the message did not emanate from the FG.

The message said: Disregard any information that did not originate from our verified channels. Any information making rounds about an assessment schedule should not be considered FAKE NEWS”.

The various reports claimed that the Director of the Pax Herbal Clinic and Research Laboratories, Reverend Father Anslem Adodo, announced the approval of the drug for the treatment of symptoms associated with COVID-19.

This claim also published by the Guardian Nigeria, trended on social media platforms and WhatsApp.

Checks by CDD fact-checkers show that NAFDAC did not approve PAX herbal drug as an immune booster against the SARS-COV-2. The immune booster was approved as ‘safe for use’ in Nigeria. 

NAFDAC in a disclaimer issued by Professor Moji Adeyeye, Director-General of the Agency, said the Pax Herbal claim is wrong and inaccurate.

Professor Adeyeye, however, said Pax Herbal applied to NAFDAC for the listing of Pax Herbal Cugzin capsule 290mg “safe to use” as an immune booster – not for use against COVID-19.

FACT CHECK: NAFDAC Did not Approve Herbal Drug for COVID-19 Prevention, Treatment

CLAIM

On July 11 2020, several news blogs in Nigeria reported a claim that the National Agency for Food, Drug Administration and Control (NAFDAC) had approved a PAX herbal drug as an immune booster against coronavirus (SARS-COV-2) 

The various reports claimed that the Director of the Pax Herbal Clinic and Research Laboratories, Reverend Father Anslem Adodo, announced the approval of the drug for the treatment of symptoms associated with COVID-19.

This claim also published by the Guardian Nigeria, trended on social media platforms and WhatsApp.

FACT

NAFDAC did not approve PAX herbal drug as an immune booster against the SARS-COV-2. The immune booster was approved as ‘safe for use’ in Nigeria. 

Paxherbals, also known as Pax Herbal Clinic and Research Laboratories was founded in 1996 by Adodo Anselm. It is a Nigerian alternative medicine product manufacturing company. 

Reacting to the claim, NAFDAC in a disclaimer issued by Professor Moji Adeyeye, Director-General of the Agency, said the Pax Herbal claim is wrong and inaccurate.

Professor Adeyeye said Pax Herbal applied to NAFDAC for the listing of Pax Herbal Cugzin capsule 290mg “safe to use”. 

She said: “The applicant claimed that it is an immune booster and an anti-infective.”

Professor Adeyeye said although the product is approved as safe to use, a disclaimer on it clearly states that the claim by Pax Herbal is yet to be evaluated by NAFDAC.

“Therefore, the statements circulating in the social media that NAFDAC has approved Paxherbal product “specifically for treating symptoms associated with Coronavirus” is wrong and inaccurate,” Professor Adeyeye said.

What Approval Did NAFDAC Give?

In a statement posted on July 11, 2020, on its known official Facebook page sited by our fact-checker, PAXHERBAL said CUGZIN capsule will help to boost body immunity.

The statement also said that there is no officially approved drug for the cure of COVID-19. 

However, hours later, the company listed the herbal drug on its website, PAXYOU.com, as ‘Paxherbal CUGZIN anti-COVID-19 supplement (s) an immune booster and anti-infective herbal supplement.

There was also an additional claim that the drug is the ‘’first herbal supplement to be approved by the Nigeria Agency for Food and Drug Administration and Control NAFDAC.‘’

According to NAFDAC’s position, it did not approve Pax Herbal Cugzin capsule as immune booster Specifically for COVID-19 as reported. 

The agency maintained that only drugs that have undergone clinical trials will be approved for targeted treatments of specific ailments including COVID-19. 

Can ‘boosting’ your immune system protect you against COVID -19?

No supplement will cure or prevent disease. 

It’s essential to note that no supplement be it herbal or conventional, diet, or other lifestyle modification other than physical distancing, also known as social distancing, and proper hygiene practices can protect you from getting infected with COVID-19.

Health experts have over the years emphasized that there are no exercises, foods or supplements that truly “boost” the immune system. 

A report by Medical Xpress warned that boosting our immunity will likely be a bad idea since a “boosted” immune system would mean it’s working in overdrive—and that is often synonymous with inflammation and autoimmune disease.’’

The US Center for Biotechnology Information in a report published last year said the only evidence-based approach to ‘boosting immunity to diseases’ is vaccination.  

Akiko Iwasaki, an immunologist at Yale University explained to the BBC that: “There are three different components to immunity. There are things like skin, the airways and the mucus membranes that are there, to begin with, and they provide a barrier to infection. But once the virus gets past these defences, then you have to induce the ‘innate’ immune response.” This consists of chemicals and cells which can rapidly raise the alert and begin fighting off any intruder…

“The problem is that many of these claims have no grounding in evidence,” Iwasaki said. 

Can we support our immune system to fight COVID-19?

Yes, although the answer is much less appealing than the expensive supplement mixtures we read in advertisements and the news. 

Get a balanced diet, with plenty of diversity of plants, fruits, and vegetables,” says Tim. “That will give you all the vitamins and minerals you need.” 

CONCLUSION

The claim that NAFDAC has approved a herbal supplement made by Pax Herbal Clinic and Research Laboratories specifically to boost immunity against COVID-19 is false. 

It’s essential to note that no supplement be it herbal or conventional, diet, or other lifestyle modification other than physical distancing, also known as social distancing, and proper hygiene practices can protect you from getting infected with COVID-19.

Situation Analysis For Togo

The Republic of Togo has a complex political history marked by harrowing democratic transitions. The Eyadéma political dynasty has led the country for more than fifty years. Gnassingbé Eyadéma assumed office in 1967 and was president until his death in 2005.

He led as the head of a military junta from 1967 to 1993, and following the National Conference of Togo he was the democratically elected leader from 1993-2005. The ascension to multi-party democracy was heralded by the National Sovereign Conference of 1991. The Togo National Conference was said to be precipitated by a similar National Conference held in the Benin Republic in 1990.  

Late President Gnassingbé Eyadéma won all three elections held in 1993, 1998, and 2003, though each election was described as flawed by observers. The 1993 election was boycotted by the opposition. The 1998 election was marred by fraud and serious irregularities. For instance, in a usurpation of the powers and duties of the Independent National Electoral Commission (CENI), President Eyadema was proclaimed winner of the election by the Minister of Interior and Security rather than by CENI.

This action was based on the judgement of the Constitutional Court of July 1998, which held that the Minister could replace the CENI. The 1998 election was judged to be fraudulent and violent with some casualties recorded on the opposition side.

The political impasse arising from the 1998 Presidential Election led to the signing of the Accord-Cadre de Lomé́ (Lomé framework Agreement) by President Eyadema and his political party, the Rally of the Togolese People (RPT) in July 1999 in Paris. The agreement, negotiated between the opposition political parties and international facilitators, agreed on the following:

  1. In accordance with Article 59 of the 1992 Constitution of Togo, President Eyadéma will vie for office as President in 2003
  2. The rights of political parties, media and others shall be guaranteed among many others.

An investigation by fact-checkers at the CDD revealed that the purported claim is false.

Check on N-Power platforms and websites also showed that at no point was such directive or announcement made by the Federal Government.

CONCLUSION:

The claim that there is a scheduled e-test for N-Power Agro applicants is false.

According to the Ministry of Humanitarian Affairs and Disaster Management, the general public should disregard such rumour and only consider information from its verified channels.

FACT CHECK: Did 50 Nigerian Lawmakers Test Positive for COVID-19?

VERDICT: Unproven

CLAIM: On Tuesday, July 7, 2020, several news blogs in Nigeria reported a claim that over 50 lawmakers at the National Assembly allegedly tested positive for Coronavirus.

The report claimed the development was responsible for the adjournment of plenary by the leadership of the House of Representatives on Tuesday.

The blog also quoted an anonymous lawmaker who claimed that about 50 of his colleagues had tested positive to the virus.

It said that most of the affected lawmakers were seriously ill and some isolated.

This claim has also been published by these news sites including Newsflash, Opera News and many others.

FACT:

The Chairman, Senate Committee on Media and Public Affairs, Ajibola Basiru, in response, questioned the validity of the claim.

Basiru in his response on his official Twitter page said: “Who conducted the test? Who did the counting? And who are these 50 lawmakers and what is the distribution per each Chambers? Fake news is corruption!!!!’’

Also, when CDD fact-checkers contacted Basiru on the matter, he simply replied: “Fake news” through a text message.

In his reaction, the spokesperson to the House of Representative, Benjamin Kalu, said the claim was false.

A statement released by the lower chamber, which was sent to our fact-checker when contacted read in part: ‘’We wish to state that there has not been any panic at the National Assembly as alleged in the publication and that to the best of our knowledge, it is absolutely untrue that 50 lawmakers tested positive to Covid-19.”

The House is certain that the Nigeria Centre for Disease Control (NCDC), the Federal Ministry of Health and the Presidential Task Force remain the most credible sources of data with regards to this pandemic and should be referred to for fact verification before misinforming the public,” the statement added.

The statement further urged the public to disregard the news and consign it to the trash bin, this misinformation.

Further checks with the Assistant Epidemiologist of the Federal Capital Territory, Dr Nwachukwu, showed that the claim is unproven.

Dr Nwachukwu told CDD fact-checkers that she is not aware of such an incident.

“I am not aware of such,” Dr Nwachukwu said.

 CONCLUSION

The claim remains unproven. Both Chambers of the National Assembly have debunked the report that 50 lawmakers have tested positive to COVID-19.

Tantancewar CDD: Labari ne na bogi!

A ranar 1 ga watan  Yulin da muke ciki ne masu tantance sahihancin labarai na CDD mutane suka rika aikowa CDD wani bidiyo ta manhajar WhatsApp dan neman CDD din ta bincika musu gaskiyar al’amarin.

Bidiyon wanda aka yimasa taken: “ma’aikatan NCDC a daya daga cikin wuraren killace mutane suna aikata masha’a ba tare da sanin cewa na’ura tana nadan abinda suke aikatawa ba”.

Gaskiyar Magana:

Mutanen da suke cikin wannan bidiyo da ake aikata masha’a ba ma’aikatan hukumar dakile yaduwar cututtuka ta kasa NCDC bane.

Acikin bidiyon anga mace da namiji kansu a rufe kuma cikin shigar samun kariya daga cuta suna aikata badala.

A ranar 3 ga watan Yulin shekara ta 2020, mafiya yawan kafafen yada labarai sun wallafa wani labari inda suka ce babban daraktan hukumar dakile yaduwar cututtuka ta kasa NCDC, Dr. Chikwe Ihekweazu ya zargi matasan Najeriya da yada cutar Corona a fadin Najeriya baki daya. Kafafen yada labaran da suka wallafa wannan labari sun hada da jaridar The Nation, Linda Ikeji blog, PMNews and Punch.

Labarin yace babban daraktan NCDC din yayi zargin ne yayin da yake tsokaci a lokacin da kwamitin shugaban kasa akan wannan annoba ta cutar Corona ke yiwa yan manema labarai a Abuja.

Kamar yadda labarin ya zayyana, Dr. Chikwe yace matasan Najeriya sune keda alhakin yada cutar Corona a kasar.

Wani sashi na jawabin babban daraktan hukumar NCDC din “yayin da cutar Corona ke cigaba da yaduwa a duniya, kamar yadda kuke ganin alkaluman, yaduwar cutar Corona yafi yawa a tsakanin matasa, amma ba yara ba, mutane dake tsakanin shekaru 20 zuwa 40 kamar yadda bayanna  mu suka nuna, mutane dake tsakin wadannan shekaru suke kan gaba wajen yada wannan cuta kodayake wadan da ke jin radadin wanann cuta sune mutanen dake sama da shekaru 50”.

Chikew ya kara da cewa: “3 daga cikin mutane 5 da cutar Corona ta hallaka mutane ne yan sama da shekaru 50, wannan yana nufin sai mun sake zage damtse wajen aiki tukuru dan dakile cutar. Dukkanin mu dole muyi aiki sosai wajen kare wadanda suke suka cim musu. Muna daf da bude filaeyn tashi da saukar jiragen saman mu, tuni an sassauta tafiye-tafiye ta jirgi tsakanin jihohi”.

A wani sakon da ya wallafa a shafin san a Twitter, Dr. Chikwe yace: “acikin jawabi na, na jaddada cewa daga bayanan da muke dasu mafiya yawa daga cikin masu dauke da cutar Corona suna tsakanin shekaru 20 da kuma 40 yayind wadanda suka fi mutuwa suka kasance masu shekaru 50 zuwa sama. Bama zargin kowane rukuni na mutane da yada cutar saboda kowane rukunin al’umma yana da muhimmanci a garemu. Dole mu jajirce dank are kowa da kowa musamman tsofi da kuma masu rauni acikin al’umma”.

FACT CHECK: Were 2 NCDC Isolation Centre Staff Caught on CCTV Engaging in Sexual Activity?

VERDICT: FALSE

CLAIM: 

On June 1st 2020, fact-checkers at the Centre for Democracy and Development (CDD) received multiple copies of a video via WhatsApp for verification. 

The video was captioned “NCDC Workers in one of the Isolation Centres, they were busy making Love, not aware that the CCTV Camera was recording all their moves !!!’’

FACT: 

The people in the video spread widely on WhatsApp are not staff of the Nigeria Centre For Disease Control (NCDC). 

In the video, the adults – male and female – can be seen engaging in sexual activities wearing aprons and with their heads covered. 

Checks by CDD fact-checkers show that the video did not originate from Nigeria, let alone COVID 19 Isolation Centre within the country.

Findings by CDD fact-checkers reveal that the video originated from Kenya.

The video is of two chefs who were making out while on duty. 

A news story which was published on Opera News hub reported that the incident took place on June 25th, 2020, and that the two people (alleged couple) work as chefs in the same restaurant. 

The said video trended in Kenya and South Africa with social media users in those countries calling for sanctions against the adults.

In response to the public outcry, the management of the identified restaurant (name withheld), said the staff involved would face disciplinary procedures after the footage was pulled out by the  control department.

Also, reacting to the viral video, Dr Chinwe Ochu, Head of Prevention Programmes and Knowledge Management Department, told CDD fact-checker that the mandate of the NCDC is to lead public health response in Nigeria.

Ochu said: ‘’In line with our mandate as the national public health institute, the Nigeria Centre for Disease Control leads the public health response to COVID-19 at the national level.”

“While supporting State Governments who lead the response at the sub-national levels, NCDC focuses on population health and does not provide individual patient care in isolation centres, nor manage these facilities.’’ She added.

CONCLUSION

The video with the claim that accompanied it has nothing to do with an Isolation Centre in Nigeria or NCDC staff in Nigeria

The video is that of two chefs who work in the same restaurant in Kenya.

FACT CHECK: NCDC Did Not Blame Youths for the Rapid Spread of COVID-19 in Nigeria

On Friday, July 3, 2020, several online newspapers and blogs published a report claiming that the Director-General of the Nigeria Centre for Disease Control (NCDC), Dr Chikwe Ihekweazu, accused Nigerian youths of spreading the deadly Coronavirus across the country. The newspapers and blogs include the Nation Newspaper, Opera News, Linda Ikeji blog, PMNews and the Punch.

The reports said Dr Chikwe made the allegation during the Presidential Task Force on COVID-19 briefing in Abuja.

According to the report, Dr Chikwe said youths were responsible for the rapid spread of the Coronavirus. 

An online version of the Punch – the first newspaper to report the claim –  published the story with the headline ’NCDC blames youths for rapid COVID-19 spread.”

FACT: 

Checks by fact-checkers at the Centre for Democracy and Development (CDD) show that the NCDC Director did not blame the youths for the rapid spread of the Coronavirus disease during the briefing. 

A review of his complete statement shows he was drawing attention to data available to the NCDC, which shows that Nigerians between the age of 20 and 40 years were the most infected demography.

Parts of his statement read, “As more people are infected across the world, you would have seen the numbers; it is increasingly obvious that transmission among younger people really, not children, but people aged between 20 and 40 as far as we know, are really driving the spread of this virus, but those that are bearing the brunt of it are people age 50 and above.”

Chikwe said: “Three out of five people who died from COVID-19 are 50 years and above; so we have to work harder, all of us collectively, to protect our elderly. We are on the verge of opening our airports, we have relaxed intercity travel.”

In a quick response to the claim by the newspapers and various blogs, Dr Chikwe countering the reportage said he never said during his speech at the briefing that youth were responsible for the widespread of the disease.

Dr Chikwe, in a tweet, said: “In my comments, I emphasised a fact from our data- most cases are in people aged 20-40, while most deaths are in those >50. We do not blame any age-group as #COVID19 affects our lives in different ways. We must work together to protect each other, especially our elderly & vulnerable.”

It is important to note that youths in Nigeria form the bulk of the nation’s population, accounting for more than 60% of the total number of Nigerians.

Also, in a quick move, the Punch Newspaper has changed its headline from ’NCDC blames youths for rapid COVID-19 spread’’ to a new one ”There’s the rapid spread of COVID-19 among youths – NCDC.”

As at 8:00 am, July 03, 2020, 27,110 Nigerians have contracted Coronavirus; 10,801 have been discharged while 616 others have died from complications caused by the virus.

CONCLUSION

The NCDC Director did not blame the youths for the rapid spread of the Coronavirus. Dr Chikwe used available data to explain that people within the youth age bracket are the most infected age group.

He also said that those who are older at higher risk of dying due to complications from the virus. 

He also urged Nigerians to take responsibility in other to protect the latter group who are the most vulnerable.

FACT CHECK: Did Governor Yahaya Bello Say COVID-19 Is Not Real?

VERDICT: False and Misleading headline

CLAIM: 

On June 30, 2020, fact-checkers at the Centre for Democracy and Development (CDD) spotted a report on an online blog, Observers Times, claiming that the Governor of Kogi State, Yahaya Bello, said Coronavirus disease is not real.

The blog published the report with a headline: “COVID-19 Is Not Real, Some Are Using It To Create Fear, Panic, says Ajanah Died a Natural Death – Yahaya Bello”.

The Governor in the report also claimed that there is no case of COVID-19 in Kogi State.

FACT

Checks by fact-checkers at the CDD show that COVID-19 is real and it is spreading in Nigeria.

Further checks by the CDD revealed that Governor Bello while speaking at a 3-day Fidau prayer for late Justice Ajanah said the chief judge died of a natural cause.

At no point did Governor Bello mention that the disease is not real, he however said, the pandemic has become a tool used by many to create fear and panic across the country.

“Nothing kills faster like fear, people should not accept cut and paste. COVID-19 is only out to create a fear, panic, pandemic, It is a disease created to reduce and shorten the lifespan of the people,” Governor Bello said.

Whether medical experts and scientists, believe it or not, COVID-19 is out to shorten the lifespan of the people. It is a disease propagated by force for Nigerians to accept,” the Governor added.

He said most people die from the fear of the virus than the disease itself. 

He further urged the people of Kogi State to discountenance the speculation that the late chief judge died of COVID-19, insisting that the state is free of the pandemic. 

Also, since February 27, 2020, when the index case of the disease was imported into the country, the Nigeria Centre for Disease Control (NCDC) has been tracking the number of cases in Nigeria.

While notable individuals in the country including the Governor of Kaduna State, Nasiru El-Rufai, and his Oyo State counterpart, Seyi Makinde, among many others have contracted the disease, the president’s former Chief of Staff, late Abba Kyari died from complications of COVID-19.

It is important to note that as of July 2, 2020, the NCDC has recorded a total 26,484 COVID-19 cases in Nigeria with four in Kogi State.

Also, several countries like the United States of America, Brazil, Russia and India are struggling to curtail the spread of the virus.

CONCLUSION: 

CDD fact-checkers can confirm that COVID-19 Is real. The claim by Observers Time that the Governor of Kogi state said the virus is not real is false and misleading.

CDD is urging members of the public to read beyond headlines before sharing any news report, especially, from blogs who are in the habit of using clickbait headlines to draw traffic to their blogs.

Have Nigerian Scientists Discovered Vaccine for COVID-19?

CLAIM: 

In the past week, several Nigeria media platforms published reports that Nigerian scientists had discovered a vaccine for Coronavirus (COVID-19).

One of the headlines, specifically from the Nigerian Guardian, read, ‘’Nigerian universities’ scientists discover a vaccine for COVID-19’’.

The claim was widely shared in Nigeria and reported by a section of the international media.

FACT: 

No, Nigerian scientists have not discovered a vaccine for SARS-CoV-2, the novel Coronavirus. 

On Friday, June 19, 2020, during a press conference, a group of Nigerian scientists under the COVID-19 Research Group led by Dr Oladipo Kolawole of Adeleke University, Ede, in Osun state announced that they have a potential candidate for a vaccine. 

While some news media outlets went with headlines that suggested a vaccine had been found for the novel coronavirus, what the scientists said at the conference was that they had found potential candidates for a vaccine. 

Kolawole, a specialist in Medical Virology, Immunology and Bioinformatics explained that the group had been working extensively by exploring the SARS-CoV-2 genome from across Africa.

According to him, the team selected the best possible potential vaccine candidates for the trial and also made the possible latent vaccine constructs.

What this means is that they now have the underlining foundation to start the development of a vaccine having assembled the genome (a genome is the genetic material of an organism) samples and the vaccine construct.

In a report published on June 23, 2020, Professor Olubukola Oyawoye, the Dean of the Faculty of Science at the Adeleke University, told BBC Pidgin that the claim on that scientists from the university have found coronavirus vaccine is not accurate. 

Oyawoye said what the press briefing sought to deliver was to state that research is ongoing at the institution to find a vaccine for coronavirus.  

Also, in a June, 2020 publication of COVID-19 candidate vaccines landscape prepared by the World Health Organization, the UN agency listed 129 candidate vaccines across the world in the preclinical evaluation stage. 

This list did not include the claim from the COVID-19 Research Group headed by Dr Kolawale. 

How Vaccines are Developed

The process of vaccine development involves several layers and phases research, trials and licensing and control. It should be noted that what the group has just done is the first step.

Vaccines take years to develop under typical circumstances. Scholars believe the process can take between five to ten years. Scientists spend these years researching whether their ideas work, developing reagents and tests to measure their success (or lack thereof), and finally, using animals to test their ideas. 

In most cases, scientists first test their ideas in small animals like mice, rats or rabbits and then again in larger animals like monkeys. These ideas are then presented to other scientists and peer-reviewed in papers, journals and scientific presentations. 

Reacting to the COVID-19 cases, the World Health Organisation (WHO) in its declaration in April 2020, said while a vaccine for general use takes time to develop, a vaccine may ultimately be instrumental in controlling this worldwide pandemic. 

“In the interim, we applaud the implementation of community intervention measures that reduce spread of the virus and protect people, including vulnerable populations, and pledge to use the time gained by the widespread adoption of such measures to develop a vaccine as rapidly as possible,” WHO said.

CONCLUSION

The COVID-19 Research Group has not found a vaccine for COVID-19, 

what they found are the possible potential vaccine candidates. 

The Centre for Democracy and Development is, therefore, urging members of the public to read news report with scepticism and beyond just the headlines to stay informed as the pandemic reaches a critical stage.

From proffering fake cures like the use of garlic, lime and ginger for both preventive and curative measure, to the conspiracy that linked the launch of 5G network to the pandemic, false information in Nigeria is stirring panic, weakening medical advice and used as a tool for scoring political points among the nation’s politicians.

The Centre for Democracy and Development (CDD) has remained at the forefront of countering the disinformation in Nigeria’s ecosystem.

Below are the false claims countered by the CDD this week

Did Oyo Government Announce Resumption of School Activities For JSS 3 And SS3 Students?

On June 15, 2020, fact-checkers at CDD spotted a report online claiming that the Oyo state government has announced resumption activities for junior and senior secondary students in examination classes.

The report headlined; COVID-19: “Oyo State Resumes Academic Activities for JSS3 and SS3 students” has gone viral and raised a lot of controversies on the social media space.

However, investigations by fact-checkers at the CDD show that the Oyo government’s COVID-19 task force announced ease of the lockdown issued by the state after it met with the state governor, Seyi Makinde.

One of the decisions reached between the task force and the governor includes the resumption of classes for Primary Six, JSS3, and SS3 students from Monday, June 29.

Further checks by CDD also show that students in critical classes (JSS3 and SS3) are to resume at the end of June 2020, to ensure they are well prepared for the public examinations ahead.

The schools are also to observe the COVID-19 guidelines that the task force released. 

These guidelines include that schools must ensure that stations for washing of hands are provided with the support of their Parents/Teachers Associations (PTA), while all students are to put a face mask compulsorily.

CDD fact-checkers can confirm that at the time of releasing this fact check on June 16, 2020, this claim is TRUE.”

Did Benue Lawmaker Donate ‘Goat Ropes’ To His Constituents?

On Sunday, June 14, 2020, Agba Jalingo, freelance journalist and blogger, tweeted a picture on his twitter handle @agbajalingo_ with the caption, ‘’Hon. Daniel Ukpera of the Benue State HOA donates  brand new colourful ropes to his community to help tie their goats.’’

Attached to the post were different photographs of Daniel Ukpera and some members of the community holding their goats with the ropes. The tweet was already shared over a thousand times with several replies and likes.

However, CDD investigation shows that Daniel Ukpera is not a member of the Benue State House of Assembly as falsely tweeted by Agba Jalingo.

CDD checks also showed that Ukpera had contested in the last election for Guma State Constituency seat in the Benue State House of Assembly Election under the platform of the Labour Party but lost it to the Peoples Democratic Party (PDP) contestant.

Mr. Daniel Ukpera is not a member of the Benue State House of Assembly, as claimed by Mr. Agba’s viral tweet. 

While media houses have reported the correct information, Mr. Agba Jalingo, who was the first to report the story failed to correct or retract his viral story rife with false and misleading claims.

Did WHO Say COVID-19 Is Not Transmissible By An Asymptomatic Patient?

On Tuesday, June 16, 2020, fact-checkers at the Centre for Democracy and Development (CDD) spotted a WhatsApp viral video. According to the video, the World Health Organisation (WHO) said that asymptomatic Coronavirus patients do not transmit the virus to other people. 

The message accompanying the video of three minutes and six seconds read that there is a turning point as WHO has said that COVID-19 asymptomatic patients need no isolation.

The message also said that the world had been deceived into practising social-distancing and wear face-masks while millions of jobs and trillions of dollars were lost.

An Investigation by CDD fact-checkers revealed that the claim is hinged on a video of Maria Van Kerkhove, WHO’s Technical Lead on the COVID-19 pandemic.

In her comments in the video, Kerkhove said: “In the data that we have, it’s still rare that an asymptomatic person transmits onward to a secondary individual.”

The claim used Maria’s seven seconds response to justify that the international organisation has created confusion and deceived people – forcing them to adhere to several measures – since the disease outbreak.

Further checks revealed that Maria’s comment was blown out of context as shedid not say asymptomatic patients need no isolation and made no comments on wearing a face mask or maintaining social distancing.

In reports published by statnews on June 9, 2020, “Maria Van Kerkhove acknowledged that her use of the phrase, “very rare,” had been a miscommunication.  

Maria said she never meant to imply that, “asymptomatic transmission globally” was rarely happening, because that is yet to be determined.

She said COVID-19 carriers not showing symptoms can spread the virus, whether they ultimately feel sick or not.

Did Nobel Peace Prize Winner Dr. Mukwege Resign Over Directive To Declare All Illness Coronavirus?

Throughout the past week, several online sources, including a Nigerian Facebook page, NEWS, shared a viral post which claims Dr. Denis Mukwege, the joint winner of the 2018 Nobel Peace Prize, resigned as head of a local task force fighting COVID-19 in the Democratic Republic of the Congo.

The report said Dr. Mukwege resigned because he was directed to inflate numbers of Coronavirus cases in the country.

The claim reads: “He declares, “I cannot in any case dirty my Nobel Peace Prize for money, we had been ordered to declare any illness to be coronavirus and any death.”

According to the report, Mukwege was displeased that after more than 100 samples, none came out positive against the directive.

“I have a career to protect, and I am Congolese by blood. Getting rich by lying is a sin before God, I quit,” the reports added.

The All Africa news platform also aggregated this claim, shared by several sources on Facebook and other platforms multiple times, including on a Cameroonian blog Kiffa’s blog.

Checks by CDD revealed that Dr. Mukwege never made the above statement.

A press statement released by the Nobel Peace Prize winner, announcing his resignation from the response team, clearly stated reason for his decision.

He said the claim by the viral report was never part of his reason for quitting his position.

In responding to the claim, Mukwege said: “On the one hand, the impossibility of having in our province of RT ‐ PCR allowing to confirm the diagnosis of COVID + rapidly. The time required, of more than two weeks, to receive the results of the samples sent to the INRB in Kinshasa, constituted a major handicap for our strategy based on “testing, identifying, isolating and treating.”

‘’On the other hand, a loosening of prevention measures by our population, a denial of realities, the impossibility of enforcing barrier measures, the porosity of our borders with the massive return of thousands of compatriots from neighbouring countries without having been quarantined, decreased the effectiveness of our strategy.’’ Dr. Mukwege’s statement read in part.

Further investigation by CDD fact-checkers revealed that the purported claim is not on Dr. Mukwege’s official social media and websites.

CDD fact-checkers only found what can be termed as a rebuttal considering the absence of the statement attributed to him on his website and official Facebook page. 

It also said: “Please note that all statements or press releases posted appearing to be in my name, that does not appear on our social networks, or official sites (Panzi Foundation DRC, Panzi Foundation USA, Mukwege Foundation, and Panzi Hospital) are unauthorized and/or fraudulent statements.”

Reacting to the claim, Maud Salomé Ekila, the Communication Manager at the Mukwege Foundation in a statement, described the posts as “fake news.”

She said: “These are not Dr. Denis Mukwege’s words. It’s incredible that the media and people online share this false information when we have official accounts where his resignation was explained and justified in a statement.”
